Implementation And Database Issues Involved In Enhanced 9-1-1 Emergency Services And Rural Addressing Systems, Kenneth Dueker, George Mason, Rodney Jennings
Center for Urban Studies Publications and Reports
The purpose of this paper is to explore the transition from the 9-1-1 single number emergency service request system to an enhanced single number system. An enhanced system is one that displays the address of the telephone which is being used to report an emergency and uses that address to identify the correct unit for dispatch. Though the technology has been available for some time now, surprisingly few enhanced systems have been fully installed. Telephone company franchise and jurisdictional boundaries rarely coincide, making it difficult to achieve cooperation in bringing together governments and competitive telephone companies. Winona Campus Life
Winona Campus Life was a weekly laboratory newspaper produced by the WSU Mass Communciation Department students and printed as a supplement to the Sunday Winona Daily News, which began in September 1983. The newspaper provided coverage of the four institutions of higher education in Winona: Winona State University, St. Mary's University, College of Saint Teresa, and Winona Area Vocational-Technical School. It was created to provide a place for Mass Communcation students to publish their articles and photographs with the idea of generating reader feedback, which is essential in journalism education.

The Anchor: 1989
The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

Improving Rural Minnesota Through Downsizing, Mark Threlkeld
Improving Rural Minnesota Through Downsizing, Mark Threlkeld
Journal of the Minnesota Academy of Science
It is time to take a hard look at downsizing rural Minnesota. In business, downsizing is done to improve the financial health of a company by cutting back on expenses which can no longer be justified in light of changes in the marketplace. While the term may seem odd when applied to a state, it fits the opportunities and problems now facing rural Minnesota and could help the state make the transition through some difficult times.

Law Faculty Articles and Essays
In the mid-1980s, the focus in this area of the law was on nuisance closures and license revocation actions affecting adult bookstores and other kinds of establishments where either obscenity or illicit sexual activities were taking place. In our last committee report focusing on the first amendment area we reported on those areas of the law in light of the Supreme Court's decision in Arcara v. Cloud Books, Inc. Since then, there has been one important Fifth Circuit decision, FW/PBS Inc. v. City of Dallas, that the Supreme Court has agreed to review, with a decision expected in 1989. There …

Many communities want to enhance retail trade as one part of their economic development effort. While most retail businesses in a community serve local residents employed in such basic-sector businesses as manufacturing, agriculture, and health care, retailing is a significant source of employment in itself.
