Current Status, Challenges, And Countermeasures For Airworthiness Certification Of China’S Large Homegrown Aircraft, Liming Ge, Mingda Yang, Zixuan Liu, Yichen Wang, Jing Deng

Bulletin of Chinese Academy of Sciences (Chinese Version)

The airworthiness certification of domestically produced large aircraft serves as both a crucial foundation for achieving self-reliance and independent control over China’s aviation industry chain and a key support for deep participation in the governance of global civil aviation rules. Currently, the airworthiness certification system has taken initial shape, localized infrastructure networks are gradually improving, and the benefits of a super-large market are continuously being realized, effectively facilitating the successful large-scale commercial operation of the C919 airplane. The development of domestic large aircraft families places greater demands on certification resource coordination and airworthiness management throughout the aircraft life cycle. However, …

International Experiences, Lessons, And Implications For Development Of Commercial Aircraft Industry, Chaofeng Huang, Cuilin Wu Oct 2026

International Experiences, Lessons, And Implications For Development Of Commercial Aircraft Industry, Chaofeng Huang, Cuilin Wu

Bulletin of Chinese Academy of Sciences (Chinese Version)

The commercial aircraft industry serves as a cornerstone for building a strong aviation country, a new engine driving economic growth, and a core carrier for upgrading the aviation industrial structure. Over more than 70 years of global industrial evolution, commercial aircraft development programs in most countries have encountered bottlenecks and withdrawn from the market, resulting in a duopoly dominated by the United States and Europe, which has accumulated abundant practical experience and historical lessons. At present, China’s commercial aircraft industry has entered a new phase of large‑scale production and international expansion. Nevertheless, it still faces challenges including bottlenecks in key …

Dual Helix Drive For High-Level Technological Self-Reliance And Self-Improvement: Systematic Interaction Between Strategic Scientists And The Chinese Spirit Of Scientists, Jianqiang Li, Side Hu Oct 2026

Dual Helix Drive For High-Level Technological Self-Reliance And Self-Improvement: Systematic Interaction Between Strategic Scientists And The Chinese Spirit Of Scientists, Jianqiang Li, Side Hu

Bulletin of Chinese Academy of Sciences (Chinese Version)

Achieving high-level technological self-reliance and self-improvement necessitates the cultivation of commensurate strategic soft power. This study aims to elucidate how strategic scientists and the Chinese spirit of scientists, through deep-seated “systematic interaction”, form a “dual helix engine” that propels the national innovation system toward an advanced stage. Drawing on complex adaptive systems theory, a three-layer dynamic interaction model is constructed comprising “value internalization–organizational empowerment – ecological co-evolution”. The findings indicate that strategic scientists serve as the personified carriers and strategic executors of the Chinese spirit of scientists. Through paradigm guidance, institutional creation, and cross-boundary catalysis, they translate spiritual values into …

Two Modes Of Sustainable Development Transition, Shuai Zhang, Dajian Zhu Oct 2026

Two Modes Of Sustainable Development Transition, Shuai Zhang, Dajian Zhu

Bulletin of Chinese Academy of Sciences (Chinese Version)

Sustainable development has become a global consensus. Every country should carry out sustainable development transition. Due to large differences in development stages and the ecological impacts imposed on the Earth, developed countries and developing countries ought to adopt different modes of sustainable development transition. By using the Doughnut model as an analytical tool, which has made a significant impact at the forefront of sustainable development research, this paper thoroughly discusses the two modes of sustainable development transition. The Transition Mode of Developed Countries (Mode B) refers to transition from the outer circle to the middle circle of the Doughnut model. …

Resource Security Research In China In The New Era: Evolving Concepts, Paradigm Shifts, And Strategic Pathways, Dong Jiang, Jinwei Dong, Yanzhao Yang, Jingying Fu

Bulletin of Chinese Academy of Sciences (Chinese Version)

Resource security serves as a critical foundation for safeguarding national security and underpinning high-quality socioeconomic development. Major geopolitical conflicts, such as the Russia–Ukraine conflict and the US-Israeli strikes on Iran, have intensified turbulence across global resource supply chains, positioning resource security as a central arena of strategic competition among nations. As a major consumer and trading power in global resource markets, China faces persistently high import dependence for critical mineral resources, and the pressure to ensure resource security amid the pursuit of high-quality development continues to mount. Against this backdrop, resource security is evolving from a narrow focus on supply …

Enterprise-Led Tackling Model For Core Technology In Key Fields Based On Think Tank Double Helix Method, Fan Wu, Chidong Zhang, Yining Li, Tongtong Wang

Bulletin of Chinese Academy of Sciences (Chinese Version)

As efforts to achieve breakthroughs in core technologies in key fields become increasingly systematic, optimizing the organizational models for such efforts has emerged as an important issue in national innovation governance. Existing studies have largely examined the identification of core technologies in key fields and their breakthrough mechanisms from individual perspectives, with insufficient attention to the structural relationship between technological characteristics and organizational models. To address this gap, this study applies the Think Tank Double Helix Methodology and conducts analyses at the levels of mechanism, impact, and policy. It develops a three-dimensional classification framework comprising strategic value (S), market value …

Value And Role Of New Science Popularization In The New Era: Theoretical Elaboration Of Two-Wings Theory And New Exploration Of Science Popularization Paradigm, Ting Wang, Chenyang Wang Oct 2026

Value And Role Of New Science Popularization In The New Era: Theoretical Elaboration Of Two-Wings Theory And New Exploration Of Science Popularization Paradigm, Ting Wang, Chenyang Wang

Bulletin of Chinese Academy of Sciences (Chinese Version)

The “Two-Wings Theory”, put forward by President Xi Jinping, asserts that “scientific and technological innovation and dissemination of science are the two wings to propel our innovation-driven development. The latter should be considered as important as the former,” and thereby establishes the fundamental position of science popularization in the national strategy. Existing theoretical interpretations, however, are largely confined to the distant association perspective of traditional public science popularization, giving rise to a structural tension between the strategic positioning of science popularization and its practical effectiveness. This study reveals the deep theoretical mechanism underlying equal importance and demonstrates that academic-oriented science …

Constructing The Cyber Workforce Gap: Measurement And Its Consequences, Ryan Straight Oct 2026

Constructing The Cyber Workforce Gap: Measurement And Its Consequences, Ryan Straight

Journal of Cybersecurity Education, Research and Practice

Cyber workforce-gap figures steer federal strategy, industry advocacy, and the growth of educational programs. Rather than estimating the U.S. gap, this review examines how the estimates are made: through job-posting analytics, survey-based estimation, and federal accounting, each of which must assume its way from instrument to labor market. A census of this journal's complete run illustrates what those figures underwrite in one venue: of 176 items published across eleven years, 51 invoke a labor-market workforce claim, 46 treat it as settled fact, and only one, an editorial, interrogates it. Meanwhile, the producers and auditors of those figures have diverged. Between …

Leading The Way: Dsws In Organizational And Social Work Leadership, Lisa A. Street, Rebecca S. Beeler Oct 2026

Leading The Way: Dsws In Organizational And Social Work Leadership, Lisa A. Street, Rebecca S. Beeler

Journal for Social Work Scholar-Practitioners

Social workers are often overlooked for positions in organizational leadership. Although social workers dominate the workforce in many human services organizations, leadership positions are commonly held by those with general management or other degrees. The lack of educational preparation and formal training in leadership and a lack of leadership presence in the field have been deemed a social work leadership crisis. Yet, social workers possess unique skillsets that can translate well into strong organizational leadership—if properly cultivated, promoted, and pursued. With the resurgence of the Doctor of Social Work (DSW) degree, now is a prime opportunity for more social workers …

Lost On The Moon: A Classroom Activity For Bringing Group Processes To Life, Christin L. Munsch, Allison Lena, Kay Sassan Oct 2026

Lost On The Moon: A Classroom Activity For Bringing Group Processes To Life, Christin L. Munsch, Allison Lena, Kay Sassan

Feminist Pedagogy

This teaching activity reviews key concepts in group processes and introduces students to Expectation States Theory (EST) and Status Characteristics Theory (SCT), two micro-sociological frameworks that explain how inequality of opportunity emerges in task-oriented small groups with consequences for unequal outcomes. The activity is built around a team-building exercise “Lost on the Moon” in which participants rank 15 survival items individually and then in small groups. We adapt this exercise by taking field notes on group interactions and drawing on these notes to facilitate a discussion in which students critically reflect on their interactions with one another. We close the …

"Two Different Histories": Lgbtq Educator Identity In An Era Of Policy Precarity In Further Education, Liberty Heath-Tavener Oct 2026

"Two Different Histories": Lgbtq Educator Identity In An Era Of Policy Precarity In Further Education, Liberty Heath-Tavener

Journal of Queer and Trans Studies in Education

In Zadie Smith’s debut novel White Teeth (2000) she writes: ‘every moment happens twice: inside and outside, and they are two different histories.’ (p. 532) Although this notion related to the struggles of global majority people in Britain after decolonisation, I liken it to the concept of identity for Lesbian, Gay, Bisexual, Trans and Queer (LGBTQ) educators within further education, where their internal thoughts, feelings and reality are often in conflict with external norms, ideals and policies, all of which are geared towards heteronormativity and cisnormativity. Lakoff and Johnson (1980) argue that metaphors transcend rhetorical devices and are an essential …

The Profitability Of Racial Diversity And Gender Balance In Modern Hollywood, M. Garrett Roth, William Mcandrew Oct 2026

The Profitability Of Racial Diversity And Gender Balance In Modern Hollywood, M. Garrett Roth, William Mcandrew

The Journal of Economics and Politics

This paper investigates the effects of racial and gender diversity in modern Hollywood. The primary objective is to determine if an objectively measurable increase in diverse casting over the last two decades has had a positive or negative impact on profits, and a secondary objective to measure diversity’s impact on critic scores. The study utilizes data focusing on the fifty most expensive films from 2003, 2008, 2013, 2018, and 2023. The findings indicate that profit is neither positively nor negatively affected by diversity, whether in ethnicity or gender. However, movie critic ratings are negatively affected by ethnic diversity when using …

Where’D You Go, Ohio: Progressive Ohio Ballot Initiative Passage In A Republican Aligned State, Colin D. Swearingen, Elizabeth Stiles, Barrett Scheatzle Oct 2026

Where’D You Go, Ohio: Progressive Ohio Ballot Initiative Passage In A Republican Aligned State, Colin D. Swearingen, Elizabeth Stiles, Barrett Scheatzle

The Journal of Economics and Politics

We investigate the effects of cosmopolitan and traditional county features on the opposition to three successful liberal state-wide initiatives on abortion and recreational marijuana using county-level data. Cosmopolitan/traditional variables include urban/rural living patterns, college graduates, average income and religiosity while control variables include turnout, poverty, race, region, and union support. We observe the results of these three elections to see the relationship between vote shares and factors such as income, education, rural/urban, and religiosity, controlling for other factors. Utilizing OLS and GAM regression models, our results provide support for our hypothesis that there is a relationship between cosmopolitanism and votes …

A Broken Pipeline: Women Running For Public Office In Ohio, Barbara Palmer, Liana Gonzalez, Madelyn Pyles, Christina Vitakis Oct 2026

A Broken Pipeline: Women Running For Public Office In Ohio, Barbara Palmer, Liana Gonzalez, Madelyn Pyles, Christina Vitakis

The Journal of Economics and Politics

In Ohio, where are women more – or less – likely to serve in public office? The pipeline theory suggests that we should see a pyramid shape in women’s representation, with more women at lower levels of the political career ladder, particularly in local and county-level offices, and fewer women as we move up the hierarchy. With original data for over 6500 seats, we explore the presence of women serving in legislative office at the local, state, and federal level in Ohio. Our analysis suggests that the pipeline theory does not help us understand the presence of women in elected …

Profit Shifting And Tax Avoidance: Evidence From Us Multinational Enterprises, Dimitris Giakoulas, Kostas Gemenis, Nikolaos Daskalakis

The Journal of Economics and Politics

In this paper, we investigate tax avoidance of MNEs through profit shifting to tax havens. Using macro data from US MNEs, we analyze at the host country level where US affiliates book their profits and where their actual production activities take place. We find that the effect of the corporate tax on excess profits is conditional on whether the host country is considered to be a tax haven. Among tax haven host countries, a difference of 1% in the corporate tax is associated with a change of 8-15% in excess profits, while the relationship between corporate tax and excess profits …

A Tale Of Two States: Abortion Referenda In The Aftermath Of Dobbs, Shauna Reilly, Ainsley Boggs, Tanner Freeman Oct 2026

A Tale Of Two States: Abortion Referenda In The Aftermath Of Dobbs, Shauna Reilly, Ainsley Boggs, Tanner Freeman

The Journal of Economics and Politics

Dobbs v. Jackson Women’s Health Organization overturned the access to abortion that had been established with Roe v Wade. As a result, states had autonomy to make statewide policies on this issue. Some states chose complete bans, some partial bans, and others provided continuing access to abortion. This article explores the dueling referenda of 2022 and 2023 in Kentucky and Ohio, respectively, following the Dobbs decision in 2022. Voters in both states voted to continue to permit abortion access in their states, yet access in each state is different. Using case studies, we examine the political nuances and electoral aftermath …

An Analysis Of Poverty Convergence: Evidence From Pennsylvania Counties, Angel Alcantara, Stephanie M. Brewer, James J. Jozefowicz Oct 2026

An Analysis Of Poverty Convergence: Evidence From Pennsylvania Counties, Angel Alcantara, Stephanie M. Brewer, James J. Jozefowicz

The Journal of Economics and Politics

This paper extends applications of unconditional and conditional β-convergence and σ-convergence analysis to poverty rates in a panel data sample of Pennsylvania counties during the period 1990-2019. Spatial structural breaks between rural and urban counties in Pennsylvania plus the possibility that Philadelphia County is an outlier are acknowledged to avoid spurious inferences. The findings support the existence of unconditional β-convergence in the pooled, urban, and rural samples with non-metropolitan areas exhibiting the greatest convergence. However, the largest conditional β-convergence is observed for urban counties, and this outcome is robust to the exclusion of Philadelphia County. Graphical evidence evinces a greater …

The Political Divergence Of Ohio And Michigan, Dominic D. Wells, David J. Jackson Oct 2026

The Political Divergence Of Ohio And Michigan, Dominic D. Wells, David J. Jackson

The Journal of Economics and Politics

Ohio and Michigan are demographically similar states whose politics have diverged since 2016. This research aims to explain why these two Midwestern states have taken such different political paths in recent years. A comparative case study is used to examine a number of possible explanations. The results of this research show that institutional factors such as registration and voting laws, redistricting processes, and ballot measures have contributed to the political divergence of Ohio and Michigan. Further, data on policy preferences are compared to show that the differences between the states are not the result of different policy preferences among their …

How The Tea Party Captured The Gop Insurgent Factions In American Politics, Zachary Morris Oct 2026

How The Tea Party Captured The Gop Insurgent Factions In American Politics, Zachary Morris

The Journal of Economics and Politics

Blum’s work provides a strong starting point to understand how factions can have a lasting impact on parties. Still, this work offers a theoretical framework to understand how insurgent factions such as the Tea Party can have a lasting effect on the Republican Party. This book review analyzes Blum’s work and provides analysis and gentle criticisms of this work. The Tea Party successfully renegotiated the ideological positions of the Republican Party by using confrontational tactics and challenging established GOP candidates. Through these insurgent tactics, the Tea Party reshaped the Republican Party to embrace reactionary conservatism. This transformation of the Republican …

The Methodology Of Multiple Regressions For Gdp Per Capita For Nations In The World Between 0 Ce And 1940, Robert Rogers Oct 2026

The Methodology Of Multiple Regressions For Gdp Per Capita For Nations In The World Between 0 Ce And 1940, Robert Rogers

The Journal of Economics and Politics

A reduced-form model of GDP per capita is estimated using the classical econometric method and two Bayesian techniques, Extreme Bounds Analysis (EBA) and Bayesian Analysis of Classical Estimation (BACE) for the two millenniums. For several variables, such as the impact of colonialism, the Goldstone hypothesis of efflorescence increasing economic growth, and the impact of technology, this paper lends support, especially when the Bayesian methods are applied. Other results are mixed. Generally, the results support use of Bayesian methods by eliminating hypotheses that are not consistently supported over all models.

Extending Research Of Neighborhood Governance Systems: An Empirical Study Of Community Councils In Cincinnati, Ohio, Julie Cencula Olberding, Darrin Wilson, Stefanie Swiger Oct 2026

Extending Research Of Neighborhood Governance Systems: An Empirical Study Of Community Councils In Cincinnati, Ohio, Julie Cencula Olberding, Darrin Wilson, Stefanie Swiger

The Journal of Economics and Politics

Neighborhood governance systems have been developed as a way to enhance citizen engagement in local government, particularly in major cities. Scholarly research on these systems is quite limited, and most articles focus on neighborhood councils in Los Angeles, California. Our study extends this research to another system in a different city – specifically, community councils in Cincinnati, Ohio. Based on Li, Wen, and Cooper (2019), we surveyed their governing board members and analyzed relationships between three aspects of board performance (internal capacity, attention-action congruence, external networking) and three dimensions of community council effectiveness (promoting civic engagement, resolving neighborhood issues, advising …

A Battleground No More: Cosmopolitanism, The Culture Wars, And The Urban-Rural Divide In Ohio Elections, 2004-2020, Colin D. Swearingen, Thomas Lindstrom Oct 2026

A Battleground No More: Cosmopolitanism, The Culture Wars, And The Urban-Rural Divide In Ohio Elections, 2004-2020, Colin D. Swearingen, Thomas Lindstrom

The Journal of Economics and Politics

Long a battleground state in presidential elections, Ohio trended toward the GOP in both 2016 and 2020. Despite losing the national popular vote, Trump secured the state’s electoral votes by comfortable margins in both elections, sparking the question of what explains this shift? We ground this question broadly in the realignment literature, testing two slightly overlapping theoretical viewpoints: geo-cultural and socioeconomic/cosmopolitanism. The geo-cultural viewpoint emphasizes the urban-rural divide in American politics, arguing that the culture is completely different on opposite ends of the urban-rural continuum, resulting in disparate election results. The socioeconomic/cosmopolitan viewpoint acknowledges that culture and social issues play …
