Once again in the past year, the U.S. Supreme Court has entered an opinion involving the first amendment that has significant ramifications for local zoning and planning. This marks the third time since 1986 that the Court has handed down a decision in this field. The most important development in this area of the law since last year's committee report is the Supreme Court's decision in FW/PBS, Inc. v. City of Dallas, which addressed the validity of a comprehensive adult entertainment zoning and licensing ordinance enacted by Dallas in 1986. Ohioans Without Health Insurance: How Big A Problem? Are There Solutions?, was the INAUGURAL Conference of Cleveland State University's Law & Public Policy Program, an interdisciplinary program of instruction, public service and research sponsored jointly by the Cleveland-Marshall College of Law and the Maxine Goodman Levin College of Urban Affairs. The goal of the Conference was to facilitate an exchange of information and views among representatives of the public and major interests concerned with the growing numbers of persons who either lack health insurance or have inadequate coverage.

The Relationship Between School Integration And Student Attitude Toward Residential Racial Integration, David Allen Johnson

Dissertations and Theses

This study examined factors related to the teaching effectiveness of adjunct faculty in higher education. Specifically, it explored the relationship between personality, as defined by the Five-Factor Model, occupation, and student ratings of teaching effectiveness. Results indicate that personality is correlated to an instructor's classroom behavior and education goals, which in turn are related to teaching effectiveness. In addition, instructors with occupations in social services and education had significantly higher mean teaching effectiveness scores than those from other occupations. Finally, there was an inverse relationship between age and teaching effectiveness in this study, and a positive relationship between teaching experience …

The Impact Of Appraisal Reform On Ad Valorem Appraisal Practices: A Case Study Of Assessment Practices In The State Of Missouri, Steven A. Teague

Theses

This study examines the implications of Title XI of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA) on the practice of real property appraisal, with a focus on its application to ad valorem property assessment in Missouri. FIRREA was enacted in response to the savings and loan crisis, which exposed widespread weaknesses in the appraisal profession and the valuation process used by financial institutions. The paper traces the federal government’s effort to restore confidence in the real estate market through the establishment of uniform appraisal standards and the creation of regulatory oversight mechanisms. This report summarizes responses for the North Omaha sample; findings from the metropolitan sample are presented in a separate report series. After a look at the demographic characteristics of the 200 adult respondents, the report examines the North Omaha area's quality of life, employment, and housing conditions. Next, ratings of the best and worst facets of life in the Omaha area are highlighted. The fourth section of the report provides details on North Omahans' satisfaction with a variety of services, facilities and programs.
