While race and class are regularly addressed in environmental justice studies, scant attention has been paid to gender. The environmental justice movement formally recognized in the 1980s in no way, however, marks the beginning of the central role played by women in the long history of its concerns.' Abuses based in gender as well as race and class have subjected women to a variety of environmental injustices. However, women's responses to the ever-shifting responsibilities prescribed to their gender, as well as to their particular race and class, have consistently shaped their abilities to affect the environment in positive ways. The purpose of this qualitative study was to evaluate a community's beliefs, attitudes, and experiences regarding their neighborhood's environmental health issues and the ways in which individuals utilize social capital (the degree to which a community collaborates and cooperates) to improve their environmental health. Research correlating social capital with health status shows that the higher the level of social capital in a community, the better the health. An understanding of why some groups exhibit more social capital than others is important in improving the public health system. Extended Producer Responsibility (EPR) is a policy approach that holds manufacturers accountable for the full costs of their products at every stage in their life cycle. EPR typically involves requiring that producers take back their products at the end of their useful lives, or pay a recycling contractor to do so, thereby internalizing the costs of recycling or disposal in a manufacturer’s bottom line. When companies know that they will bear the costs of product return and recycling, they are more likely to redesign their products for easier and safer handling at each step in the life cycle. The efficacy of direct democracy throughout California's history continues to be a subject of intense debate, a state-wide phenomenon with an international audience. California boasts the world's fifth largest economy, and plays a leadership role in national, and sometimes even international, politics. British scholar Wyn Grant, studying the politics of air quality management in California, succinctly sums up the burning issue for environmentalists worldwide who are striving to understand the efficacy of California's activists' efforts: in "Direct Democracy in California: Example or Warning?" During the mid-1980s, the Rural Crisis Issue Team of the National Council of churches worked with several Inner-City Church Groups on the loss of land experienced by farmers, especially black farmers, and the changing food system and Rural-Urban Connection Conferences across the country. It was evident by the attendance at those events that urban dwellers were not too concerned that farmers were being forced from the land but some participants registered concern over the quality and price of food stuffs.
