Homelessness is not a new phenomenon. The period between the Civil War and World War I, for example, witnessed a large increase in predominantly male transients who followed an active labor market and formed a highly visible subcommunity called skid row. Today's homeless population, however, includes more women, children, and minorities and fewer single men and drifters than previous populations. In addition to changes in the demographic composition of the homeless population, most experts agree that the problem of homelessness is increasing.

This dissertation traces the historical development of Michigan's public policy associated with the residential care and treatment of mentally retarded people. Michigan laws and programs from 1830 through 1983 were studied after being compared to a national history. The central question was: What factors, over time, influenced public policy related to residential care and treatment of the mentally retarded?

Initially, care was the responsibility of families and friends of the mentally retarded. This responsibility shifted from townships to counties, then to the state during the nineteenth century. Until the late 1800s many mentally retarded people were housed on county poor …

Perceived Barriers And Proposed Solutions For Employment Of The Handicapped: Attitudes Of Employers And Employment Agencies, Leonard Robert Mcconnell Ii

The intent of this research was to analyze the employment barriers and to identify possible policy strategies for the unique employment problems faced by persons with handicaps. The study surveyed barriers to employment and proposed employment solutions for the handicapped as perceived by private- and public-sector employers and employment agencies. The handicapped and six disability groups were compared with women, blacks, and Hispanics on the same barriers and solutions. It was hypothesized that: (1) the handicapped as a protected group faced more and different employment barriers than did women, blacks, or Hispanics, and therefore (2) the handicapped needed more and …

Relationship Between Snow Depth And Gray Wolf Predation On White-Tailed Deer, Michael E. Nelson, L. David Mech

United States Geological Survey, Northern Prairie Wildlife Research Center: Publications

Abstract: Survival of 203 yearling and adult white-tailed deer (Odocoileus virginianus) was monitored for 23,441 deer days from January through April 1975-85 in northeastern Minnesota. Gray wolf (Canis lupus)predation was the primary mortality cause, and from year to year during this period, the mean predation rate ranged from 0.00 to 0.29. The sum of weekly snow depths/month explained 51% of the variation in annual wolf predation rate, with the highest predation during the deepest snow.

Poverty Amid Renewed Affluence: The Poor Of New England At Mid-Decade, Andrew M. Sum, Paul E. Harrington, William B. Goedicke, Robert Vinson

New England Journal of Public Policy

This article examines the problem of poverty in New England during the current period of economic prosperity. Major trends in the size and composition of the poor population within the region are analyzed. Striking changes in the relative incidence of poverty have occurred among families in New England. As the economy has moved toward full employment, poverty rates among husband-wife families in the region have fallen sharply. In contrast, female-headed families in New England have not benefited substantially from recent rapid increases in employment opportunities. The result has been a persistent trend toward the feminization of poverty in New England. …

In January 1983, when Governor Michael S. Dukakis appointed Ira Jackson as commissioner of revenue, the Commonwealth of Massachusetts was facing an estimated $300 million deficit. The state was also suffering from a severe loss of public confidence in the integrity of its tax administration. His first and most urgent priority being the restoration of that confidence, Commissioner Jackson implemented a three-part strategy to improve voluntary compliance with the tax laws: raising the stakes for evaders, treating honest taxpayers as customers rather than victims, and changing public attitudes about tax evasion. The City of Boston is gaining in population during the 1980s, after several decades of loss. During the current decade and beyond, population trends will bring increases in the number of children, adults between the ages of twenty-five and forty-four, and those aged seventy-five and over, along with declines among the older teenagers and college-age population, the more mature adults, and the younger elderly. A recent analysis of the income distribution indicates that while there were more well-to-do residents in Boston in 1985 than there were in 1980, there were also more poor and near poor. A major effort, costing in the neighborhood of $2 billion, is under way to restore the environmental quality of Boston Harbor. While Boston Harbor is unquestionably one of the most polluted urban estuaries in the world, it is also one of the least understood with respect to the basic physics, chemistry, and biology involved. This information is essential for the purpose of identifying processes that control the transport, effect, and fate of contaminants entering the estuary. The conference chairman was University of Colorado School of Law professor Lawrence J. MacDonnell.

During the past ten years Congress has made the regulation of hazardous waste a priority. This conference focuses on the Resource Conservation and Recovery Act, as amended in 1984, and the Comprehensive Environmental Response, Compensation and Liability Act.

This conference attracted about 100 registrants from 16 states plus the District of Columbia. John G. Welles, Regional Director for EPA Region 8, presented a luncheon address.
