A Study Of The Use Of Scientific And Technological Personnel At The State Government Executive Level--State Scientific Advisory Committees, Paul T. Davidson

This study was undertaken under the premise that there has been inadequate utilization of scientific and technological personnel in state government, in the development and establishment of administrative policies related to science and technology, and in the provision of guidance, advice, and priority development to elective officials, particularly governors and state legislators.

It is obvious that attitudinal changes are taking place in the fabric of our society regarding social and environmental problems, including urban decay, minority group problems, ecology, and pollution.

The following was a research practicum instituted as an actual project for the State of Montana Welfare Department between June, 1970, and May, 1971. The project had a two-fold purpose in being conceived: one purpose was to fulfill a graduate school academic requirement; and the second purpose was to fulfill a responsibility to the people of Montana who would eventually gain some benefits from this project. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Statements about the relative proportions of blacks and whites owning their homes are not infrequently stated in dogmatic fashion, even though not supported by "hard data." One possible use of the data contained in this report is to test hypothetical statements about race and home ownership. The data herein are all derived from Bureau of the Census computer tapes -- it will be assumed here that the available census figures approximate "reality. "

This article is a proposal for an adaptation of Leontief input-output analysis in economics to uses in community-level social planning. It was made in the later years of the Great Society period, when a relatively large number of federal social grant programs in aging, children's services, disability services, housing, and other health and human service fields mandated social planning and a national system of multi-jurisdictional social planning agencies was emerging.
