Refuge Land Acquisition: Helping Preserve Back Bay's Wildlife Heritage, Julia Herrick, Ben Mathias, Janet Taylor
V. Poster Abstracts
The once-renowned waterfowl populations and bass fishery of Back Bay, Virginia have declined dramatically in recent years. Lands surrounding Back Bay are increasingly threatened by on-going and potential land development. These lands serve as an important filter for pollutant and sediment-laden runoff from adjacent areas. The boundary of the Back Bay National Wildlife Refuge was expanded in 1989 to include an additional 6,340 acres of brackish marsh, forested swamp, and "critical edge" upland habitat, important to a variety of wildlife species and for its natural filtering effect. The term choice as it is used by the current administration with regard to education is a cosmetic, simplistic response to the failure of American schools. Choice has become a catch-all term for a whole variety of programs, plans, and theories. We should not let this meeting or the Department of Education delude us into believing that parental choice holds the promise for poor and minority children. In recent years, there has been a marked expansion in the types of uses, both commercial and nonprofit, that challenge land-use regulations on First Amendment grounds. This expansion is occurring for two reasons. First, "land use and the first amendment" is a developing area in the law. As is typical of developing areas in the law, litigants are encouraged to bring cases because the law is unsettled and they hope to create significant new rights. Second, a number of societal factors have coalesced to create a greater potential for conflict when government regulates the use of land. In part, this …

Traffic Data Selection: An Evaluation Of Siting Criteria For Permanent Traffic Recorders, Richard Ledbetter, Kenneth Dueker, Milan Krukar, Vern Tabery

Traffic volume data are needed for design and construction zone traffic management. In addition, continuous traffic volume data (collected by automatic traffic recorders) is needed to factor short counts (24 hours or more) collected at key sites on the states highway network.
This study evaluates the procedures used by the Oregon Department of Transportation for collecting continuous traffic volume data to determine: (1) if the current location and number of automatic traffic recorders (ATRs) on Oregon's highway network is adequate for estimating monthly seasonal factors, and (2) if the current procedure of using group means, based on geographical regions, to …
