The Veterans Health Administration (VHA) has invested heavily in non-pharmacological pain management through the Whole Health transformation, the Opioid Safety Initiative, and national CIH expansion efforts. Despite these systemwide priorities, implementation remains uneven across decentralized facilities, revealing barriers that extend beyond logistics or compliance. This study investigated how governance structures, professional norms, and cultural–cognitive logics shape the translation of federal mandates into local clinical practice. This dissertation analyzes the effects of property tax exemptions on real estate utilization by hospitals in the production of medical services. Economic theory suggests that differential taxing creates inefficiencies causing destruction of wealth from deadweight loss. Property taxation is done by state and local governments. State and local governments spend 4.5 trillion dollars annually in the United States (Pustejovsky & Little, 2023, p. 2). Although only spending on services using real estate has efficiency effects due to real estate taxes, every 1% gain in overall efficiency is 45 billion dollars saved annually if the results can be generalized to all …

This manuscript highlights the breadth and impact of HDC’s initiatives across early childhood, education, transition, and community inclusion. Through programs such as Inclusive Practices in Early Childhood, PAYCheck, and LEND, HDC builds capacity among professionals, empowers individuals with disabilities and their families, and strengthens systems to be more responsive and equitable. This study links 2024 CentraCare Health birth records with neighborhood census tract conditions from the National Neighborhood Data Archive (NaNDA, 2020/2021) to examine how place, prenatal care, and clinical risks influence birth outcomes in Central Minnesota. Neighborhood factors are standardized and paired with measures of prenatal-care adequacy and pregnancy-risk indicators in a series of multivariate linear models to explore their effect on birth outcomes. Analyses adjust for maternal demographics and clinical risks to identify independent neighborhood effects. A privacy-preserving, tract-linked dataset is also created to help local partners target high-need prevention areas.

How do rapidly aging societies govern longevity when demographic change threatens established welfare arrangements? This thesis examines aging governance in China, Japan, and South Korea to show how states simultaneously manage aging as a public-health problem and build it into an economic sector through what I term life capitalism.

Two interpretations of East Asian aging policy are widely circulated: that it is a peripheral case of Western neoliberalism, or a residue of Confucian familism. The Fund for Responding to Loss and Damage (FRLD), established at COP28 in 2023, represents a historic diplomatic breakthrough in multilateral climate finance, yet its design reflects the compromises necessary to secure political agreement rather than a just institutional architecture. This thesis evaluates the FRLD and two prominent reform proposals—the Bridgetown Initiative 3.0 and Esther Duflo's Grand Bargain—against a novel framework that provides a more precise way to evaluate the “justness” of different arrangements. This research examines whether the auto-specific provisions introduced under the North American Free Trade Agreement (NAFTA) and the US-Mexico-Canada Agreement (USMCA) have had a measurable regionalizing effect on North American export flows. The USMCA's auto-specific provisions, established in the rules of origin requirements (ROOs), increase regional value content requirements (RVC) while imposing new requirements for labor value content (LVC), steel and aluminum sourcing, and core parts. This research assesses whether these provisions are associated with a distinctive pattern of intra-regional export concentration not present in other sectors.

This thesis evaluates whether the Russo Ukrainian war represents a revolution in military affairs (RMA) by testing Stephen Biddle’s "modern system" theory of battlefield outcomes against recent combat operations. Applying Biddle’s formal model to the 2023 Ukrainian offensive in Zaporizhia, the thesis finds that the offensive's failure conforms closely to Biddle’s causal logic, with force employment variables drawn from 20th century combat sufficient to account for the outcome. This thesis examines how two decades of efforts to abolish chhaupadi have shaped the everyday conditions under which women and girls experience menstruation in western Nepal. Chhaupadi, commonly understood as menstrual seclusion, has been addressed through Supreme Court directives, national policy, criminal law, municipal implementation instruments, hut demolition campaigns, public health programming, and rights-based advocacy.
