The Carter Administrative Elite: A Background Analysis, Susan Adomaitis Armstrong

Institute for the Humanities Theses

This study is an inter-disciplinary analysis of the backgrounds of the Carter administrative elite. Various theories of political science, public administration, and ethics are presented in relation to Jimmy Carter's appointees. A background composite is presented of the elites' education, career before government service, age, sex, and geographic region of birth and socialization. Information about the elites was obtained from biographical listings, and was stored and processed by an electronic data processing system.

The Carter administrative elite has included persons who have been named to positions that do not maximize their experiences and qualifications in the most appropriate manner. This …

Indeed, recent price hikes in gasoline have affected practically all other consumer products. An optimistic America has watched the per-gallon price of gasoline rise by 400 percent in the last decade and now helplessly looks to $2.00 per-gallon fuel in the future. The rising cost of transportation cannot be stopped; it must be coped with.

During the period from September, 1979 to January, 1980, the Center for Applied Urban Research conducted a housing and business conditions study for the Long School Neighborhood and the North 24th Street Business District. The study results provided in this report should be of use to the neighborhood group and the North Omaha Community Development Corporation in making decisions about the use of Community Development Block Grant funds and the other related development activities.

Currently, debates about the merits of one form or another of day care frequently miss some significant issues and hence some of the important policy options may be ruled out or in for the wrong reasons. Here, child day care is layed on a spectrum one end of which offers maximum market freedom in the form of income redistribution, a negative income tax, children's allowance, or other transfer assistance, to be spent on the market if so desired for day care services, and on the other end of the spectrum a system of comprehensive child day care centers. Work Ethic And Work Incentives: Values And Income Maintenance Reform, Beverly G. Toomey

The Journal of Sociology & Social Welfare

Although the American belief system surrounding the concept of work has been analyzed and challenged by social scientists seeking solutions to the problem of poverty, the strength of the work ethic philosophy is still evident in public resistance to welfare reform which would support adequate income maintenance and government efforts at job creation. This paper discusses the relationship between the work ethic philosophy, job creation programming and welfare reform. It reviews relevant theoretical and empirical literature and identifies some misconceptions which continue to hamper policy formulation and program development in welfare reform.

(1) Public Utility Regulatory Policies Act (PURPA)
(2) Powerplant and Industrial Fuel Use Act (FUA)
(3) Natural Gas Policy Act (NGPA)
(4) Energy Tax Act (ETA)
(5) National Energy Conservation Policy Act (NECPA)
