The power to make it impossible for any man, woman or child to be denied the equal protection of the laws, because he or she is poor is an essential part of the administration of justice in a democracy. Simply by definition the indigent defendant is destitute of material possessions, but he often will also be lacking in intelligence in education, in the rudimentary social graces and in the common qualities of good behavior. Implementation Of The Economic Opportunity Act Of 1964 As Evidenced By A Community Action Program In Baltimore, Maryland, Maria M. Carroll

This research is directed to a rough and beginning evaluation of the Economic Opportunity Act of 1964 as evidenced through one Community Action Program, the Neighborhood Development Program, in Baltimore, Maryland during the late fall of 1966. In this study the implementation of the Economic Opportunity Act of 1964 is evaluated according to the perceptions of the Neighborhood Development Assistants who are the indigenous workers in the program. The purposes of the Economic Opportunity Act of 1964 and each Community Action Program were taken directly from the Act itself, and then various phrases were operationally defined.

The Politics Of Planning For Urban Redevelopment: Strategies In The Manipulation Of Public Law, Sheldon J. Plager, Joel F. Handler

In this article Professors Plager and Handler examine the influence of legal process upon decision making in municipal redevelopment. Their thesis is that public acceptance of a redevelopment venture depends primarily on the command of political and planning skills and occurs despite rather than because of legal procedures designed to accommodate principles of democracy. Partly through the method of a case study of recent data collected from one municipality, partly by comparative analysis with other studies, they conclude that the reality of decision making in the region they explore is the predominance of informal power over formal, democratic, legal decision-making …

Computers and automation have brought about what some have called the "Second Industrial Revolution." But automation is most frequently considered and discussed as it applies to industry or to scientific research. In this article, Professor Dickerson points out that lawyers, too, are already greatly affected by the age of automation. Computers can probably be most useful to lawyers in the area of research, but as the writer indicates, they can and are being used for such diverse things as estate planning, legislative redistricting and predicting in advance the outcome of judicial decisions.
