Aging And Long-Term Care In Nebraska, James A. Thorson, Burce J. Horacek

A high proportion of Nebraska's population is age 65 or older and this is the fastest growing segment of the population. The population aged 85 years and older, which is the population most in need of long-term care, grew by over 45 percent between 1970 and 1980, and is expected to increased by 202 percent by the year 2000. This group includes individuals who are likely to require public assistance to help meet their medical and long-term health care needs. We estimate that the cost to the state to provide Medicaid assistance will increase from $60.4 million to 164.5 million …

Most communities in Nebraska experienced crease in net taxable sales during the early eighties. Nebraska City's decrease has not been as severe as that in other communities in southeast Nebraska, although the percentage decline was greater than the state average (table 1). This decrease in net taxable sales prompted the Nebraska City Chamber of Commerce and the Business Improvement District Board to commission this market area analysis.

The Effects On Public Policy Of Center-Local Relations: A Cross-National Study, Dale Krane

This article attempts a comparative exploration of center-local relationships as part of an effort to test the effect on public policy of concentration and devolution. To pursue these objectives, the research proceeds in two steps: (1) the identification of longitudinal patterns of public sector concentration/devolution among 17 nations and (2) time series analysis of industrial growth and social welfare progress associated with the temporal variation in public infrastructure. The results suggest that a nation's pattern of public sector evolution may be more of a determinant of policy performance than a nation's constitutional framework.

Today much of public policy debate takes place in a social vacuum. This is so in part because policy issues are often rather arbitrarily assigned to particular and seemingly unconnected disciplines that put a premium on maintaining their separate baronies of intellectual hegemony, and in part because of our too-pervasive propensity to compartmentalize in order to simplify. One of the aims of the New England Journal of Public Policy is to invade, as it were, these baronies, to liberate the policy issues held hostage there and release them into a broader, more human context, one that accentuates the idea of …

Rhode Island has not shared equally in New England's economic resurgence of recent years. A major reevaluation of the state's economic malaise in 1982-84 resulted in a $250 million program called the Greenhouse Compact to improve business in the state. Initially supported in polls by a two-to-one margin, the Compact was defeated overwhelmingly when it went to a statewide referendum. The timing of the referendum and mistakes in the public relations strategy and in the structure of the Compact all played a role in the outcome, but post-election polls showed that defeat, based on a massive shift of undecided voters, …

Although the New England states have, over the years, been regionally cooperative, they have not formally advanced the process since the establishment of the New England Governors' Conference in 1937. There is still no regional government in New England; no body politic that can enact regionwide laws; no organization authorized to perform regionwide planning, or with the power to regulate or direct growth and development or manage natural resources. This essay scrutinizes the book by J. Anthony Lukas, Common Ground: A Turbulent Decade in the Lives of Three American Families, to assess whether it presents a valid and reliable account of the issues, people, and events it chronicles. The substantive core of the book is shown to be the politics of Boston public school desegregation. The parts played by the three families in this event are dramatically portrayed but cannot be corroborated and are not interpreted. The parts played by five major policy leaders, when tested against other evidence, are found to be distorted, questionable legends woven in …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. Since acquired immune deficiency syndrome (AIDS) was first identified in I98I, its rate of spread among a primarily young and vibrant population has chilled the medical and lay communities. Today, the public response is sober and oriented toward the examination of specific policies that could lessen the impact of the disease. After six years' experience it is now feasible to propose a strategy for combating AIDS. Consensus around the policies outlined in this article should form the nucleus of the public health strategy to combat AIDS before the intervention of an effective vaccine or treatment.

In the present study, airline employees undergoing highly realistic but simulated captivity as hostages were given one of three types of prestress training programs. One group of subjects was given Problem (P)-focused training, which emphasized activities which would be useful in actively manipulating the stress situation. A second group was given Emotion (E)-focused training which emphasized techniques designed to help them directly modulate fear and anxiety associated with the situation. The purpose of this study was to (1) determine the personality characteristics of secondary marketing teachers, and (2) to examine the relationship between personality characteristics and selected demographic and attitudinal variables with job satisfaction (intrinsic, extrinsic, and general) of marketing teachers. A random sample of 475 marketing teachers was drawn from the membership of the national Marketing Education Association; responses were received from 73 percent of the marketing teachers surveyed. Two instruments, the Myers-Briggs Personality Indicator and the Minnesota Satisfaction Questionnaire, were combined with attitudinal and demographic questions for use in data collection. The long-anticipated final link of Boston’s outer beltway, I-495, was opened in southeastern Massachusetts in November of 1982. South Shore residents who watched enviously as Rt. 128 and the North Shore experienced rapid economic growth and all the benefits (and possible drawbacks) of “high-tech” development, can now anticipate some of those changes in the area between Brockton and New Bedford. The catalyst, according to a wide range of indicators, is the completion of Rt. I-495.

Never, perhaps, in the history of local communities has the educational system been recognized openly as being interwoven with the community as it is now. In individuals' aspiration, for better lives and as a primary component of the equation of education and community, education is viewed as an avenue of promise. Two public facilities for the mentally ill, Michigan Institute for Mental Health and Lafayette Clinic were examined, using a framework provided by Douglas R. Boulter (1983). The basic research question was, why did Lafayette Clinic survive while Michigan Institute did not?

The Implementation Of Deterrence: A Multi-Approach Assessment Of The Impact Of Recent Changes In Anti-Drunk Driving Legislation On Reducing Alcohol-Involved Fatalities, Josef R. Soper

The objective of this study is to determine if anti-drunk driving legislation, enacted between January 1979 and December 1983, has significantly reduced the number of alcohol-involved traffic fatalities.
At the macro-level, 60 consecutive months of alcohol-involved fatality data were requested from the 50 states and the District of Columbia. Sixteen states supplied the requested data. The Box-Jenkins technique for interrupted time-series analysis was used to determine if a change in the state's drunk driving law impacted the frequency of alcohol-involved fatalities in that state. Results are discussed in relation to the statewide impact of anti-drunk driver legislation.
