This article analyzes the survivability of Russia’s second-strike capability in the Arctic through the lens of classical nuclear deterrence theory. Despite heavy commitments in Ukraine, Moscow continues to modernize its Northern Fleet and reinforce bastion defenses, underscoring the Arctic’s role as the cornerstone of its retaliatory deterrent. While these strategies mirror Cold War practices, they face unprecedented challenges from NATO expansion, multipolar competition, and advances in anti-submarine detection technologies. The study concludes that safeguarding Russia’s second-strike capability not only shapes regional security dynamics but also has broader implications for global strategic stability.

This article examines how Russia’s 2022 invasion of Ukraine has intensified nuclear reliance among Arctic states. Applying a new framework of “conventional-nuclear vulnerability,” it analyzes the nuclear policy shifts of Sweden, Finland, and Russia. The findings show that Finland and Sweden pursued NATO membership to secure nuclear guarantees, while Russia adopted riskier nuclear signaling and lowered thresholds for nuclear use. These developments highlight the growing centrality of nuclear deterrence in Arctic security, underscoring the challenges for U.S. and NATO policymakers in balancing assurance and deterrence in a volatile regional environment.

This study analyzes Russia’s evolving strategic culture to assess its implications for deterrence in the Arctic. It argues that Western deterrence frameworks insufficiently account for Russia’s integration of military, economic, informational, and political tools into a holistic strategy. Rooted in a siege mentality and aspirations for great power status, Russia perceives the Arctic as central to its security, economic modernization, and geopolitical influence. By situating Arctic policy within this cultural framework, the analysis highlights the need for U.S. and NATO practitioners to reassess assumptions and develop more culturally attuned deterrence strategies.

Purpose

To examine barriers and facilitators to nursing education among Native Americans and identify evidence-based strategies to increase the number of Native American nurses working in their local communities to address health disparities.

Background

Native Americans experience significantly higher rates of chronic illnesses such as diabetes and heart disease, and lower life expectancies. Only 4% of registered nurses identify as Native American, with no growth despite increased funding for diversity in nursing education. This underrepresentation contributes to culturally insensitive care and persistent healthcare inequities stemming from historical marginalization and trauma.

Classical nuclear deterrence theory suggests that nuclear powers could be tempted to strike first in asymmetric dyads (dyads in which only one side is a nuclear power). However, in the Ukraine war, a nuclear-armed Russia has not deployed tactical nuclear weapons on the battlefield, even at times when its military struggles on the ground with unfavorable balance. Why has Russia not used its nuclear weapons, especially after repeated threats of using them? What conditions make it rational for states to cross the nuclear threshold in asymmetric dyads? This dissertation explored the following research question: What are the public policy implications of the McGirt Supreme Court decision on federal water policy and regulations governing shared watersheds between state, tribes, and federal control? Specifically, this study examined the changing freshwater availability within Oklahoma and Montana. This thesis examines the legacy of the German paratrooper corps and compares them to similar Allied operations during World War II. Relying on archival documents as well as 80 years of analysis by historians, the thesis argues that the overwhelming consensus among historians of the German Fallschirmjäger as a failed experiment is undeserved, since the pitfalls experienced during their operations pale in comparison to similar British operations. Ghana’s Amateur Boxing Team, known as the Black Bombers, has impacted the country’s political and socio-economic development since its formation in 1958. This thesis argues that amateur boxing was one of the sports that Kwame Nkrumah, Ghana’s first president, used to promote nation-building and, more broadly, a Pan-African agenda. This thesis examines how constant exposure to false online content correlates with declining confidence in democracy and evaluates the roles of platforms, influencers, and mechanisms. The investigation focuses on four archaeological sites in the northern Yucatán Peninsula—Tulum, El Rey, El Meco, and San Miguelito—to examine dietary behaviors through dental microwear texture analysis (DMTA), oral pathology, and stable isotope data within a biocultural framework. Indonesia’s 2025 accession to BRICS (Brazil, Russia, India, China, and South Africa) appears at odds with the country’s long-standing bebas-aktif (“free and active”) tradition of non-alignment. This article explains the move through a layered realist approach and a purely theoretical, deductive method. First, the study integrates structural, offensive, and neoclassical realism to clarify four key mechanisms external balancing, hedging, relative gains, and status-seeking. It then maps propositions about what BRICS can offer Indonesia and tests them against existing realist scholarship on middle powers and emerging-power clubs. Given a rapidly evolving disinformation environment, many initiatives are currently being developed to counter the harmful impacts of disinformation. The aim of this study is to explore how an SMS intervention, as a hitherto untested modality for raising awareness of disinformation with promising potential and wide reach, could boost media literacy among adults. Soldiers receive extensive training at extremes of environments and simulated terrains to improve their battle efficiency. A study was designed to evaluate the actual cost of a military physical efficiency test consisting of several physically engaging activities to quantify physiological, mechanical, and subjective demands. Sixteen Indian soldiers participated in a military training session consisting of events such as a 5-km run, 4-m vertical rope climbing, a 2.75-m jump, a 60-m dash, and a 9-m horizontal rope climbing with 6.5 kg of equipment in a hot dry environment. This monograph discusses how NATO might better leverage risk to strengthen the alliance’s extended deterrence. Such leverage would prove especially useful because Kyiv is unlikely to be permitted to join NATO and the United States may reduce its presence in Europe. Western analysts have not given Russian deterrence enough credit for the alliance’s deterrence failure on February 24, 2022. The alliance did not act fecklessly, nor did it self-deter. The purpose of this qualitative case study was to describe the use of drones by suburban police departments in Texas, and its central research question asked how that drone use aligns with what prior research found the public supports. The research design used a holistic multiple-case approach that involved interviewing police officers who use drones as part of their law enforcement responsibilities.
