Aids And The Homeless Of Boston, James J. O'Connell, Joan Lebow Mar 1992

Aids And The Homeless Of Boston, James J. O'Connell, Joan Lebow

New England Journal of Public Policy

Homeless persons with AIDS and HIV infection face significant health hazards during the daily struggle for survival on the streets and in the crowded shelters of our cities. This article offers a historical perspective on the evolution of the AIDS epidemic within the homeless population of Boston and examines the demographics, risk behaviors, and survival statistics of that epidemic. The Boston Health Care for the Homeless Program is presented as a model of service delivery that offers quality health care to homeless persons with AIDS while addressing the special needs of those bound by the immediacy of the next meal …

Let Them Have Housing, Wendy Quinones Mar 1992

Let Them Have Housing, Wendy Quinones

New England Journal of Public Policy

Does eliminating homelessness primarily require social services or affordable housing? Research done among former guests of the family shelter operated by Wellspring House, Inc., suggests that, at least for one group of homeless mothers, the provision of secure and affordable housing enables them to function and even to flourish. This article explores both the research and its philosophical underpinnings.

Aggressive Outreach To Homeless Mentally Ill People, Ellen Nasper, Melissa Curry, Elizabeth Omara-Otunnu Mar 1992

Aggressive Outreach To Homeless Mentally Ill People, Ellen Nasper, Melissa Curry, Elizabeth Omara-Otunnu

New England Journal of Public Policy

Historically, people with chronic mental illnesses have been particularly at risk for homelessness. In 1984, the Connecticut Department of Mental Health (DMH) articulated policy to insure housing for mentally ill persons. One facet of that policy is to increase mental health services to homeless people. The Greater Bridgeport Community Mental Health Center has addressed this need through the formation of the Homeless Outreach Team (HOT). This article describes the development, organization, clinical work, and future of HOT. The team is run jointly by the Mental Health Center (funded through DMH) and Family Service-Woodfield, a United Way-funded agency that provides case …

Homelessness: An Overview, Jim Tull Mar 1992

Homelessness: An Overview, Jim Tull

New England Journal of Public Policy

The homelessness crisis in the United States has reached epidemic proportions as the diversity of the homeless population expands to the point where it resembles the general population. The deepest and most long-standing cause of homelessness is poverty, but there are other forces as well, including the severe shortage of affordable housing (particularly due to urban renewal); deep funding cuts at the federal, state, and local level; the policy of deinstitutionalization; the Vietnam war; and unemployment. A new public policy approach to homelessness is needed, one which addresses these multiple forces and is grounded in the assumptions that housing and …

Subgroups Of The Homeless: Street Kids, Bruce Clary, James Harrod, Rachel Olney Mar 1992

Subgroups Of The Homeless: Street Kids, Bruce Clary, James Harrod, Rachel Olney

New England Journal of Public Policy

Street kids are a feature of many cities, but only recently have they been included among the homeless. They were defined as runaways, throwaways, or youth in crisis. They had a place to live, even if it was a foster or group home or an institutional setting. However, many are without shelter at one time or another and face the same problems as the chronic homeless: the need for food and shelter, avoidance of victimization, and help for personal problems. In 1988, the National Institute of Mental Health funded three national demonstration projects on adolescent homelessness. We report findings from …

Homelessness In Massachusetts: Perception, Policy, And Progress, Milton Argeriou Mar 1992

Homelessness In Massachusetts: Perception, Policy, And Progress, Milton Argeriou

New England Journal of Public Policy

Homelessness is not a new phenomenon in Massachusetts, nor are the "new" homeless of the 1980s and 1990s that different from the "old" homeless of previous decades. What is new is the societal response to the burgeoning population of homeless men, women, and children. Massachusetts's response to the problem of homelessness in the 1980s, as outlined in the Massachusetts Comprehensive Policy Approach, is examined and found to reflect commitment and creativity. However, the problem of homelessness in Massachusetts remains, the community appears frustrated, and current budget cutbacks do not augur well for future services to the homeless.

Homelessness In Boston: The Media Wake Up, Ian Menzies Mar 1992

Homelessness In Boston: The Media Wake Up, Ian Menzies

New England Journal of Public Policy

Why did it take the media so long to "discover" and report on the dramatically rising rates of hunger and homelessness throughout the nation? Did that failure make it easier for presidential counselor Edwin Meese to declare in December 1983 that allegations of hunger in America were "purely political" and that people who go to soup kitchens do so because the food is free, statements matched a short time later by President Ronald Reagan's claim that people who sleep on grates do so "by choice." In this article, Menzies tells the unfolding story of how hunger and homelessness finally became …

Colostrum Intake By Newborn Piglets, David Fraser, Jeffrey Rushen Mar 1992

Colostrum Intake By Newborn Piglets, David Fraser, Jeffrey Rushen

Feeding Behavior Collection

Colostrum intake by newborn piglets was studied by weighing piglets every 10 min for their first 1-4 h with the sow, and their cumulative weight increases were used as estimates of colostrum intake. In seven litters, four piglets were monitored for 4 h beginning about 2 h after the birth of the first piglet in order to determine if colostrum is available continuously or released in discrete ejections. There was little synchrony between litter-mates in their intake in the first hour, but by the second hour of monitoring (starting about 3 h after farrowing began), much of the colostrum was …

America's Health Care System: The Reagan Legacy, Terri Combs-Orme, Bernard Guyer Mar 1992

America's Health Care System: The Reagan Legacy, Terri Combs-Orme, Bernard Guyer

The Journal of Sociology & Social Welfare

Because of the dominance of the private sector in health care in the United States, health conditions are not as susceptible to changes in public policy as they are in other Western countries. however, the elderly and young children are directly affected by the federal government's health care policies and while both groups were the focus of major changes introduced by the Reagan administration, these changes were opposed buy Congress. Nevertheless, changes in health care funding and administrative arrangements have had a negative impact on the needy and, in addition, they have been exacerbated by the Reagan administration's wider social …

Society, Social Policy And The Ideology Of Reaganism, James Midgley Mar 1992

Society, Social Policy And The Ideology Of Reaganism, James Midgley

The Journal of Sociology & Social Welfare

The complex historical and ideological themes which formed the basis for Reaganism in the 1980s are based on economic individualism, traditionalism and authoritarian populism. By creating an ideological formation which appealed to a wide constituency, right-wing activists sought to reverse the centrist consensus liberalism of the New Deal. These ideas also informed the Reagan administration’s social policies and, although not implemented as intended, have had a major impact on the American welfare state.

Unhousing The Urban Poor: The Reagan Legacy, Beth A. Rubin, James D. Wright, Joel A. Devine Mar 1992

Unhousing The Urban Poor: The Reagan Legacy, Beth A. Rubin, James D. Wright, Joel A. Devine

The Journal of Sociology & Social Welfare

The Reagan era was characterized by the popularity of individual level explanations and market based solutions for a range of social problems, including homelessness. We argue that such an approach was inadequate and may, in fact, have toorsened the housing situation. We claim that homelessness is fundamentally a housing problem linked to two key trends of the 1980s: the increasing rate of poverty and the declining supply'f low-income housing. Market approaches to housing policy have resulted in housing policies by default: gentrification, condo conversion and displacement as well as tax policies that explicitly favor the nonpoor. Those policies gehred towards …

The Fall Of The Industrial City: The Reagan Legacy For Urban Policy, David Stoesz Mar 1992

The Fall Of The Industrial City: The Reagan Legacy For Urban Policy, David Stoesz

The Journal of Sociology & Social Welfare

The Reagan presidency reversed a half-century of federal aid to cities. Poor minority comnnunities were particularly hard-hit, since this was accompanied by a white flight to the suburbs and the replacement of better paying industrial jobs requiring little education with poorer paying service jobs requiring iore education. Meanwhile wealthy communities prospered. To address urgent social problems, urban politicians are advocating strategies such as industrial policy, public entrepreneurship, and guerrilla welfare.

Archaeological Salvage Research At 41bx901, A Prehistoric Quarry In Bexar County, Texas, Daniel R. Potter, C. K. Chandler, Elizabeth Newcomb Jan 1992

Archaeological Salvage Research At 41bx901, A Prehistoric Quarry In Bexar County, Texas, Daniel R. Potter, C. K. Chandler, Elizabeth Newcomb

Index of Texas Archaeology: Open Access Gray Literature from the Lone Star State

During the months of October and November, 1990, staff members and volunteers of the Center of Archaeological Research (CAR), The University of Texas at San Antonio (UTSA), conducted surface survey, mapping, subsurface testing and private collection research at 41 BX 901 and surrounding areas. 41 BX 901 is an extensive prehistoric chert stone quarry in northeastern Bexar county, Texas. The site had been selected for construction of a new middle school by the Northeast Independent School District (NEISD). Survey and testing research was performed in order to evaluate 41 BX 901 and to locate any additional archaeological remains which might …
