The Anchor, Volume 104.15: January 29, 1992, Hope College
The Anchor: 1992
The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

The Environment And Change: Leadership And The Role Of Middle Management In A Correctional Agency, John M. Menke
The Environment And Change: Leadership And The Role Of Middle Management In A Correctional Agency, John M. Menke
Theses and Graduate Projects
Middle managers possess technical knowledge and awareness important to public policy formulation and environmental interaction, which is a predominant source of change for the organization. As an organization, Hill County Correction Departrnent's bureaucratic structure is ill-suited to respond to its complex and unstable environmen. Yet this structure is explained because HCCD is a public organization directly accountable to external bodies; its services are ambiguously defined and interpreted; and its environment hostile. This structure encourages a reactive rather than proactive position for the organization with the environment. Hierarchical structure, role obligation, and uncertainty promote risk-aversive activities by middle managers through remaining …
Monitoring And Management Of Psychiatric Symptomatology In Conditionally Released Insanity Acquittees, Jo Mariah Mahler
Monitoring And Management Of Psychiatric Symptomatology In Conditionally Released Insanity Acquittees, Jo Mariah Mahler
Dissertations and Theses
Community treatment of insanity acquittees is a highly controversial matter among legislators, mental health professionals and the public. At issue is the balancing of public safety concerns with least restrictive, non-punitive rehabilitation alternatives for insanity acquittees. Attempts to determine predictors of dangerousness in mentally ill offenders have produced mixed results with questionable practical value. In view of this, many mental health professionals are instead recommending that research on insanity acquittees be focused on evaluating the effectiveness of mandated community treatment programs for insanity acquittees. One area being designated for such research is the monitoring and management of psychopathology in conditionally …
Free Speech: The Debate Over The Current Scope Of Protection Provided Under The First Amendment, Susan E. Hanna
Free Speech: The Debate Over The Current Scope Of Protection Provided Under The First Amendment, Susan E. Hanna
Presidential Scholars Theses (1990 – 2006)
The First Amendment guarantees that "Congress shall make no law ... abridging the freedom of speech .... " The founding fathers clearly recognized the importance of freedom of speech to a democracy, and thus provided for its complete protection. A democracy, however, requires both liberty and order if it is to be effective. The problem, then, is balancing the needs of freedom and civil order in a manner that least restricts liberty, yet still maintains the order that is crucial to the life of a democracy.
The on-going debate over the scope of protection provided under the First Amendment reflects …

The Myth Of Ministry Vs. Mortar: A Legal & Policy Analysis Of Landmark Designation Of Religious Institutions, Alan C. Weinstein
The Myth Of Ministry Vs. Mortar: A Legal & Policy Analysis Of Landmark Designation Of Religious Institutions, Alan C. Weinstein
Law Faculty Articles and Essays
This Article proposes to examine the conflict between religious institutions and landmark preservation groups at both its empirical and normative levels. Part I of the Article provides an overview of historic preservation. It traces the development of the historic preservation movement, describes the standards and procedures commonly found in preservation ordinances, and discusses briefly the seminal cases in this field. Part II then attempts to answer three questions: (1) how extensive is the conflict between religious institutions and landmark commissions; (2) what has been the response of state and local legislatures to the conflict; and (3) what legal doctrines have …

National And Community Service: Challenges And Opportunities For People With Disabilities To Volunteer In America, Glen W. White
Special Topics, General
The recently implemented National and Community Service Act of 1990 calls for Americans of all race, age, ability, and economic status to return to service in their community. To help facilitate this call to service, the National Commission on Community Service has allocated approximately 70 million dollars in grants. The Act focuses on the involvement of youth, including those who are economically disadvantaged and with disabilities. This paper discusses the challenges and opportunities faced by community service program planners and disability organizations, in their efforts to integrate volunteers with disabilities in service to the community. The paper concludes with a …
