Resilient Ethical Governance By Design: Building Resilience For Future-Ready Smart Cities Against Emerging Technology Disruptions In Public Sector – A Case Study Of Dallas Smart City, Emmanuel Asamoah Asare

This dissertation examines how Dallas’s smart city strategic policies foster resilience against disruptions associated with emerging technologies, particularly artificial intelligence and Internet of Things systems. Using a convergent mixed-methods comparative case study, Dallas serves as the primary case, Austin serves as a U.S. municipal comparator, and Barcelona serves as a qualitative benchmark for ethical and trust-centered smart city governance. The study integrates document analysis, broadband and digital equity indicators, stakeholder engagement evidence, and exploratory quantitative comparisons to assess how governance adaptability, preparedness, functionality, equity, and stakeholder trust shape resilience outcomes.
The findings provide partial support for the study’s hypotheses. Dallas …

The purpose of this qualitative hermeneutic phenomenological study was to explore the lived experiences of parents of students diagnosed with attention-deficit/hyperactivity disorder (ADHD) who attended public schools in Georgia, a southeastern state of the United States of America (USA), with a particular focus on how parents perceived the influence of access to, or denial of, Section 504 Plans and Individualized Education Programs (IEPs) on their children's high school outcomes. For decades, school psychologists have attempted to operationalize the federal definition of the most prevalent disability under the Individuals with Disabilities Education Act (IDEA), specific learning disability. These attempts have led to three major identification method camps: the severe discrepancy approach, the patterns of strengths and weaknesses (PSW) approach, and the response-to-intervention approach—all of which are federally permissible under the IDEA. This study aimed to determine whether three operationalizations of the severe discrepancy approach (simple severe discrepancy using 1 and 1.5 standard deviations and the regression approach) identified the same students as those classified by their school as having an …

The growing population of internally displaced persons (IDPs) in Nigeria presents significant public health challenges for children with physical disabilities. This study investigated how physical disabilities affect daily life, mobility, access to resources, and health outcomes among internally displaced children in IDP camps in Benue State, Nigeria. Guided by the ecological model of health behavior, the study examined caregivers’ experiences of children’s self-care, daily activities, environmental and interpersonal conditions, sanitation, and access to healthcare. This study examined the extent to which UAE audiences rely on social media as a source of information on complementary and alternative medicine (CAM) and the resulting effects of this reliance. Grounded in Media System Dependency Theory, the study employed an audience survey using a questionnaire administered to a sample of (132) Emirati citizens in Al Ain. The findings revealed that the combined medium and high reliance reached (53%). Regarding the effects, cognitive effects recorded the highest arithmetic means, followed by affective and behavioral effects at comparable levels. This report presents a multi-hazard risk and resilience assessment of the U.S. rail network. The research identifies at-risk rail segments exposed to flash flooding, riverine flooding, extreme heat, and landslides using historical hazard records, federal accident and incident data, and meteorological datasets spanning 2000–2024. Flood exposure is mapped nationally by linking storm records to rail alignments and estimating the frequency and intensity of events at the segment level. For extreme heat, a fragility analysis of 153 documented thermal buckling derailments reveals that a significant share of failures occurred under relatively mild environmental conditions, pointing to infrastructure and maintenance factors rather …

The increasing frequency and severity of cyberattacks against U.S. critical infrastructure continue to confound homeland defense efforts. Defending against state cyber campaigns that threaten the nation’s most critical systems requires a new awareness model that can enable unity of effort across public and private actors. Examining homeland defense awareness in other domains reveals principles and approaches that can inform the development of a collaborative awareness model in cyberspace. Objectives: This study develops and evaluates an Arabic scientific misinformation detection system by fine-tuning AraBERT-base-v2. It examines the effects of early stopping and input sequence length on model performance, interprets selected linguistic characteristics associated with misleading content, and discusses the limitations of using machine-translated data.
Methodology: The study adopted a mixed-methods design, employing a systematic integration of quantitative and qualitative approaches, supported by an interpretive qualitative reading. The advent of social media has had a tremendous effect on the realms of social interaction and entertainment, particularly in younger generations. As this sensation has continued to grow and intensify, increasing concern has been raised about the potential adverse effects of social media use, including the possibility of dependence and addiction-like symptoms. This study aimed to create a scale capable of measuring social media dependency based on an alternative and internet-specific theoretical model. This article examines how block play supports children’s social-emotional, cognitive, physical, and language development through hands-on experiences that feel natural and engaging. Engaging in healthy behaviors early in life is crucial for preventing noncommunicable diseases such as type 2 diabetes, cancer, and heart disease. College is an optimal period to establish these habits, yet students often engage in poor dietary and physical activity practices; thus, identifying effective health behavior change techniques for this population is essential. Social comparisons are known to influence health behaviors, yet no research has tested comparison instructions as a behavior change technique, particularly identification versus contrast with upward and downward targets. Problematic Technology Use (PTU) has emerged as a growing concern with technology’s continual integration into daily living. Individuals higher in schizotypy may be particularly vulnerable to the negative consequences of digital environments. The present study cross-sectionally examined associations among schizotypy, PTU, and quality of life (QOL) in 533 college students using structural equation modeling. Consistent with hypotheses, greater total schizotypy was associated with higher PTU and lower QOL. Additionally, positive, negative, and disorganized schizotypy all uniquely predicted poor QOL with the negative domain demonstrating the strongest standardized association. Contrary to hypotheses, PTU did not significantly moderate the relation between total …

This fact sheet presents data published by Climate Central on the change in average annual temperatures for the five Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah and 15 Mountain West cities from 1970 to 2025. City-level data are derived from Applied Climate Information System (ACIS) operated by National Oceanic and Atmospheric Administration (NOAA), state-level data are derived from NOAA’s National Centers for Environmental Information (NCEI).

Introduction: This study sought to assess how graduates of Wallace Community College's paramedic program impacted their readiness for the NREMT Paramedic examination and entering the workforce, specifically comparing those who completed an associate degree to those who completed the certificate program. Methods: This qualitative study analyzed the perspectives of graduates from the paramedic program using a phenomenological approach. Using a purposive sampling technique, nine graduates were chosen for one-on-one interviews, and six were selected for a focus group. Dopamine (DA) and acetylcholine (ACh) interact within the striatum to shape reward-based learning and choice behavior. DA D2 receptors on cholinergic interneurons (CIN D2Rs) were genetically knocked out to investigate their role in choice allocation using a two-lever matching paradigm. Behaviorally, both knockout (KO) and wild-type (WT) mice learned the initial task equally well. When shifted to asymmetric matching schedules (VI-90 vs. VI-180), ideal matching predicts that mice should allocate exactly 67% of their total responses to the rich lever. Neither group matched as predicted by the matching law. Instead, the KO mice showed a pattern where the higher rate …

Despite the recognized importance of 21st-century skills and the substantial body of research on these skills, little is known about how to identify growth in these skills. The lack of reliable methods to measure 21st-century skill growth presents a challenge for the design of relevant learning environments and for evaluating if such learning environments are effective. Using a qualitative methodological triangulation approach, this study explored camp counselors’ learning processes. Using a systematic data integration method, field observations were synthesized with participant reflections about how their skills develop. Adverse childhood experiences (ACEs) are defined as potentially traumatic events that occur in childhood particularly between the ages of 0 and 17 years that negatively influence long-term health, relational functioning, and parenting practices (Centers for Disease Control and Prevention, 2026; Felitti et al., 1998; Merrick et al., 2019). Conversely, protective and compensatory experiences (PACEs) have emerged as protective factors that foster resilience and possibly buffer against the adverse outcomes of ACEs (Narayan et al., 2018).
