Since the conclusion of World War II, the number of expansive interstate wars has decreased while devastating intrastate wars and conflicts have increased exponentially. The Cold War ushered in an era of international stability in the bipolar balance of power, but proxy wars, wars of succession and independence, genocide and civil war made the era anything but peaceful. These conflicts proved to be breading grounds for third party military interventions, which increased simultaneously. This thesis examines the German civil-military relationship and the challenges the country is facing amidst modernizing reforms to the German armed forces. Over the last quarter of a century, new international security threats have manifested and continue to transform requiring Germany to adapt its military and defense policies in order to effectively protect itself and serve as a capable ally to other member states of international organizations such as NATO and the EU. This thesis is concerned with the question of how America’s citizen soldiers are remembered and how their services can be interpreted through monuments and memorials. The paper discusses the concept of memory and the functions of memorialization. It explores whether and how monuments and memorials portray the difficulties, hardships, horror, costs, and consequences of armed combat. The political motivations behind the design, formation and establishment of the edifices are also probed. The paper considers the Vietnam War monuments and memorials erected by Americans and Vietnam expatriates in New Orleans, Louisiana, and examines their illustrative and educational usefulness. Russia’s use of cyber power against Ukraine offered renewed insight to Russian cyber strategy and capabilities. This article dissects the Russia-Ukraine conflict by analyzing Russia’s strategic doctrine, tactical maneuvers, and capabilities in the information realm. Understanding the Russia-Ukraine conflict in this manner can inform and strengthen U.S. cyber policy and strategy. In particular, U.S. strategic planners and cyber professionals should consider internalizing Russian strategic thinking regarding cyber power and promote tactical improvements in resilience, intelligence, and information among itself and its allies.

In 2011, the United States (U.S.) Department of Defense (DOD) named cyberspace a new operational domain. The U.S. Cyber Command and the Military Services are working to make the cyberspace environment a suitable place for achieving national objectives and enabling military command and control (C2). To effectively conduct cyberspace operations, DOD requires data and analysis of the Mission, Network, and Adversary. However, the DOD’s current data processing and analysis capabilities do not meet mission needs within critical operational timelines. This paper presents a summary of the data processing and analytics necessary to effectively conduct cyberspace operations.

Cyber operations can be very complex, and it is useful to conceptualize a deeper, fourth technical level of warfare in order to conduct effective planning. The technical details associated with cyberspace operations are not grasped as intuitively by planners and commanders as are the capabilities and limitations of tanks, ships, and aircraft. The complex and dynamic nature of cyberspace often drives technical analysis and planning to a level beyond those planning practices and procedures accommodated by traditional Joint doctrine.

Understanding The Pxs Aspect Of Within-Person Variation: A Variance Partitioning Approach, Brian Lakey

This article reviews a variance partitioning approach to within-person variation based on Generalizability (G) Theory and the Social Relations Model (SRM). The approach conceptualizes an important part of within-person variation as Person x Situation (PxS) interactions: differences among persons in their profiles of responses across the same situations. The approach provided the first quantitative method for capturing within-person variation and demonstrated very large PxS effects for a wide range of constructs. These include anxiety, five-factor personality traits, perceived social support, leadership, and task performance. Although PxS effects are commonly very large, conceptual and analytic obstacles have thwarted consistent progress. For …

Foreign Policy Rhetoric In The 1992 Presidential Campaign: Bill Clinton’S Exceptionalist Jeremiad, Jason A. Edwards

This essay examines presidential candidate Bill Clinton’s rhetoric regarding America’s role in the world during the 1992 presidential campaign. Despite the fact that foreign policy was George H.W. Bush’s strength during the campaign, candidate Clinton was able to develop a coherent vision for America’s role in the world that he carried into his presidency. I argue he did so by fusing together the American exceptionalist missions of exemplar and intervention. In doing so, Clinton altered a tension embedded in debates over U.S. foreign policy rhetoric. To further differentiate his candidacy from President Bush, Clinton encased this discourse within a secular …

Human beings to a great extent are what community stories narrate about them. This paper is informed by an ethnological field research carried in one of the remotest villages of Mucwini Sub-county in Kitgum district, northern Uganda, scrutinizes people’s stories as they echo concerns about justice from different perspectives of victimhood in the aftermath of a Lord’s Resistance Army-commanded massacre which claimed the lives of 56 people in a night, the majority of whom (21) were from the Pajong clan. Students at the beginning levels of foreign language study have many borders to cross and many challenges to negotiate. This paper reports the results of a preliminary study involving the use of full-length films to engender intercultural sensitivity and understanding among two groups of first-year students of Spanish. Both films depict hardships of children in Spanish-speaking countries—as a result of conscription or as a result of child labor. The paper discusses the contextualization of the films for the students, the students’ responses to questionnaires, portions of classroom discussion that indicate growth in the areas of focus, and implications of the …

In June 2014 an Expert Panel on Technology and Innovation in UN Peacekeeping was commissioned to examine how technology and innovation could strengthen peacekeeping missions. The panel's report argues for wider deployment of advanced technologies, including greater use of ground and airborne sensors and other technical sources of data, advanced data analytics and information fusion to assist in data integration. This article explores the emerging intelligence-led, informationist conception of UN peacekeeping against the backdrop of increasingly complex peacekeeping mandates and precarious security conditions. This thesis examines tourism as a politically charged facet of the economic process in Northern Ireland. While violence has abated in the region, sectarian conflict continues to affect Northern Irish society. Tourism has helped develop the economy by opening the market to visitors through the marketing of the region as unique and different. Nonproliferation: Rapid Retreat From The Gold Standard Negatively Impacts Future Nuclear Negotiations, Evan Tyler Beese

In 2009, the United States and the United Arab Emirates (U.A.E.) concluded a nuclear cooperation agreement which contained a commitment on the part of the U.A.E. not to enrich uranium through its own domestic programs. Dubbed the "Gold Standard” of nuclear nonproliferation by the Obama administration, such an accomplishment has not been repeated in nuclear agreements between 2009 and 2015. This paper examines American nuclear cooperation negotiations following the establishment of the "Gold Standard,” and argues that the rapid reversal of American negotiating policy toward enrichment and reprocessing technologies will hinder U.S. nonproliferation goals going forward.

The purpose of this study is threefold: 1. Examine the use of propaganda by the Islamic State in Iraq and al Sham (ISIS) and how its propaganda enables ISIS to achieve its objectives; 2. Examine the United States Government (USG) response; 3. Evaluate the effectiveness of the USG response and how it can be improved. The goal of ISIS is to overturn the Middle East, attack westerners in the region and in the West, and create one all-encompassing Islamic State. The applications of nanoparticles are growing, but little is known about their interactions with the immune system as most studies did not use suitable in vivo test systems. The purpose of these studies was to investigate the utility of chicken growing feathers as an in vivo test site for iron oxide nanoparticle (IONP) interactions with the immune system. The first objective of this study was to monitor leukocyte infiltration into the growing feather pulp upon the administration of IONP and IO-mIgG preparations. Arctic scholars have yet to fully understand the reasons behind the migration of Thule culture from the western to the eastern Arctic. This rapid movement across such a vast area into environmentally diverse regions marks a critical period of cultural change that is usually summarized by two theoretical positions. Ecological theories postulated environmental changes placed selective pressures on traditional food sources that required Thule hunters to follow migrating prey. Theories that focused on material acquisition alternately proposed the Thule followed the trail of meteoric iron eastward into northwestern Greenland.

A Theory Of Genre Formation In The Twentieth Century, Michael Rodgers
CLCWeb: Comparative Literature and Culture
In his article "A Theory of Genre Formation in the Twentieth Century" Michael Rodgers explores the relationship between Vladimir Nabokov's Invitation to a Beheading and magical realism in order to theorize about genre formation in the twentieth century. Rodgers argues not only that specific twentieth-century narrative forms are bound intrinsically with literary realism and socio-political conditions, but also that these factors can produce formal commonalities.

The language associated with President Nixon’s ‘war on drugs’ has sparked considerable debate in the political struggle against narcotics' abuse and crime, as well as within scholarly research. There is a language associated with the debate and it reflects the primary considerations of policy makers- economics, criminal behavior, and morality. The present study discusses these qualities as well as the rhetorical ideas of Richard Weaver, specifically his theory of ultimate terms. Then, discussions within research show the discontent that scholars bear towards narcotics'-related language.
