Election interference has long been a tool of foreign policy available to state actors but has recently risen in prominence as a result of Russia’s efforts to influence the 2016 presidential election in the United States. Although much has been written about election interference, most existing scholarship focuses on its use to promote a certain candidate or party. Background: Stress inoculation training (SIT) interventions have demonstrated promise within military contexts for human performance enhancement and psychological health applications. However, lack of manualized guidance on core content selection, delivery, and measurement processes has limited their use.
Purpose: The purpose of this study was to develop and evaluate a comprehensive SIT intervention protocol to enhance the performance and health of military personnel engaged in special warfare and first-response activities.

สารนิพนธ์ฉบับนี้มุ่งศึกษาการเปลี่ยนแปลงหลักนิยมและแนวทางการต่อสู้คอมมิวนิสต์ที่กองทัพไทยได้กำหนดขึ้นมาเพื่อเป็นแนวทางการเอาชนะสงครามประชาชน สารนิพนธ์นี้เป็นการวิจัยเชิงคุณภาพซึ่งได้ใช้กรอบแนวคิดการเรียนรู้เชิงนโยบายความมั่นคง มีจุดยืนว่าการเปลี่ยนแปลงหลักนิยมและแนวทางการต่อต้านการก่อความไม่สงบของไทยมีการเรียนรู้เป็นสองชั้น คือ การเรียนรู้ระดับบุคคลและการเรียนรู้ระดับองค์กร ชั้นที่หนึ่งคือประสบการณ์ส่วนบุคคลของนายทหารไทยกลุ่มหนึ่งที่เคยเข้าร่วมสงครามลับในลาวเป็นส่วนสำคัญอย่างยิ่ง หนึ่งในบทเรียนสำคัญที่สุดจากประสบการณ์ในสงครามคือการตระหนักถึงข้อจำกัดพื้นฐานและความไม่มีประสิทธิภาพของยุทธศาสตร์ตั้งแนวป้องกันนอกประเทศของสหรัฐอเมริกา และการต่อต้านการก่อความไม่สงบที่เน้นการใช้กำลังทหารเข้าปราบปรามอย่างรุนแรงตามแบบอย่างปฏิบัติการของสหรัฐอเมริกาในสงครามเวียดนามซึ่งรัฐบาลทหารไทยสมัยนั้นได้นำมาใช้เป็นหลักนิยมความมั่นคงของชาติ อย่างไรก็ตามการเรียนรู้ในระดับบุคคลถึงแม้ว่าจะเป็นส่วนสำคัญยิ่ง แต่ก็ยังถือว่าเป็นเพียงก้าวแรกเท่านั้น หลังจากสงครามลับในลาวสิ้นสุดลง นายทหารกลุ่มหนึ่งได้กลับมายังประเทศไทยและได้รับมอบภารกิจการต่อสู้คอมมิวนิสต์ นายทหารกลุ่มนั้นนำโดยพลเอกสายหยุด เกิดผล ได้ปรับเปลี่ยนหลักนิยมและแนวทางการต่อต้านการก่อความไม่สงบขึ้นใหม่ ซึ่งมุ่งเน้นการเอาชนะจิตใจประชาชนและสร้างความชอบธรรมทางการเมืองโดยใช้มาตรการพัฒนาเศรษฐกิจและการเมือง ขยายบทบาทงานด้านกิจการพลเรือนของกองทัพ รวมทั้งเปิดโอกาสให้ผู้ก่อความไม่สงบที่ยอมมอบตัวให้เข้าร่วมเป็น “ผู้ร่วมพัฒนาชาติไทย” ชั้นที่สองคือการเรียนรู้ระดับองค์กรที่นำไปสู่การปรับเปลี่ยนหลักนิยม เกิดจากปัจจัยสำคัญยิ่งคือการเปลี่ยนแปลงของรัฐบาลทหารที่ปกครองประเทศมากว่าสิบห้าปี ได้สร้างโอกาสสู่การเปลี่ยนผ่านไปสู่ประชาธิปไตยเช่นเดียวกับเปิดโอกาสให้เกิดการปรับหลักนิยมความมั่นคงของชาติ เป็นช่วงเวลาที่พลเอกเปรม ติณสูลานนท์ ผู้ซึ่งให้การสนับสนุนและมีบทบาทหลักต่อการใช้หลักนิยมใหม่ ได้ก้าวเข้ามาดำรงตำแหน่งผู้บัญชาการทหารบกและนายกรัฐมนตรี การยกระดับไปสู่หลักนิยมใหม่นี้เกิดขึ้นภายใต้การนำของเขา

การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) เพื่อศึกษาประสิทธิภาพในการดำเนินงานของสถาบันเทคโนโลยีป้องกันประเทศภายหลังการยกฐานะเป็นองค์การมหาชนที่จัดตั้งขึ้นตามพระราชบัญญัติเฉพาะ (2) เพื่อนำผลในด้านมิติต่าง ๆ ที่ได้จากการศึกษาไปเสนอแนะแนวทางในการเพิ่มประสิทธิภาพการดำเนินงานในแต่ละมิติของสถาบันเทคโนโลยีป้องกันประเทศ โดยอ้างอิงจากทฤษฎีแนวคิดเกี่ยวกับองค์การมหาชนในประเทศไทย แนวคิดเกี่ยวกับประสิทธิภาพในการดำเนินงาน แนวคิดเกี่ยวกับการวัดผลการปฏิบัติงานแบบดุลยภาพ (Balanced Scorecard: BSC) แนวคิดเกี่ยวกับแรงจูงใจในการทำงานและสถานการณ์ด้านการพัฒนาเทคโนโลยีและอุตสาหกรรมป้องกันประเทศ การวิจัยนี้ เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) ใช้การสัมภาษณ์แบบเจาะลึก (In-depth Interview) โดยมีกลุ่มตัวอย่างทั้งหมด 10 คน คือ กลุ่มตัวอย่างภายในสถาบันเทคโนโลยีป้องกันประเทศจำนวน 7 คน ซึ่งเป็นเป็นผู้บริหารระดับสูงและผู้อำนวยการฝ่ายส่วนงานที่เป็นผู้เชี่ยวชาญด้านเทคโนโลยีและอุตสาหกรรมป้องกันประเทศ และกลุ่มตัวอย่างภายนอกสถาบันเทคโนโลยีป้องกันประเทศจำนวน 3 คน ซึ่งเป็นผู้แทนจากสำนักงาน ก.พ.ร. และหน่วยงานภาคเอกชนและการสังเกตการณ์ (Observation) จากการบริหารงานภายในองค์การ ผลการศึกษาพบว่า การดำเนินงานของสถาบันเทคโนโลยีป้องกันประเทศมีประสิทธิภาพในการดำเนินงานมิติด้านประสิทธิผล มิติด้านคุณภาพการให้บริการ มิติด้านดูแลกิจการและพัฒนาองค์การและมิติด้านการปฏิบัติงานเกี่ยวกับด้านเทคโนโลยีและอุตสาหกรรมป้องกันประเทศมีเพิ่มมากขึ้นเนื่องจากมีอำนาจหน้าที่ในการดำเนินงานรองรับเมื่อมีการเปลี่ยนแปลงฐานะเป็นพระราชบัญญัติเทคโนโลยีป้องกันประเทศ พ.ศ. 2562 อย่างไรก็ตาม การเพิ่มประสิทธิภาพในการดำเนินงานในมิติต่าง ๆ ที่มีเพิ่มมากขึ้นเนื่องจากการบังคับใช้พระราชบัญญัติเทคโนโลยีป้องกันประเทศ พ.ศ. 2562 แต่เนื่องจากยังเป็นกฎหมายที่บังคับใช้ได้ไม่นานยังคงต้องใช้เวลาดำเนินการพัฒนาปรับปรุงแก้ไข พ.ร.บ. ซึ่งเป็นกฎหมายที่เกี่ยวข้องกับเทคโนโลยีและอุตสาหกรรมป้องกันประเทศหรือกฎหมายอื่นที่เกี่ยวข้องกับการบริหารงานภายในเพื่อพัฒนาประสิทธิภาพการดำเนินงานนำไปสู่การเป็นหน่วยงานที่มีขีดความสามารถด้านเทคโนโลยีและอุตสาหกรรมป้องกันประเทศ ต่อไป

Taiwan As A Norm Entrepreneur : Advocating People-Centred Values In Southeast Asia, Ssu-Yu Chou

This research looks at the relations between Taiwan and Southeast Asia under President Tsai Ing-wen's first term (2016-2020) as her administration launched the people-centred New Southbound policy by analysing Taiwan's political discourse and interviewing shareholders in the policy projects. It argues that Taiwan acts as a norm entrepreneur framing its initiative and persuading targeted countries to join hands in development matters for people's well-being in the region. In turn, the people-centred rebranding is expected to justify and normalise cooperation at non- and semi-governmental levels with Taiwan without violating the one-China policy since the policy mainly aims to forge socio-economic partnerships. …

การทำสงครามต่อต้านการก่อความไม่สงบของอังกฤษในมลายา ได้รับการยอมรับจากผู้ที่ศึกษาเรื่องสงครามต่อต้านการก่อความไม่สงบในปัจจุบันว่า เป็นการรับมือกับสงครามนอกแบบที่มีประสิทธิภาพ เนื่องจากรัฐบาลอังกฤษในมลายารู้จักปรับตัวและสร้างวิธีคิดชุดใหม่ ที่มุ่งให้ความสำคัญกับนโยบายทางการเมืองเป็นหลัก วิทยานิพนธ์นี้วิเคราะห์ให้เห็นว่าการทำปฏิบัติการสงครามจิตวิทยาในมลายาถือเป็นเงื่อนไขทางการเมืองอันโดดเด่นที่ส่งผลให้รัฐบาลอังกฤษได้รับชัยชนะในสงครามดังกล่าว ผ่านแนวคิดการทำปฏิบัติการสงครามจิตวิทยาของ เซอร์ โรเบิร์ต ทอมสัน บทเรียนสำคัญจากการทำสงครามต่อต้านการก่อความไม่สงบในมลายา ชี้ให้เห็นว่าการใช้กำลังไม่ใช่ทางออกสำหรับการทำสงคราม หากแต่เป็น “การขจัดองค์กรของศัตรู” ผ่านปฏิบัติการสงครามจิตวิทยา ในขณะเดียวกันสงครามในมลายายังพิสูจน์ให้เห็นว่า มาตรการทางจิตวิทยา อย่างการโฆษณาชวนเชื่อในรูปแบบการใช้ใบปลิวประชาสัมพันธ์นโยบายการมอบตัวและข้อเสนอของรัฐบาล เป็นเครื่องมือที่สามารถโน้มน้าวให้กลุ่มผู้เห็นต่างจากรัฐเข้ามามอบตัวและให้ความร่วมมือกับรัฐบาลเป็นจำนวนมาก จนสามารถทำลายองค์กรของศัตรูได้อย่างมีนัยสำคัญ กระทั่งจำนวนลดน้อยลงมาก จนกองกำลังที่เหลือต้องถอยออกไปยังเขตชายแดนมลายา-ไทย ทำให้รัฐบาลอังกฤษสามารถยุติสงครามดังกล่าวได้ภายในเวลาเพียง 12 ปี

An increase in the use of cloud computing technologies by organizations has led to cybercriminals targeting cloud environments to orchestrate malicious attacks. Conversely, this has led to the need for proactive approaches through the use of digital forensic readiness (DFR). Existing studies have attempted to develop proactive prototypes using diverse agent-based solutions that are capable of extracting a forensically sound potential digital evidence. It may not always be possible to conduct a digital (forensic) investigation post-event if there is no process in place to preserve potential digital evidence. This study posits the importance of digital forensic readiness, or forensic-by-design, and presents an approach that can be used to construct a Digital Forensic Readiness Intelligence Repository (DFRIR). Based on the concept of knowledge sharing, the authors leverage this premise to suggest an intelligence repository. Many veterans opt to seek the support of clergy before mental health professionals. Most clergy, however, are unfamiliar with the nuances of the veteran culture and experience. There is a widely held and mainly fair view that Africa’s contemporary leadership is deeply flawed. Reform is needed and this dissertation takes the position that the challenges to and desirable characteristics of leadership are understood and can be influenced by Africans living in the Diaspora. To explore the challenges and possible solutions, four focus groups were convened drawing on Diasporic Africans living in Rhode Island in the United States. AbstractThe objective of post-conflict countries after an extended period of war and trauma is to maintain peace and stability. However, the physical and psychological effects of substance use to cope with the devastation of war remains long after the crisis has ended. The purpose of this qualitative phenomenological study was to examine substance use among Liberian working-age adults, including their substance use habits, experiences with substance use, and access to mental health rehabilitative treatment. Over the past decade, workers’ rights activists and legal scholars have embraced the language of “wage theft” in describing the abuses of the contemporary workplace. The phrase invokes a certain moral clarity: theft is wrong. The phrase is not merely a rhetorical flourish. Increasingly, it has a specific content for activists, politicians, advocates, and academics: wage theft speaks the language of criminal law, and wage theft is a crime that should be punished. The Osiris Shaft is one of many archaeological signatures associated with Egypt’s Giza Plateau, the most well-known of which are the Great Pyramids. However, the role(s) the Osiris Shaft feature played in the religious and daily practices of ancient Egyptians remain(s) unknown. This research seeks to contextualize the Osiris Shaft in Egyptian history to learn more about this feature’s story. This study aims a bibliometric analysis of the 100 top-cited articles extracted from the Web of Science database on the topic of information security in the business context. A retrospective method was applied to the dataset extracted from the Web of Science Database. A total of 500 most cited items were downloaded and the authors selected the articles related to information security and business for further analysis. It was found that the top-cited papers were published between the years 1990 and 2018 and had received 3,375 citations. This paper theorizes the concept of human rights as contextually determinable and posits that the potency of the empirical trajectories of such rights is setting-dependent. The methodology of the presentation is logical argumentation and the theoretical framework is the interest theory of rights. The West African state of Nigeria has been chosen for the discussion. This dissertation studies public attitudes toward nuclear weapons. When do people become more willing to endorse a preemptive nuclear strike against a foreign country? Utilizing theoretical insights from international relations, comparative politics, and social psychology and original experimental survey data from Israel and the U.S., this dissertation aims to answer these questions. Influential strands of scholarship argue that both the public and political elites have internalized anti-nuclear norms. The critics, however, assert that the moral nuclear taboo lacks robustness. In this thesis, I demonstrate how the question of ethics in aerial bombardment has been evolving and transforming since its inception at the beginning of the twentieth century to contemporary targeted killings/assassinations by drones. I interact with early airpower theories from Douhet, Trenchard, Mitchell, and contemporary air tactics in order to establish a crucial sequence between these early theories and practices of aerial violence and modern ones conducted by armed drones. I show how the evolution of aerial bombardment challenged, influenced, and transformed essentials of conventional warfare, as well as dispersed boundaries between combatants and non-combatants. The COVID-19 pandemic, which began in early 2020, has been that rare world-shaking event, from its effects on health, economics, and politics to its influence on attitudes, behavior, and wellness. In a particular context, high school sports have also been greatly altered by the coronavirus, as many spring seasons were abbreviated, truncated, or aborted altogether in the wake of the pandemic spread. Specifically, this helped him with the crucial Rust Belt swing states of Michigan, Pennsylvania, and Wisconsin. Joe Biden learned from this and ran on the most pro-labour platform in recent history. This paper examines the racial wedge driven by Whites between Blacks and Asian Americans during the Cold War on to the present. Model minorities is a term coined by whites in the 1960s to suppress Civil Rights protests and Black demands. By elevating a minority group through success stories, whites constructed a means to suppress Black people’s organizing for change against systemic racism and oppression.

Frente Farabundo Martí Para la Liberación Nacional (FMLN) was a Marxist guerrilla group, known for its activities in the 1980s and 1990s to seize El Salvador’s government through war. Post-peace accords, FMLN transformed into an electoral political party and successfully won to lead the government of El Salvador in 2009-2019, but then they compromised their economic policies to suit neoliberalism. This article uses Gill and Law’s conceptualisation of the theory of direct and structural power of capital to explain the causes of FMLN’s neoliberalism-compromising economic policy adjustment in 2009-2019.
