Public policies rarely have single objectives. For the federal Empowerment Zones and Enterprise Communities initiative, bettering the socioeconomic opportunity structure among a collection of the nation's low-income areas is only one of its goals. Another initiative objective is to foster the representation of common citizens, especially residents, in the planning and implementation of strategies and programs designed to redevelop these low-income areas. Strategic community planning was the method chosen by the initiative's designers to achieve both objectives. Community Organizing And Comprehensive Community Initiatives, Mark Joseph, Renae Ogletree
The Journal of Sociology & Social Welfare
In order for comprehensive community initiatives (CCIs) to be sustained beyond their initial funding period, they must "take hold" in a community and develop the capacity of community members to control and guide the community-building process. Given that CCIs are usually formulated largely by sources external to the community, such as private foundations and government agencies, it can be difficult for CCIs to achieve the necessary level of local participation. Furthermore, conflicts over the dynamic of power within the CCI, and differences over internal versus external interest, can make interaction between external agents and community members problematic. On February 11, 1998, the Andrus Center for Public Policy convened The Future of Our Public Lands: A Symposium on Federal Land Policy. The leaders of the Bureau of Land Management (BLM), U.S. Forest Service (USFS), and National Park Service (NPS) were invited to Boise to address conference attendees and then respond to questions and observations from a panel representing various groups interested in land management and from the audience. The purpose of this project was to design and develop a resource manual to help parents work effectively with at-risk, 5th grade students, in the Clover Park School District, Lakewood, Washington. To accomplish this purpose a review of current literature regarding at-risk students and parent involvement was conducted. Additionally, various organizations were solicited for community resources including: United Way, Department of Social & Health Services, Puget Sound Educational Service District, Equal Opportunity Resource Center, and Pierce County Community Action Agency. Finally, all resource materials were compiled, organized, and assembled.

This article addresses the interconnection of political socialization and identity development. We begin with Erikson 's work, which identified the development of political commitment in adolescence as a key aspect of identity formation. We then seek to shed light on the social processes through which youth become engaged in political activities and issues. We discuss the influences of family and peers as well as participation in community service and other civic activities. The development of social responsibility and agency, and an understanding of the complexity of social issues are considered as important facets of political commitment. Data from a case …

The goal of undertaking operations research (OR) on family planning (FP) and reproductive health (RH) services is to strengthen the ability of programs and policies to maximize access to and quality of these services. This report addresses the need for a greater understanding of how information from OR studies is utilized. The Africa OR/TA Project II undertook a study to assess the extent to which information from OR studies conducted under the Africa OR/TA Project I (1988–1993) was utilized. The study also examined the factors influencing how study results were utilized. Case studies of several OR projects were undertaken to …

Health services delivery is increasingly shifting to community-based settings. The competencies required of future health professionals require a shift in their educational preparation. Service leaning is suggested as an educational method with the potential to reform health professions education in tandem with the changes occurring in the health services delivery. The Health Professions Schools in Service to the Nation Program (HPSISN), a US demonstration project of service learning in the health professions, examines the impact of service leaning on students, faculty, communities and institutions across a wide array of universities and community settings. Local governments can play an important role in protecting surface water resources through their compliance with federal and state regulations and through their own land use planning and management practices. Despite 30 years of water quality initiatives in the Lake Erie basin, nonpoint source runoff from urban and urbanizing lands remains a problem. Loss of riparian corridor integrity is increasing as urban areas in the Lake Erie basin experience areal growth. The use and management of land, predominantly a local responsibility, directly affects surface water resources. Common among many approaches to the study of emotions that are emerging across disciplines is the fundamental proposition that emotions "are emergent properties of social relations and sociocultural processes" (McCarthy 1994: 269). Consistent with Berger's (1977) assessment of ideas, emotions–their meanings and associated behavioral counterparts–are believed to succeed in history by virtue of their relationship to specific social processes. Hence, as Steams and Steams (1994) observed, emotions have histories that are a part of every individual's socializing environment Emotions, then, are social things that are learned and can be relearned (McCarthy 1989).

Master-planned communities have become a valuable tool in the reshaping of suburban landscapes. The effects of implementing a well-determined master plan are evidenced by successful ventures in the United States and abroad. This study determines what effect the development of a master-planned community will have on urban planning and housing demand in Greater Metropolitan Buenos Aires, Argentina. Both quantitative and qualitative research methods are used to arrive at specific conclusions. This paper highlights the finite limits of global resources, the rapid global changes that are occurring, and the authors' concerns about the failure of the world community to come to grips with global problems. A substantial number of U.S. adolescents currently participate in community service and there is increased national interest in service programs. This article assesses the assumption of developmental benefits to service participants by critically reviewing 44 empirical studies. It offers a theoretical framework for understanding the findings by connecting them to identity development and delineating three pertinent concepts: agency, social relatedness, and moral-political awareness. These concepts are applied to studies that investigate: ( 1) the characteristics and motivations of participants, ( 2) the effects of service, and ( 3) the process of service. The family planning (FP)/maternal and child health (MCH) program in Bangladesh has achieved success in the recent past, mostly through a large-scale government service-delivery system with support and cooperation from donors and nongovernmental organizations. There is concern about the financial and social sustainability of the program. Other issues include achievement of replacement-level fertility within a stipulated period and improvement of MCH-FP service quality. A survey of community leaders, broadly categorized as business people, public officials, and conservationists, was conducted to assess attitudes toward tourism in a six-county region of the Southern Appalachian Highlands of Tennessee and North Carolina. Broad support for tourism development was found across all groups, with the caveat that economic growth not take place at the expense of community character or environmental quality. In general, however, members of conservation organizations were more concerned about the negative impacts of tourism development than were business people or public officials. The methodology employed highlights issues of agreement and conflict among influential community groups. …

This paper describes a development process which builds upon the strengths of community service learning and community development by providing teenagers a chance to get involved in the community while providing a valuable service leading to local action. The strategy focuses on building partnerships among students, teachers, and local leaders to learn about community leadership, conduct a community needs assessment survey, and address a local need through a community development process. Experience from projects in Florida and Kentucky suggests that this strategy can help youth get involved in the community while providing a sounder basis for the community to act …

As of April 1993, an estimated 5.3 million women in Indonesia were using IUDs. In 1991, the IUD was the second most commonly used family planning method in Indonesia (13.4 percent). According to the Indonesia Demographic and Health Survey, in 1994 it became the third most commonly used method among currently married women (10.3 percent), primarily on the islands of Java and Bali. Housing strategies designed to create a sense of community for our nation's at-risk and poverty-stricken citizens continue to be a source of debate. One major issue is the degree to which criminal behavior exists within these environments. In this article, the results from a seven year study of one single room occupancy (SRO) facility in Pittsburgh, Pennsylvania are described. Analysis of two models used for intervening with the vulnerable tenant population of the SRO suggest that a "strengthfocused" strategy rather than a "need- focused" approach may be more effective in reducing crime and may contribute to the establishment of a …
