The Cost Of Environmental Protection: A Review, Ian T. Ball

Dan Richardson's study is "an attempt to analyze present regulatory procedures in the New Jersey coastal zone, with an emphasis on the cost of these procedures to residential developers and housing consumers." Specifically, twenty-one residential developments in a coastal township were monitored from acquisition of land to final approval of the development proposal, and the costs of regulatory approvals, consulting engineering, legal, and governmental fees, as well as holding costs incurred by the developer, were itemized. This issue of Review of Applied Urban Research features "Housing and Business Investment in Nebraska."

The areas studied by the Center for Applied Urban Research are identified in Maps 1, 2' and 3. Omaha and Lincoln study areas conform to the neighborhoods receiving or eligible for first-year HUD Community Development funding. Five non· metropolitan communities, Beatrice, Lexington, Broken Bow, Columbus and Hartington, were selected in consultation with the Nebraska Department of Economic Development as being representative of communities with 50,000 or less population.

Editor's Note: The 1975 Legislative Session of the Nebraska Legislature recognized the need to analyze all available options for dealing with the problems of urban redevelopment: lack of adequate housing, revitalization of older business districts, and possible incentives for investment in older neighborhoods in Nebraska. Accordingly, Resolution 53 directed the Legislature's Urban Affairs Committee to study a) causes of urban decay, b) current Federal and State programs in urban redevelopment, c) laws and programs of other states that encourage redevelopment, d) incentives to encourage urban redevelopment and e) needs for changes in Nebraska law. Few post-War European disputes have received greater long-term attention that the question of the division of Berlin. During numerous crises, Berlin has been regarded as the greatest existing threat to peace and during the era of detente it has been touted as a barometer of East-West relations. There has always been considerable rhetoric about the need to "resolve" the Berlin problem or, as Khrushchev said, to "normalise" the Berlin situation. The 1971 Quadripartite Agreement on Berlin has been seen by many as an important step in the long approach to a solution. The contributions of this agreement are carefully examined …

This study is a follow-up to an earlier (1971) proposal for the application of Input-output analysis to social planning in human services (Repository item #753), and predates current models of human services as part of the nonprofit, or third sector. The manuscript details a study of financial inputs and service outputs in human services in the United Way system of Knoxville TN, noting a variety of quantitative ratios and measures of the human services delivery system, and assessing some of the strengths and weaknesses of the matrix approach.

In this paper I want to explore and 2begin to elucidate a fundamental problem in social welfare theory. The problem centers on the conception of the relation between individuals and social structure. Before proceeding with this task, it is important to note the senses in which the term "social welfare" will be used. The term has two basic senses, deriving from two more or less distinct intellectual traditions. In one sense the term refers to the provision of goods and services to needy individuals, either through government "transfers" or private philanthropy. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The Journal of Sociology & Social Welfare

What can evaluation research tell us about social science theory? It is the purpose of this paper to examine that question. There has been much written in the current literature about the relationship between theory and practice. Because it is evaluation research (Breedlove, 1972: 71-89; Newbrough, 1966: 39-52; Suchman, 1971: 43-48; Suchman, 1967; Weiss, 1973: 37-45; Fitz- Gibbons and Morris, 1975: 1-4) that attempts to analyze the results of practice, it is the authors' belief that an examination of evaluation research studies for possible contexts of theory failure will contribute to a linkage between theory and practice.

If correctional institutions are to function according to established criteria, that is, to "correct" the deviant behavior of juvenile delinquents, then one obvious requirement is to have continuous contact with that individual over a period of time. This research project is one attempt to study runaways from the juvenile delinquent girls institution. This study specifically focuses on what factors influence a girl to run away and what factors encourage her to stay at Villa St. Rose.
