"It is a fact that the poor carry the greatest fiscal burden of inappropriate energy decisions."

This concern for the economically disadvantaged and the developing countries takes up a major section of a newly recently released statement, ''Nuclear Energy-Problems and Promises." The American Lutheran Church's Office of Research and Analysis is sending the study resource to its almost 5000 congregations ''to stimulate thinking, promote discussion, and motivate informed Christian response.''

Aquidneck Island: An Exercise In Micro-Regionalism, C.T. H. Pell Jan 1980

Aquidneck Island: An Exercise In Micro-Regionalism, C.T. H. Pell

Marine Affairs Theses and Major Papers

Aquidneck Island is an island with a unique set of circumstances contributing to its growth. At present it is poised on the brink of undertaking major development projects in the industrial, commercial, and residential sectors without any cohesive island-wide body coordinating the various activities. This paper briefly describes the evolution of the island historically, geologically, and politically. It explores the process by which a micro-regional approach could take towards the common problems now facing the three island communities. This paper assumes the merits of planning. It concerns itself more with the political problems of developing and marketing a planning movement …

This issue of Review of Applied Urban Research features "A Needs Assessment of Older Hispanics," David R. Martino.

The successful delivery of human services requires rational program planning. Rational program planning, in turn, requires evaluation of 1) the needs of targeted client groups, 2) the availability of established services to the potential clients, and 3) the utilization of available services by the client population(s). The success of human service delivery systems, therefore, must incorporate the assessment of public programs in terms of the correspondence between client needs and service provision and usage.

A Study Of The Community Development Advisory Act Committee 1978-1979, Christopher W. Cottrell

Honors Theses

This paper will focus on the Community Development Act Advisory Committee, (CDAAC), for the year 1978-79. This Citizens Advisory Committee is required under the U.S. Department of Housing and Urban Development's Community Development Block Grant, Entitlement Grant Program. The City of Kalamazoo, as an applicant for community development Block Grant funds, must have citizen input on how funds should be spent on the neighborhoods that qualify for assistance. This year there is about $2,323,563 which can be spent to improve the housing and community needs of what the city calls the six comprehensive Neighborhood Revitalization Areas or more commonly known …

Toward The Democratization Of The Social Policy Process, L. K. Northwood Jan 1980

Toward The Democratization Of The Social Policy Process, L. K. Northwood

The Journal of Sociology & Social Welfare

The purpose of this paper is to reflect on the nature of social policies and the public policymaking process. It is demonstrated that public social policies tend to accrue an aura or ideology of benevolence that is only partially warranted, and that may be quite misleading to policy analysts and citizenry. The major thrust of the paper is to consider the social policy process as a strategy for public decision-making. As such, properly organized, it can provide an alternative and complementary strategy to electoral politics and protest movements. To be effective as a strategy, three major barriers must be overcome: …

Political De-Moralization Of The Poor: Organizing Lower-Class Families Of The Mentally Retarded, Leonard Fontana Jan 1980

Political De-Moralization Of The Poor: Organizing Lower-Class Families Of The Mentally Retarded, Leonard Fontana

The Journal of Sociology & Social Welfare

This paper employs an analytic framework based on organizational incentives to explain the failure of recent welfare reform efforts. The data consists of observations, interviews, and routine inhouse reports collected on a federally funded program, Project STAR. The project was developed with the aim of mobilizing lower-class and minority families of the mentally retarded in support of reform of mental retardation services in five cities in the U.S. A service-inducement strategy was pursued by the reform organization to overcome the difficulties of enticing lower-class families of the retarded to participate in organizational activities. This strategy appears to have had several …
