The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

Every program designed to decrease poverty is based upon assumptions either as to the nature and causes of poverty or what is necessary to help the poor improve their lot (Spilerman and Elish, 1970; Task Force on Economic Growth and Opportunity, 1966; Valentine, 1968). Often these assumptions are only implicit, and supervisors of the program might not even agree with the assumptions if they were stated. Nevertheless, a program would itself make no sense unless certain statements about poverty were true. For example, a program of economic development to increase employment opportunities assumes that, first, much poverty is due to …

The study begins with a look at the sociological foundations underlying the Department of Family Services and the social institutions of law and marriage and the family. In order to present the working operation of the agency there are chapters dealing with custody and visitation and marriage and family counseling. This work is defined, and the methods involved are explained and illustrated. An historical overview of the agency with regard to personal, policy and orientation is presented.

The decade of the sixties was a period of major economic, political, and social change in large central cities; yet few major institutional innovations were adopted to enable the cities to cope more effectively with the new conditions. The failure of central cities to solve their more pressing problems and rising expectations among the disadvantaged led to agitation for major reform in the institutions of municipal government.

During the past several decades there has been a persistent and constant trend in our society that has not gained the prominence it deserves. This trend has been the continuous growth in the autonomy and power of public bureaucracies. The community power literature, for example, has systematically ignored public bureaucracies in its search for the power structure of cities (Aiken and Mott, 1970). Theoretically every society has some institutional means which seeks to prevent and alleviate personal misfortune and illness "Institutions are standardized solutions to collective problems." The increasing population rate of older persons, many of whom suffer from chronic diseases and disabilities, does pose a collective problem for society. Formerly, the "institutional" approach developed to address the needs of chronic aging patients and society. Today the "community" approach, by which community service agencies whose goal is to help older adults remain independent of total institutional care by supplying supportive services, is achieving recognition .
