In a war charged with ambitious domestic actors and destructive regional states, peace is nowhere in sight in Afghanistan. The interaction between the actors of a conflict play a significant role in shaping the course of a war. This dissertation argues that to fully understand the work of Leo Strauss, scholars must look beyond the Platonic and Machiavellian elements in Strauss and explore how Nietzsche’s ideas about nihilism, the will to power, the eternal return, and the ubermensch influence Strauss’s critique of modernity, his understanding of the relationship between philosophy and politics, and his redefinition of the philosopher as a prophetic lawgiver. This study examines the Nietzschean origins of Strauss’s hierarchical theory of freedom, which vests reimagined philosophers with the authority to create truth and meaning. Whendo sanctions succeed in nuclear inhibition? Is there a generalizable frameworkto estimate sanction effectiveness against nuclear aspirants? Instead ofrelying on partial equilibrium analysis, we conceptualize sanctions as threesequential phases—imposition of economic pain, conversation to politicalpressure, and creation (or failure thereof) of zone of possible agreement(ZOPA). The effectiveness of each phase is subject to phase-specific contextualvariables, an aggregation of which helps measure individual sanction’s effectiveness,conduct cross-case comparison, and estimate one’s replicability in other cases.To illustrate its analytical utility, we analyze the divergent sanctionoutcomes between Iran in 2012-2015 and North Korea 2013-2017. When To Take Credit For Terrorism? A Cross-National Examination Of Claims And Attributions, Erin M. Kearns

Rationalist research expects that groups claim credit for terrorism. Yet, the vast majority of attacks are not claimed. Of the unclaimed attacks, about half are attributed to a specific group. What factors impact claiming decisions? While extant literature largely treats claiming as binary—either claimed or not—the present study disaggregates claiming decisions further to also consider attacks with attributions of credit but no claim, using data from 160 countries between 1998 and 2016. Both attack-level and situational factors impact claiming decisions. Disaggregating claiming behavior shows meaningful differences. Specifically, competitive environments and suicide attacks increase claims but not attributions. Higher fatalities in …

Explaining the processes underlying the emergence of monument construction is a major theme in contemporary anthropological archaeology, and recent studies have employed spatially-explicit modeling to explain these patterns. Rapa Nui (Easter Island, Chile) is famous for its elaborate ritual architecture, particularly numerous monumental platforms (ahu) and statuary (moai). To date, however, we lack explicit modeling to explain spatial and temporal aspects of monument construction. Chapter three quickly reviews different ways of ministering to Liberian refugee families. Chapter four identifies challenges that refugees face. Venezuela, due to economic and political sabotage, has been experiencing a humanitarian crisis since the late part of 2018. This oil-exporting nation was faced with economic decline after 9/11, the 2008 economic recession and again in 2014; as a result of oil prices tanking. Under Cesar Chavez’s presidency the Venezuelan Bolivar faced destabilizing inflation rates surged in part by the ‘economic war’ against private enterprise and the bourgeoisie class, as well as a lack of diversification of exports and a dependency on imported goods. After Chavez's death in 2013, Nicolás Maduro took office and social unrest intensified.

CPS Energy retained SWCA Environmental Consultants (SWCA) to complete an intensive cultural resources survey for the Interstate Highway (IH) 10 / Loop 1604 to Farm-to-Market Road (FM) 1518 Project (Project). The Project consists of the installation of a 3.44-mile (5.53-kilometer) long steel supply gas main in eastern Bexar County, Texas. The total size of the proposed area of investigation is 22.9 acres (9.3 ha) in extent, which represents the area of potential effects (APE) for the Project. On August 15 and 16, 2019, Advanced Archaeological Solutions (ADAS) conducted a block survey and linear right-of-way (ROW) surveys of several separate segments of proposed access road, overhead electric transmission line corridor area and a block survey area (33.75 acres) that total 2.44 miles (12,883 linear feet) located near the Town of Fabens, El Paso County, Texas (Figures 1-2).

This report is a 216 page thesis that presents a spatial analysis of the main residential area at the Prehistoric Mississippian excavation site Chucalissa, located in Southern Tennessee. The focus is on Unit 6, house 10, excavated during 1940-1987 and led by Charles Nash. Through this analysis, the thesis broadens our knowledge and understanding of the dynamics within the cultures of the middle and late Mississippian societies of the Central Mississippi River Valley.

This report looks at the challenges linked to the use of explosive weapons in the Syrian context for the provision of adequate immediate assistance and to plan for mid- to long-term assistance to the victims of explosive violence, to ensure their full recovery and inclusion into society. It is based on data and testimonies collected from humanitarian agencies, actors and patients across all areas of control in Syria. The testimony of Farah, a Syrian girl injured during the bombing of her school, and of her mother, is shared throughout the report to illustrate the challenges faced by victims.

Particularly concerning the experience of NATO militaries in Afghanistan, there has been much public attention on the role of women in the military. This dissertation analyzes corporate-community conflicts around extractive industries in Guatemala with the purpose of better understanding how environmental struggles emerge and take shape. The study uses environmental governance as a framework to analyze the processes, institutions, actors and discourses that shape the conditions of possibility of political action and mobilization in environmental struggles. What factors have led to successful outcomes in international peace operations conducted in Sub Saharan African countries? What factors explain mission failure? I proposed a basic theory of peace operations that linked conflict conditions to mandate design to the capability of an intervening force deployed for mission implementation developed from arguments and empirical results of previous research.

Data on 86 peace operations that occurred in 23 African states covering 33 separate conflict periods between 1990 and 2015 was analyzed. My main findings showed that mandates were derived from conflict assessments and determined the size of intervening force required. The results …

This thesis conducts an intersectional gendered analysis of the privatization of wars and armed conflicts through the use of private military and security companies (PMSC's), thus responding to an existing gap in scholarship on this matter. Two methodologies were used for this analysis. The first is a discourse analysis and interviews conducted in the 5th annual assembly of the International Code of Conduct Association, in November 2018. Although existential suffering is amongst the most devastating forms of distress experienced by many patients nearing the end-of-life, it is often unsatisfactorily addressed due to a paucity of effective interventions. However, both historic and recent studies of psychedelic-assisted psychotherapy have reported marked alleviation of this suffering. As such, this article seeks to advance the rationale for the use of psychedelic substances in the provision of psychedelic-assisted psychotherapy for patients nearing the end-of-life. A Glass Bead Sequence For South America Based On Collections From Brazil And Guyana, William T. Billeck, Meredith P. Luze

Glass trade bead assemblages recovered during archaeological investigations at nine sites by Smithsonian archaeologists Betty Meggers and Clifford Evans in Brazil in 1948 and 1949 and Guyana in 1952 and 1953 date to multiple time periods, including the early 17th, mid-18th, mid-19th, and mid-20th centuries. The assemblages are used to show that the glass bead chronologies developed in North America are directly applicable to South America and that there is a global glass bead sequence related to European colonialism. How does the extent to which rebel organizations are embedded into local conflict contexts - i.e. the extent to which they "fit in" or "stand out" from local populations - affect their behavior on and off the battlefield during civil war? This dissertation examines why rebel group propensities to engage in governance and violence during war vary at the macro and microlevels of analysis and uses as its point of departure the presence of foreign fighters in the ranks of rebel groups engaged in civil war. Contemporary American policing practices are marked by increasingly top-down, racialized, militarized, and pseudo-scientific features. Social scientists have played a central role in creating this political situation: social-scientific advocates of “law and order,” far from providing a value-neutral description of social reality, appear instead to have contributed to the creation of a peculiarly modern form of power.

This article will explore a spiritual emergency through a myth or fairy tale that emerged at the same time I had a frightening brush with death. Two days before the accident I had ingested psilocybin mushrooms. Michael Washburn, among other transpersonal theorists, will be used to interpret, amplify and re-frame this potential ‘psychotic episode’ with ‘borderline features’ into something more, perhaps, on the threshold of a shamanic initiation in a liminal state. In this interview, John Heron—the founder of cooperative inquiry (CI; Heron, 1996, 1998)—discusses this experiential, participatory approach to research and learning with participatory research special issue guest editor Olga Sohmer. After presenting a summary of cooperative inquiry, Heron and Sohmer discuss CI in the context of transpersonal studies, including past and prospective future applications. Questioning the emphasis on “trans” in transpersonal, Heron unfolds the three dimensions of human spirituality that CI engages and offers a vision for transpersonal studies in light of CI ideals.
