There is a problem in the United States national security enterprise related to the National Guard’s organizational responsibilities to state and federal governments, and it was unknown whether this hybrid structure caused capabilities to diverge between pre-9/11 and post-9/11 national security priorities. This quantitative study’s purpose was to investigate the use of Congressional funding to determine how and to what degree the National Guard’s capabilities diverged from the United States national security priorities from pre-9/11 to post-9/11 periods. Cybercrime is an escalating phenomenon recognized by law enforcement personnel and others as a serious ever-increasing problem. The need is critical to equip police with cybercrime preparedness to combat and eradicate the problem. Cyber-attacks have negatively impacted the growing epidemic needing constructive solutions. The police personnel’s experiences provided essential cybercrime preparedness, acquired in diverse locations, and applied in the workplace with preventive cybercrime recommendations. Moustakas provided the overall design with theoretical underpinnings of the cybercrime phenomenon with a scientific design. Trapped On The Eve Of War, 1941: Stalin And His Generals Failing Separately And Together, Cynthia A. Roberts

This chapter examines Soviet military planning and preparedness on the eve of Germany’s June 1941 invasion of the Soviet Union. Drawing on archival evidence and post-Soviet scholarship, it reassesses explanations for the Red Army’s catastrophic initial defeats. It argues that the General Staff’s unrealistic offensive plans and force posture conflicted with Stalin’s political strategy of deterrence and war avoidance. This mismatch, rooted partly in the Soviet military’s organizational preference for offensive operations and flawed assumptions about mobilization and the initial period of war, increased Soviet vulnerability to surprise attack. The chapter considers the development of Soviet war plans in 1940–1941, …

Impacts of disasters on individuals are dependent on numerous factors: local to international political dynamics, socioeconomics, geography, educational background, and outside support among others. Currently, much of disaster research focuses on those of natural origin, acute and large-scale environmental events, emergency management, and the ability of individuals, communities, and societies to prepare for, and recover from, likely known disasters in their region. However, there is a lack of data about individual experiences through ‘invisible’ anthropogenic disasters, especially those that fall under the umbrella of slow environmental violence (Davies, 2019; Rice, 2016). This paper calls for the establishment of a comprehensive academic and theological center to be created and located at a prestigious secular university in the United States. As the first of its kind in North America, it should be affiliated with both American Muslim and Jewish institutions. Modeled on similar Jewish-Christian centers, its mission will be to foster both a neutral ground for dialogue and the development of a theology of Jewish-Muslim coexistence.

Abolition as a theory and practice-whether in relation to the institution of the prison, systems of policing, or the carceral state as a whole-has received relatively little attention or serious appreciation within the discipline of Sociology. Calls for the abolition of policing and prisons are often taken for granted as naïve and radical demands, perceived as being disassociated from the material conditions of reality. สารนิพนธ์นี้มุ่งศึกษาลักษณะการดำเนินนโยบายและรูปแบบกิจกรรมทางอวกาศในมิติด้านความมั่นคงแห่งชาติของสหรัฐอเมริกาและจีนระหว่าง ค.ศ. 2013 - 2022 รวมถึงวิเคราะห์พลวัตการมีปฏิสัมพันธ์ในเชิงแข่งขันของทั้งสองประเทศ โดยใช้กรอบแนวคิดเรื่องอภิภูมิรัฐศาสตร์ ซึ่งวิเคราะห์องค์ประกอบขีดความสามารถของรัฐ 7 ประการ ได้แก่ 1) สังคมและสาธารณสุข 2) การเมืองภายใน 3) เศรษฐกิจ 4) สิ่งแวดล้อม 5) วิทยาศาสตร์และศักยภาพมนุษย์ 6) การทหารและความมั่นคง และ 7) การทูตระหว่างประเทศ ผลการศึกษาพบว่า การดำเนินนโยบายและกิจกรรมทางอวกาศในมิติด้านความมั่นคงแห่งชาติของสหรัฐอเมริกาและจีนในห้วง ค.ศ. 2013 – 2022 มีลักษณะที่เป็นปฏิสัมพันธ์ในเชิงแข่งขันระหว่างกัน ในลักษณะที่สหรัฐอเมริกาและจีนมองอวกาศเป็นพื้นที่หนึ่งที่มีความสำคัญต่อการดำเนินยุทธศาสตร์ความมั่นคงแห่งชาติ โดยทั้งสองประเทศดำเนินนโยบายและกิจกรรมทางอวกาศในลักษณะที่แข่งขันกันเพื่อช่วงชิงการมีอิทธิพลในอวกาศ และเพื่อส่งเสริมกำลังอำนาจแห่งชาติของตนเอง โดยเฉพาะอย่างยิ่งด้านการเมือง การทหาร การทูต เศรษฐกิจ วิทยาศาสตร์และเทคโนโลยี

The purpose of this independent_study is to examine Russian motivations for the 2007 cyberattacks on Estonia's critical information infrastructure and the 2015 Ukraine power grid breach. It also analyzes the aftermath and consequences of the attacks, as well as efforts to address the issues. The study found that Russia's primary purpose in cyberattacks is most likely to survive the anarchy of the international system, in which states can never trust each other and must rely on themselves. การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสถานการณ์ภัยคุกคามไซเบอร์หน่วยงานโครงสร้างพื้นฐานที่สำคัญทางสารสนเทศด้านสาธารณสุขและสาธารณูปโภค 2) ศึกษาโครงสร้างการกำกับดูแล การขับเคลื่อนการบังคับใช้นโยบายและมาตรการรักษาความมั่นคงปลอดภัยไซเบอร์ในการบริหารจัดการความเสี่ยง เพื่อสร้างความตระหนักและเฝ้าระวังภัยคุกคามความมั่นคงปลอดภัยไซเบอร์ และ 3) ศึกษาแนวทางการเตรียมแผนการรับมือภัยคุกคามความมั่นคงปลอดภัยไซเบอร์และการกำกับดูแลการบริหารจัดการที่ดีด้านเทคโนโลยีดิจิทัลในองค์กร เพื่อลดความเสี่ยงและป้องกันภัยคุกคามทางไซเบอร์ในอนาคต การศึกษาวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพโดยการศึกษาจากเอกสารและการวิจัยภาคสนามโดยการเก็บข้อมูลจากผู้ให้ข้อมูลสำคัญที่เป็นผู้ปฏิบัติงานระดับผู้บริหารและเจ้าหน้าที่ด้านความมั่นคงปลอดภัยไซเบอร์ รวมทั้งสิ้นจำนวน 22 คน เพื่ออธิบายถึงลักษณะภัยคุกคามทางไซเบอร์ตลอดจนการกำกับดูแลและรับมือภัยคุกคามทางไซเบอร์ขององค์กร ผลการศึกษาพบว่า 1) ปัญหาภัยคุกคามทางไซเบอร์หน่วยงานโครงสร้างพื้นฐานที่สำคัญทางสารสนเทศทั้งในประเทศและต่างประเทศที่กำลังทวีความรุนแรงมากขึ้น ได้แก่ โรงพยาบาล การไฟฟ้า และการประปา ส่งผลกระทบต่อความมั่นคงปลอดภัยและการให้บริการด้านสาธารณสุข ด้านสาธารณูปโภคที่สำคัญของประเทศ รวมไปถึงภาคการเงินการธนาคารและหน่วยงานด้านยุติธรรม 2) หลายหน่วยงานมีความตระหนักรู้ในการริเริ่มจัดทำนโยบาย แนวทางปฏิบัติและจัดลำดับความสำคัญในการบริหารจัดการความเสี่ยง รวมถึงการประเมินความเสี่ยงให้อยู่ในระดับที่องค์กรยอมรับได้ 3) หน่วยงานภาครัฐมีแนวทางที่เหมาะสมในการดำเนินงาน เพื่อลดแรงเสียดทานและความเสี่ยงต่างๆให้น้อยที่สุด อย่างไรก็ตาม ภาครัฐควรให้ความสำคัญและควรปรับปรุงกฎหมายไซเบอร์ให้มีการบังคับใช้และบทลงโทษที่ชัดเจน ด้วยการใช้มาตรการทางกฎหมายอาจไม่ใช่แค่เพื่อแก้ปัญหาด้านความมั่นคงปลอดภัยไซเบอร์เท่านั้น แต่ยังเสริมสร้างความตระหนักรู้และพัฒนาสิทธิรับรู้ข้อมูลข่าวสารในกระบวนการธรรมรัฐไทย

การศึกษาเกี่ยวกับการป้องกันและการรับมือการกลั่นแกล้งภายในเกมออนไลน์แนวต่อสู้:กรณีศึกษาเกม VALORANT เป็นการศึกษาเกี่ยวกับปัญหาการกลั่นแกล้งที่เกิดขึ้นในพื้นที่ของเกมออนไลน์ แสวงหาสาเหตุของการกลั่นแกล้ง และวิธีการป้องกันและการรับมือการกลั่นแกล้งภายในเกมออนไลน์ เพื่อนำมาเผื่อแพร่และให้ความรู้กับผู้ที่มีความสนใจที่จะเข้าสู่โลกของสังคมเกมออนไลน์รับทราบถึงสาเหตุ รูปแบบ และวิธีการรับมือการกลั่นแกล้งที่สามารถเกิดขึ้นได้ในสังคมเกมออนไลน์ การศึกษาวิจัยครั้งนี้เป็นการศึกษาวิจัยเชิงคุณภาพ โดยใช้การสัมภาษณ์เชิงลึกรูปแบบกึ่งโครงสร้าง กลุ่มตัวอย่างจำนวน 12 คน ผลการศึกษาพบว่าสาเหตุของการกลั่นแกล้งภายในเกมออนไลน์แนวต่อสู้มีอยู่ 3 ปัจจัยหลักคือ 1) ปัจจัยด้านทักษะผู้เล่น 2) ปัจจัยเรื่องเพศของผู้เล่น 3) ปัจจัยเกี่ยวกับตัวผู้แกล้ง โดยรูปแบบของการกลั่นแกล้งที่เกิดขึ้นภายในเกมออนไลน์จะเป็นรูปแบบของ 1) การใช้ Text Chat ที่เป็นการพิมพ์ข้อความเพื่อสื่อสาร 2) การใช้ Voice Chat ที่เป็นการใช้ระบบของเกมในการสื่อสารระหว่างผู้เล่นทางเสียง 3) การใช้ระบบการเล่นภายในเกมเพื่อขัดขวางหรือรบกวนการเล่นของผู้เล่น ในส่วนของการรับมือการกลั่นแกล้งภายในเกมออนไลน์จะประกอบไปด้วยการรับมือโดย 1) การประณีประณอมกับการกลั่นแกล้ง 2) การปิดช่องทางการสื่อสาร และ 3) การชักชวนเพื่อนหรือคนรู้จักมาร่วมเล่นเกมออนไลน์

"Hopefully there will be soon peace in Ukraine, and another attempt at reconciliation in Western Balkans. Even as mostly symbolic and commemorative practices, these endeavors proved that they improve social trust and reduce interethnic tensions. There still remains the question about the purpose and long-term goals of such reconciliation efforts. The article analyzes the development of Ukrainian Orthodoxy in the context of the revenge policy of Russia against Ukraine at the turn of the 21st century. People who deliberately practice eating disordered behaviors as a lifestyle form digital communities known as pro-ana. Pro-ana identity is constructed through the medicalized frameworks of anorexia nervosa that attempt to maximize weight loss and also manage other eating disorder behaviors such as binging and purging. This thesis examines pro-ana materials requested and produced on websites, Whisper, and Reddit, assembling these discursive and image exchanges into discourses that identify and describe eating disorder pathology and recovery. Using hermeneutical methodology, this paper examines some of the legal fictions that form the foundation of Federal Indian Law. The text of the U.S. Supreme Court’s 1823 Johnson v. M’Intosh opinion is evaluated through the lens of the Convention on the Prevention and Punishment of the Crime of Genocide to determine the extent to which the Supreme Court incorporated genocidal principles into United States common law. The genealogy of M’Intosh is examined to identify influences that are not fully apparent on the face of the case. Because of the gatekeeping practices of the Hollywood film industry, and the high cost of both filmmaking and distribution in general, Afro-American filmmakers have struggled to produce films with “global reach.” This study visits the possibility of Afro-American filmmakers using alternative technologies and infrastructures to produce high-quality films, thereby bypassing the high cost and exclusionary practices of Hollywood studios. บทความนี้ต้องการวิเคราะห์อำนาจทางการเมืองของทหารไทยนับตั้งแต่การรัฐประหารในปี พ.ศ. 2490 จนถึง 2557 ด้วยมโนทัศน์รัฐเสนานุภาพ (praetorianism) โดยพิจารณาการพยายามสถาปนาอำนาจของทหารผ่านระบบกฎหมาย การใช้อำนาจบริหารประเทศ และอำนาจเหนือกิจการความมั่นคงภายใน โดยอำนาจของกองทัพในแต่ละยุคสมัยมีระดับที่แตกต่างกัน การปกป้องสถาบันกษัตริย์มีความสำคัญสูงสุดสำหรับรัฐเสนานุภาพไทย ทั้งในแง่ที่ “ระบอบประชาธิปไตยอันมีพระมหากษัตริย์เป็นประมุข” เป็นทั้งอุดมการณ์ พันธกิจ และเป็นแหล่งอ้างอิงความชอบธรรมของกองทัพ การสร้างรัฐเสนานุภาพไทยเกิดจากความร่วมมือกันระหว่างกองทัพกับพันธมิตรในเครือข่ายรอยัลลิสต์ รัฐเสนานุภาพไทยสามารถผลักดันนโยบายการพัฒนาไปในทิศทางที่ต้องการ ขยายอำนาจหน้าที่ของทหารในปัญหาความมั่นคงภายในออกไปอย่างกว้างขวาง จำกัดอำนาจพลเรือนเหนือกิจการภายในของกองทัพ พร้อม ๆ กับทำให้ประชาธิปไตยแบบรัฐสภาอ่อนแอลง ประการสำคัญ นับตั้งแต่การรัฐประหาร พ.ศ. 2490 กลไกอำนาจของกองทัพได้ถูกสถาปนาลงสู่โครงสร้างส่วนบนของอำนาจ  ทำให้กองทัพสามารถบ่อนเซาะเสถียรภาพของรัฐบาลจากการเลือกตั้งได้อย่างง่ายดาย ดังเช่นที่เกิดขึ้นกับรัฐบาลพลเรือนหลังการรัฐประหารในปี พ.ศ. 2549

บทความเรื่องนี้ศึกษาปัญหาอาชญากรรมลูกผสมที่เป็นปัญหาสำคัญในสังคมไทย โดยวิเคราะห์ปัญหาจากการสังเคราะห์เอกสาร พบว่าปัญหาอาชญากรรมในสังคมไทยในศตวรรษที่ 21 ถูกปรับเปลี่ยนจากการเป็นรูปแบบเดี่ยวมาเป็น “อาชญากรรมลูกผสม” ซึ่งเป็นการผสมผสานกันระหว่างอาชญากรรมรูปแบบต่าง ๆ ทั้งอาชญากรรมรูปแบบเดิม อาชญากรรมรูปแบบใหม่ อาชญากรรมรูปแบบอื่น ๆ และที่อาจจะเกิดขึ้นในอนาคต ทำให้เป็นอาชญากรรมแบบเบ็ดเสร็จ มีความซับซ้อน เชื่อมโยงสาเหตุจากปัจจัยการเปลี่ยนแปลงสังคมโดยเทคโนโลยี ปัจจัยด้านสภาพแวดล้อมทางสังคมในระดับมหภาค ปัจจัยด้านสภาพแวดล้อมทางสังคมในระดับจุลภาค ปัจจัยด้านกายภาพ/ชีวภาพ และปัจจัยด้านจิตวิทยา ที่ประสานสอดคล้องกับวิธีการก่ออาชญากรรม ทำให้ไม่สามารถเข้าใจรูปแบบที่แท้จริงของอาชญากรรมที่เกิดขึ้นได้โดยง่าย นอกจากนี้แล้วอาชญากรรมลูกผสมจะแตกต่างกันขึ้นอยู่กับอาชญากรผู้วางแผนเพื่อให้บรรลุเป้าหมายของการก่ออาชญากรรมนั้น โดยมีลักษณะสำคัญ ได้แก่ ผู้กระทำผิดหรืออาชญากรมีการรวมตัวกันเป็นเครือข่าย/องค์กรมากขึ้น กระทำการข้ามรัฐ/ไร้พรมแดน พึ่งพาเทคโนโลยี และใช้วิธีการที่หลากหลายซึ่งส่งผลกระทบในวงกว้าง ไม่จำกัดช่วงเวลาและสถานที่ สร้างการเลียนแบบ เข้าถึงเป้าหมายได้ง่าย ไม่จำเป็นต้องเผชิญหน้ากับเป้าหมาย คุ้มค่ามากที่สุดในการก่อเหตุต่อครั้ง เกี่ยวข้องกับการใช้ชีวิตประจำวัน ติดตามตัวผู้กระทำผิดมาลงโทษได้ยาก ทำให้ต้องใช้บุคลากรและงบประมาณจำนวนมากในการปราบปราม ป้องกันและแก้ไข

นับตั้งแต่ได้รับเอกราชในปี ค.ศ. 1947 อินเดียก็เผชิญความท้าทายด้านความมั่นคงมาโดยตลอด ในบรรดาความท้าทายเหล่านั้น การก่อจลาจลในรูปแบบต่าง ๆ ที่เกี่ยวกับแคชเมียร์หรือในแคชเมียร์ ปัญจาบ ภูมิภาคตะวันออกเฉียงเหนือ และนักซาไลต์ เป็นภัยคุกคามที่บั่นทอนความมั่นคงแห่งชาติของอินเดียมากที่สุด บทความนี้มีวัตถุประสงค์เพียงข้อเดียวคือ เพื่อตอบคำถามวิจัยว่าอินเดียมีวิธีจัดการกับปัญหาจลาจลในแคชเมียร์อย่างไร ในขณะเดียวกันก็มีข้อโต้แย้งสำคัญสองประการ คือ (1) การก่อจลาจลในแคชเมียร์มีปัจจัยภายนอกมาเกี่ยวข้องอย่างสำคัญยิ่ง ทำให้รัฐบาลอินเดียแก้ปัญหาได้ยากลำบาก และ (2) การแก้ปัญหาแคชเมียร์ของอินเดียมีหลักคิดและวิธีตรงกับกรอบความมั่นคงแบบดั้งเดิมและกรอบความมั่นคงของมนุษย์ผสมผสานกัน ต่างจากโลกวิชาการที่มักจะมองกรอบทั้งสองแยกจากกันสิ้นเชิง บทความแบ่งออกเป็น 3 ส่วน ส่วนแรกบรรยายพัฒนาการประเด็นปัญหาการจลาจลในแคชเมียร์ ส่วนที่สองอธิบายการจัดการจลาจลแคชเมียร์ของอินเดีย และส่วนสุดท้ายสรุปเนื้อหาใจความของบทความพร้อมทิ้งท้ายด้วยข้อคิดบางประการ

งานวิจัยชิ้นนี้ศึกษาความแตกต่างของความสัมพันธ์ระหว่างรัฐกับมุสลิมชนกลุ่มน้อยในประเทศเมียนมาและไทย โดยใช้กรณีของโรฮีนจาในรัฐยะไข่เทียบเคียงกับกรณีของมลายูมุสลิมในจังหวัดชายแดนใต้ แม้ว่าเมียนมาและไทยเป็นประเทศที่มีผู้นับถือศาสนาพุทธนิกายเถรวาทเป็นชนส่วนใหญ่ แต่ผลลัพธ์ของความสัมพันธ์ระหว่างรัฐและมุสลิมชนกลุ่มน้อยของทั้งสองประเทศก็มีความแตกต่างกันอย่างชัดเจน กล่าวคือ ในกรณีของโรฮีนจาปรากฏความรุนแรงสุดโต่ง ส่วนในกรณีของมลายูมุสลิมเกิดความรุนแรงต่ำที่กระทำโดยรัฐ นัยยะของการเทียบเคียงของทั้งสองกรณีคือการค้นหาปัจจัยที่ทำให้เกิดและไม่เกิดความรุนแรงที่กระทำโดยรัฐต่อชนกลุ่มน้อยมุสลิม ผลการศึกษาพบว่าปัจจัยสำคัญที่ทำให้ทั้งสองกรณีแตกต่างกันคือ ‘เงื่อนไขไตรลักษณ์’ ซึ่งประกอบด้วยมุมมองของรัฐต่อมุสลิมชนกลุ่มน้อย อิทธิพลของขบวนการพุทธชาตินิยม และความอ่อนแอของมุสลิมชนกลุ่มน้อย ฉะนั้น เมื่อรัฐมีมุมมองที่ปิดกั้นต่อชนกลุ่มน้อยประกอบกับขบวนการพุทธชาตินิยมมีอิทธิพลสูงและสถานะของมุสลิมชนกลุ่มน้อยมีความอ่อนแอแล้ว โอกาสที่จะเกิดการใช้ความรุนแรงสุดโต่งก็มีสูงตามไปด้วย ด้วยเหตุนี้ ผู้วิจัยเสนอว่าการปรากฏหรือไม่ปรากฏของเงื่อนไขไตรลักษณ์สามารถใช้เป็นเครื่องมือในการเฝ้าระวังการใช้ความรุนแรงสุดโต่งที่กระทำโดยรัฐต่อมลายูมุสลิมในประเทศไทย และต่อชนกลุ่มน้อยทางศาสนาและชาติพันธุ์ในเอเชียตะวันออกเฉียงใต้

How does the political environment that a group operates affect whether they engage in terrorism? My research is concerned with how political opportunities, which I conceptualize in terms of political decentralization, affect how groups engage with the state, and whether they will engage in terrorism. Previous research has indicated that decentralization can reduce violence but can pose stability problems in other countries. I hypothesize that states with higher levels of decentralization will have lower levels of violence. I believe this works by allowing minority groups more access to power.
