News Or Speculation? A Comparative Content Analysis Of Headlines And The Prevalence Of Speculative Language In Corporate And Independently Owned Newspapers, Lindsay Hudock Jan 2005

News Or Speculation? A Comparative Content Analysis Of Headlines And The Prevalence Of Speculative Language In Corporate And Independently Owned Newspapers, Lindsay Hudock

Electronic Theses and Dissertations

This study began with the question of whether the press is conveying messages that contain speculation of future events as opposed to the recounting of current events. Speculative language is a form of subjective speech and as such its presence in press content defies the journalist principle of objectivity. The analysis sought to identify two newspaper's use of speculative language within headlines in the news sections. Two other variables considered were article placement, and the ownership structure of the news organizations. Previous research supports the claim that the ownership structure of an organization can influence the content it publishes (Lacy, …

Regional Readiness For Intelligence Information Sharing To Support Homeland Security, Christine Genet Kemp Jan 2005

Regional Readiness For Intelligence Information Sharing To Support Homeland Security, Christine Genet Kemp

Electronic Theses and Dissertations

The Markle Task Force on National Security in the Information Age was created to produce recommendations on how to best leverage intelligence and information to improve security without compromising existing civil liberties. Their second report proposed that the government set up an information-sharing network using currently available technology to improve our ability to prevent terrorist attacks, while protecting civil liberties. The Markle recommendations have been incorporated into the recent Intelligence Reform and Terrorism Prevention Act of 2004. The proposition is that the Markle task force recommendations are sufficient to achieve the required data integration in the United States. To affirm …

Democratic Voices Speaking Loudly: Does Public Participation Yield Accountability In Special Purpose Governments?, Owen M. Beitsch Jan 2005

Democratic Voices Speaking Loudly: Does Public Participation Yield Accountability In Special Purpose Governments?, Owen M. Beitsch

Electronic Theses and Dissertations

The American system of governance includes a network of state and local units identified as either general purpose or special purpose governments. The latter are often aligned with, but operate independently of, general purpose governments. Even as these special purpose or special district governments have shown extraordinary growth relative to their general purpose counterparts, there has been little interest in them or the structural characteristics that distinguish their systems for maintaining order and assuring accountable behaviors. In the meanwhile, the literature regarding accountability has been expanded materially in the last several years leading to debates about its form, component parts, …

Ritual, Myth, And Symbol In The Field Of Nuclear Posturing, Sean Noah Walsh Jan 2005

Ritual, Myth, And Symbol In The Field Of Nuclear Posturing, Sean Noah Walsh

Electronic Theses and Dissertations

Since their inception, the actual use of nuclear weapons in conflict is extremely limited. There have been only two documented occurrences which were committed exclusively by the United States. By contrast, however, state posturing with nuclear weapons occurs with regularity transcending historical situations, national wealth, military power, or even the actual possession of nuclear weapons. Rationalist arguments that depict nuclear posturing as a means of deterrence appear insufficient given its tendency to unbalance perceptions of equilibrium, and the public nature in which it occurs. Instead, I examine nuclear posturing by the United States during the Cold War as a form …

Critical Digital Infrastructure Protection: An Investigatoin Into The Intergovernmental Activities Of Information Technology Directors In Florida Counties, Joah Nicole Devenny Jan 2004

Critical Digital Infrastructure Protection: An Investigatoin Into The Intergovernmental Activities Of Information Technology Directors In Florida Counties, Joah Nicole Devenny

Electronic Theses and Dissertations

As cyber attacks become more sophisticated, the risk to all networked computer systems increases. Whether public or private, whether federal, state, or local, the threat is equally real. Consequently, local governments must respond accordingly to understand the threats, take measures to protect themselves, and determine how to respond in the event of a system breach. Additionally, since cyber criminals do not respect geographic or administrative boundaries, local leaders must be prepared to instantly interact with other governments, agencies, and departments to suppress an attack. Guided by the theory of intergovernmental management (IGM), this exploratory research investigated how Information Technology (IT) …

Genre And Persona In Activist Websites, Margaret M.F. Boreman Jan 2004

Genre And Persona In Activist Websites, Margaret M.F. Boreman

Electronic Theses and Dissertations

Digital texts present significant challenges to technical communicators in terms of genre and persona. Because of the ubiquity of electronic media, we increasingly embrace digital formats over print-based documents. As a result, technical communicators must now devise the means to cue audiences to the purposes of digital documents in any given discourse community. We can only convey meaning to our Internet audiences through the use of appropriate standards and elements recognizable generic forms and rhetorical cues that we designate as conventions in specific digital discourse. Just as we use file and folder office metaphors for information stored on computers, digital …

Nursing Leadership Characteristics: Effect On Nursing Job Satisfactio, Sandra Swearingen Jan 2004

Nursing Leadership Characteristics: Effect On Nursing Job Satisfactio, Sandra Swearingen

Electronic Theses and Dissertations

The purpose of this research is to determine the degree to which a positive experience with nursing leadership increases nurse's job satisfaction. The different values and norms of the generational cohorts result in each cohort perceiving leadership characteristics differently. Factors such as length of exposure to leadership, location, shift worked, clinical versus non-clinical positions and the presence or absence of Servant-Leadership, all have the potential to impact nursing satisfaction. Nursing satisfaction, or dissatisfaction impacts retention, further modifying nursing leadership practices. Conflict, Cohort, Servant-Leadership, and Self-Discrepancy theories were utilized to identify the relationships of generations to each other and to the …

The Lack Of Diversity On The Bench In Florida's State Courts, Verlinda Wells Jan 2004

The Lack Of Diversity On The Bench In Florida's State Courts, Verlinda Wells

Electronic Theses and Dissertations

Diversity in the judiciary is essential to ensure impartiality, public confidence, and the perception that all members of society are represented on the bench. Minorities and women are significantly underrepresented as judges in Florida in proportion to their numbers in the general population. Because we live in an increasingly global world, diversity is best described when people of different races, colors, ethnicity and genders work to develop a mutual respect for each other. It was important to use diversity in this research because it required recognition, understanding, and acceptance of the special contribution that each member of a group can …

Communication Modality And After Action Review Performance In A Distributed Immersive Virtual Environment, Jason P. Kring Jan 2004

Communication Modality And After Action Review Performance In A Distributed Immersive Virtual Environment, Jason P. Kring

Electronic Theses and Dissertations

Technological innovations in data transfer and communication have given rise to the virtual team where geographically separate individuals interact via one or more technologies to combine efforts on a collective activity. In military, business, and spaceflight settings, virtual teams are increasingly used in training and operational activities; however there are important differences between these virtual collaborations and more traditional face-to-face (FTF) interactions. One concern is the absence of FTF contact may alter team communication and cooperation and subsequently affect overall team performance. The present research examined this issue with a specific focus on how communication modality influences team learning and …

Explaining Partisan Change Among Catholics In The American Electorate, Christopher Vincent, Muro Jan 2004

Explaining Partisan Change Among Catholics In The American Electorate, Christopher Vincent, Muro

Electronic Theses and Dissertations

This thesis examines data from the National Election Studies in order to assess the significant determinants of the political behavior of Catholics in the American electorate. A complex array of variables including religious commitment, generational differences, social status, and policy attitudes account for limited change in partisan alignment among American Catholics. The analyses expose the long-term, durable nature of partisan attachment, as older generation Catholics who register as actively committed to their religion also remain committed Democrats. Therefore, older Catholics have not been part of the broader ideological realignment which has taken place among other religious adherents, namely evangelical and …

Facade Democracy: Democratic Transition In Kazakhstan And Uzbekistan, Robin Nicole Merritt Jan 2004

Facade Democracy: Democratic Transition In Kazakhstan And Uzbekistan, Robin Nicole Merritt

Electronic Theses and Dissertations

This thesis explores the reasons behind the stagnation in the transition to democracy in Kazakhstan and Uzbekistan. According to their constitutions, Kazakhstan and Uzbekistan are democracies. In actuality, however, there is little evidence to support that these are democratic systems. These states' post-Soviet constitutions outline them as democracies - yet they lack a free press; freedom of association is suppressed; religious freedom is limited; and free speech is constrained as well. While these two countries hold popular elections, much of their electoral processes are under the control of the executive branch of government - calling into question whether or not …

George Liska's Realist Alliance Theory, And The Transformation Of Nato, Sergey Kireyev Jan 2004

George Liska's Realist Alliance Theory, And The Transformation Of Nato, Sergey Kireyev

Electronic Theses and Dissertations

In many aspects, political theory forms a subjective structure of this abstract science. Perhaps, it is due to the fact that unlike natural sciences or mathematics, social sciences often lack the privilege of testing the theories in absolute and unadulterated conditions. Nonetheless, such nature of the science allows for a certain degree of flexibility, when applying political theories to real-world phenomena. Alliances and coalitions in international relations form the backbone of the theory, concerning IR scholars with two main questions: Why do alliances and coalitions form? And, what keeps alliances and coalitions together? As the core of my research, I …

Results from a variety of simple regression analyses revealed significant positive relationships between Black seniors' perceptions of their racial identity development and …

Determinants Of Financial Condition: A Study Of U.S. Cities, Lynda Dennis Jan 2004

Determinants Of Financial Condition: A Study Of U.S. Cities, Lynda Dennis

Electronic Theses and Dissertations

How well a local government is able to provide for the needs and preferences of its citizens generally depends on the financial resources available; and, how such resources are allocated, distributed, and managed. Demographics, size of local government, supply and age of infrastructure, financial position of the government, and the local economy represent a few of the factors affecting what public goods and services citizens prefer. Internal systems of accounting and control affect the allocation, distribution, and management of financial resources. As such, these internal systems significantly affect the provision of public goods and services. The research outlined in this …
