The fundamentals the Irish National Army used in the Irish Civil War (1922–23) are a model for the successful application of a classic counterinsurgency which, if understood earlier, could have made a difference in the United States’ most recent wars in Iraq and Afghanistan. The Irish Civil War has not been examined in-depth through the lens of modern counterinsurgency doctrine. This article draws on military history and recent counterinsurgency doctrines to provide US policymakers and military practitioners practical guidance for how counterinsurgent forces can foster trust and use appropriate tactics that lead to strategic success.

This article argues for a NATO-EU–led security strategy to achieve long-term deterrence in Ukraine after the end of the Russia-Ukraine War. Unlike existing analyses, this article straddles the strategic level of deterrence, outlining an operational road map. Its historical example of the Iraq War shows that long-term security requires the development of plans before a conflict ends, long-term commitments, and multilateral—not unilateral—security efforts. The proposed solution provides strategic planners and policymakers with a low-risk, high-reward approach that leverages burden sharing through a multinational framework.

This article argues E. H. Carr’s classic conception of power provides enduring lessons for national security, but these lessons are easily lost in application. Unlike much of the existing literature, this article emphasizes how modern conceptions of power convey an illusion of balance, while the national security bureaucracy constrains the effective synchronization of power. The analysis leverages both historical and contemporary case studies to identify what a balanced conception of power looks like in practice, with the hope of informing US national security strategy and policy in today’s complex security environment.

Vietnam’s geostrategic position—bordering China and commanding key South China Sea maritime routes—makes it a pivotal actor in shaping great-power competition in Southeast Asia. This article argues that the United States should support Vietnam’s neutrality and strategic autonomy as a means of countering Chinese influence. Unlike prior studies that portray regional states as passive players, this analysis highlights Vietnam’s active role in influencing regional dynamics. Through comparative analysis with the Philippines, using historical case studies, geographic assessments, and policy reviews, the article offers practical insights for military and policy practitioners on how geography shapes alliance formation and strategic competition.

By contextualizing these themes, the article argues that military and national security professionals need a deeper understanding of Sino-American history to interpret China’s messaging correctly and counter its influence effectively. Learning To Get Out Of The Wing - The Motivations Of Learners Incarcerated In Québec Provincial Prisons, Frédérick Armstrong

41 men and women incarcerated in the Québec provincial prison system were asked why they enrolled in educational activities. Relying on self-determination theory’s to describe and categorize their motivations, we found that most respondents had extrinsic motivations to participate in educational activities and that only three respondents could be described as intrinsically motivated. Respondents joined programmes to escape boredom, to receive financial compensation or to receive some other benefits; not for the pleasure of learning. These results are different from other research reporting that a majority of incarcerated learners were intrinsically motivated. After addressing this contrast and arguing that it …

In the weeks after California’s Eaton-Palisades wildfires, structural ash of burned homes and soils from yards and curbsides were sampled for analysis of Pb, As, and eight metals from 32 burned residences. About six months after fires and after US Army Corps of Engineers’ Phase 2 cleanups removed 15 cm from structural ash footprints, 17 properties were resampled within about a meter of original sampling sites. Concentrations of metal(oid)s in structural ash and residential soils varied between and within properties with significant spatial and temporal patterns. This study seeks to represent the opinions of Connecticut K-12 MLL (Multilingual Learners) Education Teachers and Administrators whose daily lives are impacted by the anti-immigrant and anti-refugee policies and procedures. Public opinion about election integrity and election administration is frequently cited in policy debates in the United States. Due to their role in administering elections, local election officials (LEOs) provide an authoritative voice on election-related matters. Yet it remains unclear whether differences between LEO and public opinion reflect compositional differences between these groups or fundamentally distinct ways of evaluating election integrity and reform. We compare the main predictors of opinions about election administration for LEOs and the public in the United States on election integrity, voting values, and election reforms using national surveys from 2020 and 2024. The April 2026 employment report shows veteran unemployment declined to 3.6%, down from 3.9% in March, with post‑9/11 veterans improving to 4.0%. Overall U.S. unemployment remained stable at 4.3%, while job growth occurred in healthcare, transportation, and retail. Younger veterans faced higher unemployment, especially ages 18–24 (12.8%) and 25–34 (8.1%), compared to older groups with lower rates. Female veteran unemployment fell significantly, while male rates rose slightly. Racial and ethnic trends varied, with decreases for Black and Asian veterans but increases for Hispanic veterans. Long-term unemployment remained prevalent among veterans.

Public administrators, therefore, are now often facing critical questions of how to collaborate across boundaries (e.g., sector, jurisdiction) in networks for policy implementation. In this dissertation, I address unresolved questions regarding these networks for cross-boundary (i.e., cross-sector, intergovernmental) collaboration. This study examines menstrual product access and distribution practices in Mississippi county jails. It highlights the impact of period poverty as a critical yet underexplored public health and human rights issue within the corrections system. While existing research documents widespread inequities in access to menstrual products women’s healthcare in the correctional system, limited attention has been given to menstrual health at the local jail level. Using a mixed-methods approach, this study combines qualitative interviews with jail correctional staff and quantitative survey data from formerly incarcerated women to better understand institutional practices and lived experiences.

The usage of peremptory strikes in jury selection have led to several issues over the course of American history. Since their inception in English Common Law, their ethically questionable use has led the United States Supreme Court to rule on them repeatedly, most notable in 1986’s decision Batson v. Kentucky. This case allowed attorneys to challenge the opposing counsel if they suspected that jurors may have been removed from the venire due to their race and reinstate them if such discrimination was present. This thesis explores the relationship between state-based safety net programs and maternal health outcomes in the United States. Using the case studies of five states, namely Mississippi, Alabama, Wisconsin, Minnesota, and California, this research examines how variations in programs such as Medicaid, the Earned Income Tax Credit (EITC), Temporary Assistance for Needy Families (TANF), and Paid Family Leave (PFL) influence maternal mortality rates and overall maternal health outcomes. The analysis shows that states with more generous and comprehensive safety net programs, like California and Minnesota, tend to report lower maternal mortality rates. 1. Objectives: This project primarily seeks to identify the common barriers preventing vulnerable families from accessing the SUN Bucks Program. The SUN Bucks program is an optional program through the United States Department of Agriculture that works in conjunction with the state of Pennsylvania in order to provide school-aged children families with supplemental funds to supply greater nutrition during the summer months.
