The prior appropriation doctrine has governed the allocation and use of water in the western United States since the 1850s. The shifting nature of water demand is bringing about changes in the traditional legal system. This conference will consider the fundamental principles of the prior appropriation doctrine together with the important new developments in the law now underway throughout the West.

While the housing problem in the United States has changed since Franklin Delano Roosevelt proclaimed that "one-third of the nation is ill-housed," it has by no means disappeared. For most low-income people, and to a lesser extent for moderate income people, housing still presents formidable problems.
Academics and housing analysts recognize four major aspects of the housing problem: affordability (ratio of housing costs to income), adequacy (including quality and overcrowding), neighborhood conditions, and availability. Over the past decade, the nature of the country's housing problem has undergone some important transformations.

This study investigates the relationship between the remaining residents of Appalachian Eastern Kentucky's Red River Gorge area and their environment with special emphasis on the historical and current social factors that play a role in their refusal to vacate the area. For two decades, these people have faced the possibility of losing their land and homes to area development projects while they have simultaneously become aware of what it can mean to be labeled "Appalachian". The word "deficit" has dominated the most recent 35 years of Boston's fiscal history. This report probes the experience and lessons of this history in order to propose a more permanent resolution of Boston's financial difficulties.
Three deficit categories are identified and analyzed: appropriation deficits, revenue deficits and overlay deficits. Over the past 35 years, the City has had 12 years of appropriation deficits, 19 years of revenue deficits and 28 years of overlay deficits. In each year the City's budget was certified as in balance. Trends in public concerns from the early 1960's to the mid-1970's are compared for Israel and the United States, relating changes in concerns to historical and social change which occurred during the decade in both societies. The analysis is based on open-ended questions regarding views of either personal or nation's future -- hopes and fears for that future -- and a Self-Anchoring Rating Scale, by which the respondent evaluated personal and nation's situation in various time perspectives. The Israeli's future perspective became centered around peace and war, removing other issues to a secondary plane of concern. In contrast, the American …

Health And Social Welfare Needs Of The Elderly: A Preliminary Study, Baxter Wright, Bruce A. Thyer
The Journal of Sociology & Social Welfare
In a period of shrinking fiscal resources it is especially important that budgetary decision-making processes be based upon empirical data relating to the actual health and social service needs of the elderly. The present study consisted of a comprehensive survey of the social service needs of a random sample of 75 normative elderly citizens drawn from a multi-ethnic population. The results provide a preliminary data-base for administrative and policy-making bodies to allocate scarce social service resources.

Purpose. The purposes of this study were: (l) to determine the competencies related to farm credit needed by farmers and the degree of each competency needed for successful use of farm credit; (2) to determines the degree to which young farmers/ranchers possess the competencies related to farm credit; (3) to determine sources of training for these competencies; and (4) to provide information needed to plan an educational program that will enable farmers to use farm credit efficiently. This study was undertaken in order to develop information that could be used to assess the feasibility of Nebraska compliance with federal guidelines under the Juvenile Justice and Delinquency Prevention Act for removing juveniles from jails and lockups for adults. Information derived from existing literature, official data on juveniles in Nebraska jails, data generated from a study of existing alternative detention facilities, and a survey of sheriffs was used. In addition, a policy analysis of Nebraska laws and proposed changes in federal JJDPA law was undertaken.

The Center for Applied Urban Research presents this report to the Nebraska City Chamber of Commerce and Business Improvement District Board as the product of the market area analysis conducted for Nebraska City. The analysis took the form of a survey of residents in the Nebraska City market area to determine residents' shopping patterns, motives for and perceptions of shopping, and market area configuration and leakage. The survey was administered to a random-stratified sample of 500 residents living within a 45 mile radius of Nebraska City.
