Critical water infrastructure in the United States faces increasing cybersecurity threats from state-sponsored actors, with potentially devastating consequences for national security, economic stability, and public health. This infrastructure supports defense critical assets and is actively being targeted by various state-sponsored hacking groups, which poses a major concern for civilians and military alike. K. Quantifying Adversary Military Forces’ Susceptibility To Cognitive Attacks, Bonnie Rushing, Cole Nelson, Shouhuai Xu, Christofer “Raven” O’Keefe, Olga Karpoyan

This paper introduces a method to quantify international populations’ susceptibility to cyber cognitive attacks using press freedom and media trust metrics. We present the Cognitive Influence Calculator, a tool that estimates susceptibility (𝑆) based on Press Freedom Scores (PFS) and media trust levels. Findings show that while authoritarian regimes are harder to reach, successful cognitive attacks have greater impacts due to higher trust in state-controlled narratives. Using U.S. wargaming data and international trust metrics, we compute susceptibility scores for the U.S., Russia, China, Iran, and North Korea. This study analyzes the strengths and weaknesses of Russia’s cyber policies, strategies, and doctrines through a systematic set of attributes, leading to key insights: (i) Russia has proactively adapted its cyber policies, strategies, and doctrines to its evolving environment; (ii) Russia actively conducts cognitive warfare, but remains equally vulnerable to it; and (iii) Russia’s cyber posture faces significant challenges, including a limited technological base, shortage of skilled personnel, and restrictive approach to information control, all of which undermine the effectiveness of its strategies. These insights offer valuable implications for US Cyber Command and the Department of Defense.

The rapid development of artificial intelligence (AI), the internet of things (IoT), and digitization have pushed digital sovereignty to the top of the governance agenda in the 21st century. This notion is expanded upon in this work through seven chapters encompassing theoretical underpinnings, methodological frameworks, and real-world case studies. It shows how multinational corporations dominate digital coloniality, and how the merge of physical and digital reality or eversion poses challenges. A More Perfect Peace: Can The Russia-Ukraine War End Justly?, Nathaniel B. Davis, Marlon A. Thomas
The US Army War College Quarterly: Parameters
This article argues that thinking creatively about war termination, both philosophically and politically, utilizing jus post bellum principles and counterintuitive political trade-offs, reveals an opportunity to achieve a sustainable peace that approximates justice. The article surveys how war aims among belligerents have changed, indicating that further change is possible, particularly at the point of war termination. Next, the article examines jus post bellum principles and their application to the Russia-Ukraine War. Finally, the article contends that Ukraine relinquishing Crimea and the Donbas in exchange for NATO membership might be the key to achieving a durable peace that addresses long-term security.

Strain In The System: Examining The Relationship Between Adverse Childhood Experiences And Pathways Into Cybercrime, Hannah R. Murphy

This study examines the relationship between adverse childhood experiences (ACEs) and cybercriminal behavior among 238 active hackers with verified website defacements identified through the Zone-H archive. Drawing upon General Strain Theory, this research investigates whether childhood trauma influences both the developmental timing and motivational aspects of hacking activities. Using ordinary least squares and ordered logistic regression analyses with country-clustered standard errors, the study tested two hypotheses: (1) that higher ACE scores would be associated with earlier onset of hacking behavior, and (2) that higher ACE scores would predict increased likelihood of engaging in revenge-motivated hacking. This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

The goal of International Humanitarian Law (IHL) is purported to be the humanization of wars. Nonetheless, the atrocities committed in wars and the war criminals’ impunity suggest the failure of IHL. Notwithstanding, some voices call for reforming and developing IHL. In contrast, this thesis argues that IHL should be rejected entirely since the distinction between privileged and unprivileged combatants indicates that IHL is biased against anti-colonizers. It is biased in three senses. This article analyzes the magical system of Dungeons and Dragons 5 edition in the context of an idea of the enchanted world, highlighting controversial relationships between this concept and the rules of the game. This thesis examines the relationship between human trafficking and genocide, arguing that when trafficking is used with the intent to destroy a targeted group, it should be understood and prosecuted as an act of genocide. While international law traditionally treats genocide and human trafficking as distinct crimes, historical and contemporary evidence reveals significant overlap in their mechanisms, motivations, and outcomes. Through a thematic analysis of three case studies, this research demonstrates how trafficking has been systematically employed to further genocidal objectives, including displacement, exploitation, cultural erasure, and the destruction of communities. This study evaluates the effectiveness of economic sanctions imposed on Iran’s nuclear ambitions, with a particular emphasis on the Joint Comprehensive Plan of Action (JCPOA) and the Maximum Pressure Campaign (MPC). Using the Economic Coercion Trilemma framework, this research analyzes the impact of these sanctions regimes on Iran’s nuclear program through the lenses of efficacy, political feasibility, and unintended consequences. Ultimately this study explores the question: Could sustained sanctions have constrained Iran’s access to critical resources, effectively halting its pursuit of nuclear weapons? The role played by the post-WWII expulsion of ethnic Germans from Czechoslovakia in catalyzing the 1948 Czechoslovak coup d'état has been underexplored in favor of the traditional narrative of an East-West clash between Czechoslovak democratic and communist parties backed by the United States and Soviet Union, respectively. Scholarship on the expulsion and the coup has on occasion brought up connections between the two events, albeit briefly and only as a small part of larger examinations of one of the two. This thesis examines Bilibili, a Chinese video-sharing platform originally known for its anime, comics, and gaming (ACG) content, as a critical site for the formation and circulation of nationalist discourse in the context of a “New Cold War” between the United States and China. OBJECTIVES: When unexploded ordnance (UXO) is embedded in the body, the effect of explosive weapons used in conflict is amplified. Though relatively rare, such events present potentially devastating consequences for the patient and medical providers as routine diagnostic and therapeutic procedures hold potential to initiate detonation of the embedded UXO (eUXO). The objective is to identify and synthesize available literature relating to the management of eUXO in low resource settings.

This thesis examines the relationship between contemporary Hawaiian mele (songs) and Hawaiian ea (sovereignty), focusing on how mele acts as sovereign living entities representing cultural resilience, identity, and resistance to settler-colonial influences. Through semi-structured interviews with Kānaka Maoli, participant observation at cultural events, and close analysis of mele, I identify that these songs are not only expressions of cultural memory, but also living embodiments of ea—sovereignty because they are alive, and they are alive because they are ea. Archaeology is both a science and an interpretative process, blending material discovery with imagination to reconstruct past experiences. This research, conducted through the 2024 University of Denver Amache Field School, explores the archaeological imagination and the creative and cognitive engagement that shapes historical interpretation. Using Amache, a WWII Japanese American incarceration site, as a case study, this thesis examines how material culture, landscape modifications, and reflection inform archaeological understanding. This study examines how The New York Times visually framed women in the Israeli-Palestinian conflict. A quantitative content analysis of 592 news images of gender (male, female) and objects was conducted through the lenses of framing theory and visual framing theory to understand gender representation in conflict reporting. The photo sample analyzed a period of two years, starting from January 1, 2023, to December 31, 2024. The findings indicate that The New York Times portrays women as victims more often than men, which supports the previous traditional gender portrayals of women showing them as victims. Hosaena Tilahun's "The Idea of Ethiopia" explores how heritage tourism in Addis Ababa cultivates Ethiopian patriotism and exceptionalism. Through an in-depth, close reading of the National Museum of Ethiopia, Unity Park, and the Oromo Cultural Center, supplemented by observations at the Red Terror Memorial Museum and Dergue Prison, Tilahun examines how heritage sites shape the political memory of national resistance, revolution, and Black internationalist thought. What U.S. policy would deescalate cross-strait tensions, while maintaining Taiwan’s security? This article is supported by the information and perspectives received from 12, one-on-one, semi-structured interviews with a variety of thought leaders in Taiwan. The goal of this proposal is to provide policymakers in the United States with a path for protecting Taiwan, while responsibly managing the U.S.-China relationship. The paper begins with a short background of the complex policy problem facing Taiwan and a review of the current official U.S. policy of “strategic ambiguity." Over the last decade, a range of international actors has moved away from direct forms of intervention to protect civilian populations in favor of “bottom-up” approaches that emphasize external support for civilian self-protection (CSP). While this indirect action is often perceived to be less costly, more legitimate, and potentially more effective, we argue that external support for CSP is a “risky business” that presents a significant dilemma for international governmental and nongovernmental organizations. This study explores the role of African Pentecostal churches in preserving cultural traditions andshaping identities among African diaspora communities in the United States, focusing specifically on Christ Apostolic Church (CAC) and Pentecost International Worship Centre (PIWC) in Tampa, Florida. Through detailed participant observation and in-depth qualitative interviews, this thesis examines how rituals, religious practices, and community engagement within these churches facilitate cultural continuity and identity negotiation among Nigerian and Ghanaian immigrants.
