The safe removal and disposal of conventional weapons from civilian populated areas in a post conflict scenario is fraught with dangerous, complex and wide-ranging challenges. The worldwide proliferation of improvised explosive devices has added to the existing burden of landmine clearance already being undertaken by various organizations. Part of the solution to these challenges is to remove improvised explosive devices using mechanical methods to reduce the likelihood and consequence of the risks that personnel face when carrying out this extremely hazardous task.

This research paper addresses the efforts of the U.S. to achieve some level of reconciliation with the Taliban after more than 18 years of war in Afghanistan. It deals with the history of U.S.-Taliban negotiations and the U.S. initiatives to engage with the Taliban, as well as outlining the challenges to these initiatives and determining how effective they have been. In addition, the prospects of the U.S.-Taliban peace talks are assessed.

More Effective Than We Thought: Central Bank Independence And Inflation In Developing Countries, Ana Caolina Garriga, Cesar M. Rodriguez

This study examines the effect of legal central bank independence on inflation in developing countries. In spite of the policy consensus suggesting that central bank independence is an effective tool to control inflation, the evidence is still limited, particularly for developing countries. Using a novel dataset, we analyze the effect of central bank independence on inflation for a sample of 118 developing countries between 1980 and 2013. We find that higher central bank independence is associated with lower inflation rates. This effect on inflation is stronger the more democratic a country is, but it is also present in non-democratic countries. …

Traditional scholarship depicts the Cold War, which began immediately after World War Two and ended with the fall of the Berlin Wall in 1989, as a battle of freedom and democracy over communism and authoritarian control. The global ocean economy is predicted to grow by more than 100 percent between 2010 and 2030. By then, more than 40 million people are going to be employed by the maritime industry.1 Recognizing this potential, the European Union (EU) devised a “Blue Growth” strategy that seeks to reap the anticipated economic benefits.2 While technological advancements allow for an increased utilization of marine resources, the newly gained access to untapped opportunities forces coastal nations to simultaneously face the challenge of explosive remnants of war (ERW) and chemical warfare agents (CWAs) in the sea.

The United States has spent—and continues to spend—billions of dollars building Iraq’s military capabilities. Despite that fact, Iraq’s military performance, even after wresting control of its territory from the Islamic State, remains inconsistent at best. A survey of Iraqi military history suggests a pattern of strengths, weaknesses, and performance that includes courageous soldiers, cohesive units, incompetent leaders, divided loyalties, poor combat support, and weak institutions that have, on occasion, risen to the defense challenge. Increasingly, criminal justice practitioners have been called on to help solve breaches in cyber security. However, while the demand for criminal justice participation in cyber investigations increases daily, most universities are lagging in their educational and training opportunities for students entering the criminal justice fields. This article discusses the need to incorporate courses discussing the Dark Web in criminal justice. This article brings sociological theory of governmentality to bear on a longitudinal analysis of American presidential speeches to theorize the formation of the citizen-consumer subject. The 40-year historical analysis which expands through four economic recessions and the presidential terms of Ronald Reagan, William J. Clinton, George W. Bush, and Barack Hussein Obama, illustrates the ways in which the national mythology of American Dream myth has been linked to the political ideology of the state to create the citizen-consumer subject in the United States. This monograph analyzes the current political tensions between the United States and Turkey and suggests ways to manage them. The two countries have been strategic allies since at least the end of World War II—Turkey became a North Atlantic Treaty Organization member and participated with its military forces in the Korea War, and during the Cold War protected NATO’s southern flank against Soviet communism, and Turkey’s military and intelligence services maintained close relationships with their Western and Israeli counterparts. Crania Japonica: Ethnographic Portraiture, Scientific Discourse, And The Fashioning Of Ainu/Japanese Colonial Identities, Jeffrey Braytenbah

Japan's colonial activities on the island of Hokkaido were instrumental to the creation of modern Japanese national identity. Within this construction, the indigenous Ainu people came to be seen in dialectical opposition to the 'modern' and 'civilized' identity that Japanese colonial actors fashioned for themselves. This process was articulated through travel literature, ethnographic portraiture, and discourse in scientific racism which racialized perceived divisions between the Ainu and Japanese and contributed to the unmaking of the Ainu homeland: Ainu Mosir. The resulting narrative was used to legitimize Japanese imperialism, transforming the Empire of Japan into the only non-Western member state …

The reflections it contains on architectural design as a reflection of sociopolitical tumult still strike chords today. This report summarizes the results of a cultural resources survey by Gray & Pape, Inc., on behalf of their client, BIO-WEST, Inc., of six workspaces within four discontiguous locations along Big Creek in Fort Bend County, Texas totaling 6.1 hectares (15.1 acres) and approximately 1.5 kilometers (0.9 miles) in length. (Mason Joseph) to conduct a cultural resources survey and assessment for a proposed apartment complex development located on an approximately 4.6-hectare (11.4-acre) tract in San Angelo, Tom Green County, Texas. The proposed apartment complex would be located on undeveloped land in western San Angelo just northwest of the intersection of Northwest Drive and Green Hill Road. Over several mobilizations between April 2018 and January 2020, Gray & Pape, Inc., of Houston, Texas, conducted an intensive pedestrian cultural resources survey of two segments (Segments GR02 and GR03) of proposed trail development along Lower Greens Bayou in the City of Houston, Harris County, Texas. The project alignment measures approximately 10.8 kilometers (6.7 miles) in length and encompasses approximately 9.6 hectares (23.7 acres) of area. Another 0.6 kilometers (0.4 miles) or 0.6 hectares (1.4 acres) of project alignment was removed from consideration. In total, approximately 11.4 kilometers (7.1 miles) or 10.2 hectares (25.1 acres) was surveyed for the project. …
