A Case Study: Neighborhood Ii Conservation Plan, Alice Brooks-Giles
Masters Theses & Specialist Projects
This study was initiated to demonstrate how declining neighborhoods can be revitalized through the cooperation and Partnership of local residents, financial institutions, and local government. The Neighborhood II Conservation Plan assumes that interested and informed residents can plan their own environment just as they plan their own family affairs and budget their incomes. The plan further assumes that residents working together as a team can revitalize their neighborhood at the point of decline. This study pursues various approaches to neighborhood preservation which may be useful to other cities.
A Cross-Cultural Comparison Of Marital Abuse, Suzanne K. Steinmetz
A Cross-Cultural Comparison Of Marital Abuse, Suzanne K. Steinmetz
The Journal of Sociology & Social Welfare
A brief history of marital violence and statistics from recent studies are presented. Marital abuse data from six societies: United States; Canada; Finland; Israel, with city and Kibbutz sub-samples; Puerto Rico; and Belize (British Honduras) with sub-samples of Spanish speaking, Creoles and Caribs are compared. In general, similarities were found between political/civil profiles of violence and marital violence score within each society. The percentage of husbands and wives using abuse was also similar for each society. The major exception was Puerto Rico, where almost twice as many husbands were reported to have been violent. The percentage of husbands and wives …

Poor Urban Blacks And Community Participation, Charles Stevens
Poor Urban Blacks And Community Participation, Charles Stevens
The Journal of Sociology & Social Welfare
This research elaborates the concept of community participation utilizing activities that reflect the experiences of poor urban Blacks. The residents of a low income housing development are studied with emphasis on how these people involved themselves in community affairs and how they interact with other tenants in their day to day activities. It is largely a descriptive study, in that it attempts to uncover and explain styles of participation that are not generally counted as meaningful participation. Therefore criteria for participation is defined in a manner to include some informal activities and other activities which seem to correspond to the …
Welfare Reform And The Possible Demise Of White Paternalism And Black Flight In Mississippi, Lewis Walker, Chester L. Hunt
Welfare Reform And The Possible Demise Of White Paternalism And Black Flight In Mississippi, Lewis Walker, Chester L. Hunt
The Journal of Sociology & Social Welfare
This article makes an assessment of the possible impact of welfare reform on families currently receiving AFDC payments. An analysis of the data on variations in AFDC monthly payments, the per capital income and AFDC grants, and other selected factors for Mississippi, Nebraska, and New York suggests that the effects of federalization on welfare would indeed be far-reaching. For example, it would increase the economic level of Black mothers and children living in Mississippi (state with the lowest monthly payment), and possibly at the same time decrease the flow of Black emigration from that state.

Concordia Lutheran College of Austin, Texas, has begun a program to equip laypersons for serving in their respective congregations or areas in various forms of ministry
The Lutheran Church-Missouri Synod, in its 1977 Dallas convention instructed the college to develop a program that could aid the Hispanic Lutheran congregations in the United States in carrying out their Christian mission by better utilizing the ministry of laypersons interested in serving their Lord, but not able to leave their homes for various reasons, in order to seek preparation for such ministry. The goal of the program is to prepare people without any …

What is the meaning of work? That's the question explored by the participants in the New Wine Exchange conference, "The Working World - What is Good Work?" May 1-3, in Chicago.
Kim Zalent, the coordinator of NWE, planned the conference with the help of several local groups.
The conference's approximately 40 participants heard a presentation by the Rev. Stanley Hallett of Garret Theological Seminary (Evanston, Illinois). Hallett said that the basic assumptions about work need to be reexamined: unlimited population growth, unlimited resources, and access to unlimited land are no longer accurate assumptions. He insists that work can no longer …

Repeating an action of two years ago, the Missouri Synod board of directors, meeting the last weekend in February, resolved to notify the Lutheran Council that the synod will discontinue its support of the Council's Indian desk and withdraw its participation from the National Indian Lutheran Board (NILB) as of March 1982.
In taking this action, the board "approved in principle" the recommendations of the synod's Board of Missions-recommendations based on a report of the synod's American Indian Advisory Council (

"There is some relief that Secretary of Interior James Watt promised to honor the commitment made by Ronald Reagan to respect self-determination and tribal sovereignity. It is a matter of record from his confirmation hearings that as Secretary of Interior, he will uphold the trust responsibility the federal government has with American Indians. This is encouraging."
That's the assessment of Eugene Crawford, director of the National Indian Lutheran Board (NILB) as he looks forward to the operations of the Bureau of Indian Affairs under the Department of Interior.

Citing that goal, Professor Albert Jabs of Voorhees College in Denmark, South Carolina, described the program he's developed which. involves students in contemporary social issues. [Review Of] Ellease Sutherland, Let The Lion Eat Straw, Janet Cheatham Bell
Explorations in Sights and Sounds
This novella covers the life of Abeba Williams Torch from her childhood in North Carolina to her death at a fairly young age in Harlem. The potential for a fully realized novel is everywhere in this book, but because the author chose not to include the detail which would make it so, the effect is unsatisfying.

[Review Of] Vladimir Wertsman, The Romanians In America And Canada: A Guide To Information Sources, Ernestine Paniagua
Explorations in Sights and Sounds
This book is intended as a convenient guide to research on Romanians in both America and Canada. As the subtitle indicates, it is a guide book, one of a multi-volume ethnic studies information guide series that Gale Information Company is currently completing. The volume has two major components: one provides the non-specialist with a broad perspective on major themes in the research literature, and the other provides annotated bibliographies of selected books, pamphlets, and periodicals of special significance.

[Review Of] David W. Baird, The Quapaw Indians: A History Of The Downstream People, David R. Mcdonald
Explorations in Sights and Sounds
Baird, in a highly engaging book, examines the history of a little known Indian tribe. Originally inhabitants of the Ohio Valley, the Quapaws, by 1973, had migrated to the area around the Arkansas and Mississippi Rivers where they were first encountered by the French. Considered important allies by the French and later the Spanish, the Quapaws served as a buffer against the British and British-allied Indians. The results of contacts with Europeans, however, were soon felt by the Quapaws; by 1763 their population had dropped to seven hundred from an estimated six to fifteen thousand in 1682.

[Review Of] Evelyn Gross Avery, Rebels And Victims: The Fiction Of Richard Wright And Bernard Malamud, Edith Blicksilver
Explorations in Sights and Sounds
Evelyn Gross Avery's comparison of Richard Wright's works and themes with those of Bernard Malamud asserts that a clear pattern of behavior is discernible in both Afro-American and Jewish-American fiction. Both black and Jew, facing a hostile Anglo-power society, psychologically and sometimes even physically abused, emerged as rebels striking out at exploitation and injustice or as victims, internalizing their frustrated anguish.

Explorations in Ethnic Studies
In The Immigrants Speak, Italian Americans Tell Their Story LaGumina has fashioned fourteen personal life histories that include miners, shoemakers, a poet, an artist, theater people, a social worker, a soldier, a lawyer and an entrepreneur. Through their recollections they have increased our understanding of the Italian American experience. Their stories. told in the first person, both dramatize and illuminate the role of ethnicity in the twentieth century. As LaGumina states, “These stories detail the lives of a people bridging two cultures in modern history.”

Critique [Of A Proposed Model For Advocacy Services For Mexican Undocumented Aliens With Mental Health Needs], Helen G. Chapin
Explorations in Ethnic Studies
Mexican undocumented aliens are and will continue to be a presence in the United States. This Proposal cites a 1972 study of an estimated eight million illegal aliens in this country, a figure that has climbed sharply since that date. Positive contributions toward improving the living and working situations of this population are, therefore, necessary and important.

Critique [Of Ethical Problems In Evaluation Research], Arnold Kahn
Explorations in Ethnic Studies
Johnson’s paper contains four assumptions which deserve further attention, especially in the context of ethnic minorities. These four assumptions are both obvious and at the root of the ethical problems: 1) Minorities need services; 2) services are to be provided by the dominant group; 3) the providing of services must be evaluated for cost-effectiveness; and 4) the evaluators are more likely to come from the dominant group than the minority group and hence be more powerful than those being evaluated. This, then, leads to the basic problem addressed by Johnson: How can this evaluation process occur such that the rights …

Article I of the Universal Declaration of Human rights adopted by the United Nations in December, 1948, holds: "All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood." Article II stipulates that everyone is entitled to the rights set forth in the Declaration "without distinction of any kind," including race, colour, sex, language. In the view of many American ethnic people the question of human rights and ethnicity has been and still is one of the most neglected aspects of …
