"After the Miracle" documents the factors that have shaped the recent political debate in Massachusetts and are likely to determine continuing economic and fiscal conditions in Massachusetts in the near future. The paper indicates that 1990 may begin a decade of real limits for Massachusetts. The economy has stagnated and the next two years will be a period of deep economic uncertainty. It is also clear that a resurgence, like that of the boom period of the eighties, is unlikely to be replicated.

In 1979, President James E. Carter signed into law the thirteenth Cabinet-level office, the Department of Education. Although the United States has had a department, bureau, or office of education since 1867, the newly established Department of Education gave education a seat at the Cabinet table. Since that time, four individuals have served as secretaries: Shirley M. Hufstedler, Terrel H. Bell, William J. Bennett, and Lauro F. Cavazos. Examined in this study were the importance of leadership styles and educational philosophies as exhibited by the four secretaries. A Comparison Of The Effectiveness Of Civilian Conservation Centers And Contract Centers From 1984 To 1988, Robert P. Slaughter

The purpose of this study was to determine whether the continuous instability of policy decisions relating to the effectiveness of Civilian Conservation Centers and Contract Centers was a result of measurable differences in performance between the two models. Six hypotheses tested differences between types of centers on six quantitative variables which were: average length of stay, job placement, hourly starting wages, educational gains in reading, math, and General Educational Development (GED). To investigate the problem, 30 Civilian Conservation Centers and 17 comparably sized Contract Centers were selected. Reports from the Department of Labor's Automated Management System provided data for comparison …

In addition, the recently (1988) published report from Stanford Research Institute (SRI) International, called "New Seeds for Nebraska," indicated that skilled and adaptable human resources are a major area where action is needed to give Nebraska the competitive advantage in tomorrow's economy. Much time and effort have gone into the Institute of Agriculture and Natural Resources (IANR) and the Department of Agricultural Education's strategic planning effort. Coincidentally, the Department had started its own process of strategic planning in the summer of 1987 where it identified the four departmental "thrust" areas.

Agriculture and agribusiness are Nebraska's dominant industries. Ninety-six percent (47.1 million acres) of the state's land area is occupied by 55,000 farms and ranches. Over one-half of the states workers depend upon agriculture and business for their livelihood. The average growing season ranges from 170 days in southeast Nebraska to 120 days in the northwest. Underneath Nebraska is stored nearly 2 billion acre-feet of water, and in Nebraska we receive an average of 90 million acre-feed of precipitation yearly.

Approximately 17 million acres are utilized as cropland, of which approximately 8 million are irrigated. Corn, soybeans, winter wheat, and sorghum …

This was the slogan on a 1984 poster developed by the Children's Bureau to emphasize the benefits of adoption -- not only to a waiting child, but to the adoptive home itself through the enrichment the new member brings to the existing family system. In July 1987, the Nebraska Department of Social Services successfully applied to the U.S. Family Support Administration's Office of Child Support Enforcement for funds to conduct a Demonstration Project. This Demonstration Project, "The Nebraska IV-D/IV-A Intake and Phone Collection Project," was designed to increase telephone activities and improve intake practice as part of the ongoing child support collection activities. It was expected that such improvements would result in an increased level of absent parent location and an increased level of child support payment.
