Hiring Practices: A Study Of The Port Of Portland, Portland, Oregon, Carol Williams Bryant
Hiring Practices: A Study Of The Port Of Portland, Portland, Oregon, Carol Williams Bryant
Dissertations and Theses
The hypothesis for studying the hiring practices at the Port of Portland was simply that hiring practices have historically discriminated against non-whites through negative racial attitudes that are destructive and inappropriate if equal employment is to be practiced. The objective of this study was to provide the Port with information which could lead to the adjustment of hiring procedures which would be geared toward effective recruitment and hiring of minority individuals.

An Analysis Of The Mental Health Services Available To The Elderly Within Oregon: Using Multnomah County As A Special Case Study Area, Joan Nadine Hoss
Dissertations and Theses
The purpose of this study was to identify the mental health services available to the elderly residents of Oregon, and to assess the effectiveness of these services in providing mental health treatment to elderly persons.
In order to reasonably narrow the scope of this study, the investigation of mental health services was limited primarily to those agencies which are publicly funded and controlled by state or local bodies. In addition, Multnomah County was selected as a case study area in order to further narrow the scope of the study. Multnomah County was selected because of the convenience of its geographical …

An Exploratory Study To Assess Client Expectancy Of Counseling Gain, William W. Hanselman
Dissertations and Theses
This exploratory study is designed to investigate the role of pre-counseling client expectancy as it affects the outcome of initial-interview counseling. To facilitate investigation into this area it was necessary to develop a measuring instrument whereby an individual's expectation of the success of counseling could be assessed. This instrument was then administered to beginning clients at two counseling facilities.

Personality Characteristics, Work Practices, And Error Rates Among Welfare Assistance Workers At East Multnomah County Public Welfare Branch, Roy Dale Beams, Mike David Gotesmen, Howard Wayne Knytych
Personality Characteristics, Work Practices, And Error Rates Among Welfare Assistance Workers At East Multnomah County Public Welfare Branch, Roy Dale Beams, Mike David Gotesmen, Howard Wayne Knytych
Dissertations and Theses
The research project herein contained was an outgrowth of concern associated with performance levels placed upon Welfare Assistance Workers (WAW’s). The Oregon State Public Welfare Division has become increasingly concerned with accuracy rates among branch offices throughout the system. It was the impression of the research group that WAW’s see this increased concern as combined pressure to reduce error rates and demand for a broader diversity of skills.
The primary purpose of this study was to explore ways of clarifying individual characteristics and work habits and their relationship to error rates in the WAW’s in the East Multnomah County Branch …

This is a study of twenty-six patients aged sixty years and over residing in a nursing care facility in Portland, Oregon in the fall of 1973, which explores the relationship of their morale and selected environmental and social factors.
There are three major aims of the study. The first is to measure variances in morale states as experienced and reported by the respondents. The second aim is to determine how a given set of factors correlate with the self-reported morale of each of the respondents. Selected for consideration are 1) attitudes: expectations upon entering the home and choice, comparison of …

Social Science And Social Welfare: Toward A Society For The Solution Of Social Problems, Andrew Billingsley
Social Science And Social Welfare: Toward A Society For The Solution Of Social Problems, Andrew Billingsley
The Journal of Sociology & Social Welfare
Excerpt from the full-text article:
Do existing social work texts contribute to a student's recognition of professional values and issues and of the implicit ideological bases for these? The following study contends that they do not, and that their failures are quite similar to those found by Mills in his examination social pathology texts.
Our concern today with social science and social welfare policy is in keeping with the purposes and conceptions of the founders of the Society for the Study of Social Problems. In those early days these men and women were idealists- -they were reformists, but they also …
Public Concepts Of Poverty: The County Commissioners' View, Charles Ramsey, Rita Braito
Public Concepts Of Poverty: The County Commissioners' View, Charles Ramsey, Rita Braito
The Journal of Sociology & Social Welfare
Every program designed to decrease poverty is based upon assumptions either as to the nature and causes of poverty or what is necessary to help the poor improve their lot (Spilerman and Elish, 1970; Task Force on Economic Growth and Opportunity, 1966; Valentine, 1968). Often these assumptions are only implicit, and supervisors of the program might not even agree with the assumptions if they were stated. Nevertheless, a program would itself make no sense unless certain statements about poverty were true. For example, a program of economic development to increase employment opportunities assumes that, first, much poverty is due to …

Sociology And Social Work: Science And Art, Robert D. Leighninger, Leslie H. Leighninger, Robert M. Pankin
The Journal of Sociology & Social Welfare
Excerpt from the full-text article:
We live in an age of specialization and usually find it beneficial, perhaps even essential. However, we have been aware since Marx's time at least that the division of labor has its cost. And though we may be a long way from the unconpartmentalized utopia where an individual might do four different kinds of work in a single day, we cannot afford to let the assumptions which underlie the separation of important jobs and functions go without periodic reexamination. The separation of the work of the sociologist (or, indeed, any social scientist) and the social …
Residential Care For The Mentally Retarded: A Systemic Analysis Of The Creation Of A Community Residence And How Its Development Was Viewed By Members Of The System, David G. Hallman
Theses and Dissertations (Comprehensive)
The present study, placed in an historical context of care for the mentally retarded, examines the creation and development of a Community Residence for retarded adults. The Residence is described as a system of interrelating groups (the retarded adults, the director and staff, the parents, the Advisory Committee members) whose patterns of communication and interaction affect the nature of the program. The primary sources of data are the observations of the author who was a participant in the develop[ment of the facility and the results of a survey of each of the system’s groups. The survey results indicate some differences …

This monograph tells of an era when an increasing numbers of working mothers found day care down the street with a mother who had a child or two of her own and was glad to add one or two more during the day. Informal family day care met with respect by a team of researchers in Portland, Oregon. They studied family day care and discovered ways to create “natural helping networks” in the neighborhood.
Designing And Evaluating Workshop "Bridges": A Training Project To Upgrade Social Services In Long Term Care Facilities, Corrine C. Williams
Designing And Evaluating Workshop "Bridges": A Training Project To Upgrade Social Services In Long Term Care Facilities, Corrine C. Williams
Dissertations and Theses
Early in the fall of 1973, the Oregon Chapter of the National Association of Social Workers (NASW) decided to sponsor a statewide training project in cooperation with seven chapters in other Department of Health, Education and Welfare (DHEW) regions across the United States. These workshops were to comprise Stage I of a two-stage plan; they were to serve as demonstration projects. Their planning, implementation and evaluation were to be seriously reviewed and studied afterword in an attempt to devise a model, or models, for Stage II, when a great number of such workshops would be held across the nation. The …
An Evaluation Of Direct Services Of Delaunay Institute For Mental Health, Jeanette Anderson Finley, Gary W. Smith
An Evaluation Of Direct Services Of Delaunay Institute For Mental Health, Jeanette Anderson Finley, Gary W. Smith
Dissertations and Theses
Today taxpayers (those who pay for services) and clients (those who receive services) wish the best use for the money that they invest. The public is not as accepting of generalities, observations or intuitive success measures of social agencies' performance. Emotional problems are costly. Often they can lead to loss of employment, inefficiency, break-up of marriages, retarding the emotional development of children and use of monies invested by other agencies, i.e., welfare, juvenile courts, etc. Social agencies, in response to the general public, are raising issues around what are appropriate measures tor evaluating treatment outcome. The instant study is one …

Racial Conflict And Institutionalization Of Social Welfare Decision-Making, Walter W. Stafford
Racial Conflict And Institutionalization Of Social Welfare Decision-Making, Walter W. Stafford
The Journal of Sociology & Social Welfare
Introduction – Overview
In recent decades, there has been considerable attention devoted to the nature of interest group conflict and emerging structural changes in the American economic, social and political system. The economic changes have perhaps been the key indicators of emerging trends. These changes have been reflected mainly in the amount of economic activity and occupations devoted to services since the late 1950's; the increasing concern with technological growth; the close collaboration between national government policies and planning and the private sector; national governmental assistance for urban and suburban problems, and more recently, the increased mandates of interest groups …

Professional-Bureaucratic Conflict And Intraorganizational Powerlessness Among Social Workers, Edward J. Lawler, Jerald Hage
Professional-Bureaucratic Conflict And Intraorganizational Powerlessness Among Social Workers, Edward J. Lawler, Jerald Hage
The Journal of Sociology & Social Welfare
Since Max Weber's classic writings on bureaucracy, the relationship between professionalization and bureaucracy has been a central focus of organization theory and research (e.g., Parsons, 1947; Goulduer, 1954; Blauner, 1964; Blau, 1968, Meyer, 1968b; Blau and Schoenherr, 1971). Some research suggests that professionalization and bureaucratization are alternative or conflicting modes of organization (Udy, 1959 ; Stinchecombe, 1959; Litwak, 1961; Burns and Stalker, 1961; Thompson, 1961; Hall, 1963; Rage, 1965). While other research suggests that professionalization and bureaucratization are actually congruent because structural accommdation minimizes dissension between professionals and bureaucrats (e.g., Blau, 1968; Meyer, 1968b; Kirsch and Lengermann, 1972). However, the …
Factors Leading To Client Degradation In Welfare And Public Housing, Elizabeth D. Huttman
Factors Leading To Client Degradation In Welfare And Public Housing, Elizabeth D. Huttman
The Journal of Sociology & Social Welfare
Excerpt from the full-text article:
Degradation and humiliation are the consequences of using many social services In our society. Added to this is classification as a non-normal or a failure because one turns to a government source for help. The person is stigmatized for use and the agency is negatively labeled by both non-users and users.
While these public opinions stem partly from a long-held philosophy regarding the role of social services and the nature of the poor, these attitudes are reinforced and strengthened by specific policies and practices in the administration and structuring of the programs. Comparisons between services …
Ideology, Sociological Theories, And Public Policy, Norman Goroff
Ideology, Sociological Theories, And Public Policy, Norman Goroff
The Journal of Sociology & Social Welfare
Excerpt from the full-text article:
It is important that my basic assumptions about social theories be made explicit at the very outset.
1. Every social theory has implicit, if not explicit, assumptions about the nature of man/woman.
2. Every social theory has implicit, if not explicit, assumptions about the nature of society or the collectivity.
3. Every social theory has implicit, if not explicit, assumptions about the relationship of man/woman to society or to the collectivity.
These assumptions in the theories are not empirical but normative and hence social theory is ideologically based. The fact that the social theories are …
Research Data As Aides In Formulating Agency Policy, Ludwig Geismar, Isabel Wolock
Research Data As Aides In Formulating Agency Policy, Ludwig Geismar, Isabel Wolock
The Journal of Sociology & Social Welfare
Excerpt from the full-text article:
Much is being written these days about the role of evaluation in the formulation of social policy. While few writers question the need for basing policy on systematic evaluation a good deal of the literature appears to focus on the obstacles in Larrying out as well as applying evaluative research. By contrast, the number of studies which in the eyes of critics measure up to minimum standards of scientific adequacy appears to be exceedingly small. Regardless of the problems inherent in the use of research data for policy formulation, the dearth of good studies constitutes …
A Theory Of Decision-Making, A. K. Basu
A Theory Of Decision-Making, A. K. Basu
The Journal of Sociology & Social Welfare
In a separate article, it has been stated:
The kinds of theories which social scientists have been able to construct have largely been dependent on the level or the degree of inference which the researchers have been able to draw from observations or experimental designs (which may or may not reflect the empirical world), and the assumptions upon which these inferences rest (Basu and Kenyon, 1972.425).
Notably, in the past three decades the eventual "success" of a theory has been tested on this basis. A major underlying premise in the ideographic science has been that cause and effect represent the …
Theoretical. Perspectives On The Analysis And Development Of Social Policies, David C. Gil
Theoretical. Perspectives On The Analysis And Development Of Social Policies, David C. Gil
The Journal of Sociology & Social Welfare
Excerpt from the introduction:
The development of social policies, in American and in many other societies usually proceeds in fragmented fashion in relation to different substantive issues such as economic security, housing, education, physical and mental health, social deviance, child and family welfare, aging, intergroup relations, etc. The fragmentary-nature of processes of social policy formulation reflects their political nature and their roots in conflicts of real or perceived interests among diverse social groups. Were existing processes of policy development to result in social orders in which all members of a society could lead meaningful and satisfying lives, there would be …
Social Work, Social Welfare, And The American Family, Ronald A. Feldman
Social Work, Social Welfare, And The American Family, Ronald A. Feldman
The Journal of Sociology & Social Welfare
The following discussion proceeds from two basic premises: (1) that the family constitutes one of the most basic units of social structure in contemporary American society, and (2) that the social work profession represents a major, if not the primary, institutional mechanism for coping with the myriad of social problems encountered by American families. The former premise is readily substantiated in view of the observation that the vast majority (over 9O%) of American men and women are married at least once in their lifetimes. However, since family units oftentimes experience severe difficulty in performing key functions and, indeed, in maintaining …
Maternity Homes: The Case Of A Dying Institution., Samuel O. Miller
Maternity Homes: The Case Of A Dying Institution., Samuel O. Miller
The Journal of Sociology & Social Welfare
Excerpt from the full-text article:
The checkered career of a major social welfare institution appears to be near its end. Maternity homes as the major service to unmarried mothers face an uncertain future, with few indicators of a reversal in this current trend. The provision of social services as an expression of society's conern for the problems of unwed mothers has invariably been accompanied by a dynamic combination of deep feelings of prejudice and ambivalence. However, the current uncertainty of their status; the confusion in attitudes and conflicting opinions about the value and purpose of homes for unmarried mothers are …
