From A Semi-Federal To An Administrative-Technocratic Model: The Paradigm Shift In Decentralization In Contemporary Indonesia, Wasisto Raharjo Jati
BISNIS & BIROKRASI: Jurnal Ilmu Administrasi dan Organisasi
The implementation of decentralization policies in Indonesia highlights contested interests between central and subnational governments. Particularly since the end of authoritarian rule, decentralization efforts have continuously faced tensions with recentralization interests. These interests do not necessarily aim to restore a strong state with a hierarchical command structure. Instead, the recent decentralization policies tend to display an administrative state supported by hierarchical policies. Consequently, the autonomous regions are no longer fully autonomous in managing their internal affairs but are increasingly required to comply with national policies. This study seeks to further investigate the reasons behind these shifts through a critical discourse …

BISNIS & BIROKRASI: Jurnal Ilmu Administrasi dan Organisasi
The current framework of participatory budgeting (PB) in Tanzania refers to the Opportunities and Obstacles to Development (O&OD) methodology. However, this policy tool seems to pay little attention to the rural-urban dichotomy, thus raising questions regarding its practicality in marginalized, rural areas. This article synthesized evidence based on the practicality of PB under the O&OD methodology in rural Tanzania to provide insights for decision-makers and practitioners at relevant levels of government. Employing a scoping study approach, the included publications consisted of policy studies (n = 6), academic papers (n = 8), and journal articles (n = 7), all of which …

The ethical and regulatory oversight of any clinical activity related to human subjects is commonly determined based on its categorization as either clinical practice or research. Prominent bioethicists have criticized the traditional distinctions used to delineate these categories, calling them counterproductive and outmoded, and arguing that learning and clinical practice should be deliberately and appropriately integrated. Personalized trials represent a clinical activity with characteristics that overlap both categories, making ethical and regulatory oversight requirements less straightforward. When the primary intent of the personalized trial is to assist in the conduct of individualized patient care with an emphasis on protecting the …

Introduction: Emerging research has provided tentative support for the use of heart rate variability biofeedback (HRVB) as a treatment for several psychological disorders, with meta-analyses providing compelling evidence for HRVB as a promising treatment for anxiety, depression, and PTSD. Given the prevalence of PTSD in military veterans and the comparatively lower benefit and higher attrition rate of traditional psychological treatment for PTSD relative to civilian counterparts, it is important to examine complementary and alternative treatment approaches such as HRVB in this population. Although studies of HRVB for PTSD have been conducted with military veterans, they have involved relatively small sample …
