A Recommended Decision Analysis Process For The Wider Caribbean Initiative For Ship Generated Waste (Wcisw), Garth Andrew Lamsee
World Maritime University Dissertations
It may be easier to summarise what this dissertation is not about as a means of assisting the reader in focusing on what this dissertation is all about. It is not a dissertation on environmental concerns and of the need to act in sustainable ways. It is not about ports in the Developing Countries of Wider Caribbean Region (DCWCR) or of their need to secure reception facilities. Nor is this dissertation a subject on the MARPOL 73/78 Convention. However, all of these issues are a part of this dissertation and they have contributed to the refinement of this research effort. …
The Role Of Multimodal Transport In Bangladesh For Export Promotion, Syed Shabbir Ahmed
The Role Of Multimodal Transport In Bangladesh For Export Promotion, Syed Shabbir Ahmed
World Maritime University Dissertations
The exports of Bangladesh have dramatically changed recently due to diversification of items. More than 60% of the total export share was contributed by jute in the early eighties. This scenario is now totally changed. Non-traditional items, such as ready-made garments, leather goods (shoes), knitwear, handicraft are now dominating factors in the exports of Bangladesh. More than 60% of the export share are now contributed by ready-made garments. Traditional goods are basically transported through break-bulk carrier. Non-Traditional goods are basically transported through container. Due to advent of containerisation multimodal transport has created a new era in international trade. It has …
Understanding And Coping With Oil Pollution Threats In Bahrain, Hassan Ali Al-Majid
Understanding And Coping With Oil Pollution Threats In Bahrain, Hassan Ali Al-Majid
World Maritime University Dissertations
As the human population increases and industrialization expands and diversifies, the problem of the pollution of the environment becomes more critical. The seas and oceans, which cover over 70 % of the world's surface and offer one of man’s great hopes for future food supplies, are not exempt from the menace of pollution. Pollution problems mount as use of the sea for commerce grows with the ever increasing size and variety of cargo ships and tankers, with the use of the sea-bed for mineral extraction and the threat of oil pollution to the marine environment from deliberate or accidental release. …
On Board Onboard Communication Problems Due To The Lack Of A Common Language, Miguel Enrique Clements
On Board Onboard Communication Problems Due To The Lack Of A Common Language, Miguel Enrique Clements
World Maritime University Dissertations
On board communication problems due to language barriers have been affecting maritime safety during the past years. This problem is found on board ships having multilingual crews and a lack of a common language. It increases during emergency situations when people must react as fast as possible under conditions of extreme pressure. In the special case of passenger ships the lack of a common language can make emergency situations become critical. Reviewing the “Scandinavian Star" disaster. examples of on board communication problems because of failures in the use of the English language can be clearly found. After the Flag of …
Integration Of Marine Environment Protection In The Philippine Maritime Education And Training System, Diana Campoy Factuar
Integration Of Marine Environment Protection In The Philippine Maritime Education And Training System, Diana Campoy Factuar
World Maritime University Dissertations
Marine pollution is just one of those enviromnental problems that the world faces today. However, it has far and wide-reaching impacts on the earth and its population, thus making it one of the most important subjects in global environmental issues. Although pollution of the sea comes from various sources, that which comes from marine transportation is given more attention because of its potential threat to the marine environment. Many of the international regulations relating to marine pollution prevention are the outcome of maritime accidents which have caused extensive oil spills. Legislation has been concerned with new designs, structure and equipment. …

Guidelines For A Short Course On Egyptian Marine Officers' Responsibilities For The Marine Environment, Mohammed Alaa Kamel Farag
World Maritime University Dissertations
Egypt has a strategic geographical location straddling both the Mediterranean and the Red Seas that constitute two of the major enclosed coastal seas in the world. Egyptian coasts have a total length of about 1630 Ian in the Mediterranean and Red Seas. A large part of the coastal areas in Egypt is contaminated with oil from various sources. Shipping activity contributes significantly to the current situation regarding oil pollution of the country's territorial waters. The reasons for oil pollution in Egyptian waters are many, and Egyptian marine officers play a significant role in contributing to the pollution of the marine …

A Conceptual Plan For The Provision Of Reception Facilities In The Philippines, Elson Estioko Hermogino
World Maritime University Dissertations
This dissertation synthesizes a conceptual plan for the provision of reception facilities to improve marine environmental protection in the Philippines. The study is premised on the perception that the various pollution control measures formulated by the Philippine Coast Guard, which are mandated to address ship source pollution, are not being implemented due to the absence or severe inadequacy of the needed reception facilities in ports. The extent of maritime activities is presented while the various legislation, rules and regulations adopted by the Government concerning marine environmental protection in general, and the provision of reception facilities in particular, are examined. In …

Proposals For Further Improvement Of Sea Transportation Of Dangerous Cargoes Carried In Freight Containers In China, Cuiming Xu
World Maritime University Dissertations
With the rapid development of foreign trade there has been a high rate of growth in the maritime transportation of dangerous cargoes. The transport by sea of dangerous cargoes incorporates, by nature, a higher risk than the shipment of non-hazardous cargoes. Safety is one of the most important aspects which must be seriously considered by the appointed specialised competent authorities. Therefore, the safe transport by sea of dangerous cargoes is regarded as one of the major objectives by the Maritime Safety Administration. This paper is a study of safe transport by sea of dangerous cargoes in freight containers. It briefly …

The Impact Of The Revised Stcw Convention On Chinese Higher Maritime Education And Training Institutions, Guanghuang Ye
World Maritime University Dissertations
The International Convention on Standards of Training, Certification and Watchkeeping (STCW) is regarded as the most important instrument ever established by the International Maritime Organization (IMO) since it deals with the human element to which more than 80% maritime casualties are attributable. This dissertation examines the main reasons for revising STCW’78 and the major features of the revised Convention. This revised Convention overcomes the deficiencies of the existing Convention. It is believed that it will bring about a greater impact on maritime administrations, shipping companies and maritime education and training (MET) institutions in particular. It is universally recognized that MET …

A Study For Upgrading The Vessel Traffic Services Vts In Korean Coastal Waters, Hyung-Taek Jung
World Maritime University Dissertations
The rapid growth of marine traffic volume in the Korean waters has created difficulties in navigation, and increased the risk in those areas during the last three decades. In addition to the traffic volume increase, ship’s higher speed tendency and larger size tendency lead to more frequent and bigger casualties occurring in those areas. Various measures have been taken to improve navigation safety in those areas such as, aids to navigation, vessel movement reporting systems, traffic separation schemes, and the radar surveillance systems in some port areas also. However, casualties occurred in those areas has not decreased. They are still …
Integrated Management Strategy For The Coastal Development Program Of Jiangsu Province, Meifeng Luo
Integrated Management Strategy For The Coastal Development Program Of Jiangsu Province, Meifeng Luo
World Maritime University Dissertations
The development in the coastal area of Jiangsu Province is still managed on a sectoral basis. This low level management method causes huge wastes of natural resources, fosters intense competition between different sectors for limited natural resources and space, and results in conflicts between different interests groups, over exploitation and even depletion of natural resources, environmental pollution and ecosystem degradation. With the development of the national economy, the coastal development activities will be greater in number and broader in scope. There will be more conflicts between different sectors, between exploitation and resources conservation, between development and environment protection. Thus, to …

Evaluation Of Contingency Planning For The Protection Of Congo's Marine Environment Against Oil Pollution, Jean-Jacques Joseph Okamba
World Maritime University Dissertations
The subject intends to give an integrated approach to the protection of the Congolese marine environment against oil pollution by the evaluation of the existing contingency planning. It will show the necessity for the country to get a real contingency plan. The Congo has a small coastline without any world-known environmentally sensitive areas. However, shipping routes, oil exploration, the establishment of offshore fields and floating sea terminals have increased the risk of marine pollution, which has became a reality. Does, the Congo at present have resources, ability and the possibility to respond to environmental disasters ? What is the level …
Community Economic Development And The Latino Experience, Edwin Melendez, Michael A. Stoll
Community Economic Development And The Latino Experience, Edwin Melendez, Michael A. Stoll
Gastón Institute Publications
Just as people had high expectations for the Great Society programs instituted to address poverty after the Watts riots of 1965 so, too, did people have high hopes for a turning point in federal initiatives to address the plight of the urban poor after the Los Angeles rebellion of 1992. Indeed, both analysts and community activists were hopeful that a more sympathetic administration would be able to capitalize on the political momentum that resulted from their electoral victory and implement somewhat unpopular programs in Congress. This could not have come at a better time for blacks and Latinos in the …

Assassination And The Death Of Politics, Steven Alan Samson
Assassination And The Death Of Politics, Steven Alan Samson
Faculty Publications and Presentations
The assassination of Israeli's prime minister, Yitzhak Rabin, moments after speaking of his hopes for peace at a large public rally in Tel Aviv gives his death the added poignancy of the image of an old soldier giving up his life in the pursuit of peace. But the assassin's bullets were also aimed at the heart of an entire nation.
It may indeed be true, as Simone Weil observed, that the destruction of a city is the greatest calamity that can befall the human race. The scope of the horrors that have accompanied twentieth century warfare and ethnic strife is …

A Review Of Ministerial Policy Guidelines For Rock Lobster Processing In Western Australia From The Working Group Appointed By The Minister For Fisheries And Chaired By Peter Rich, Peter Rich
Fisheries Management Papers
The rock lobster processing industry in Western Australia has a long history of management. Whilst management of the industry through the Fisheries Department has obviously been successful in helping to build the rock lobster industry into one of the State's major export industries, this approach is not without problems. With the introduction of the Fisheries Management Act 1994, the Minister for Fisheries deemed it appropriate to appoint an expert group to review the existing regulation of the rock lobster processing sector, draft the necessary guidelines to assist the Executive Director of the Fisheries Department make decisions on rock lobster processing …
Coresidence With An Older Mother: The Adult Child's Perspective, Beth Soldo, Douglas A. Wolf, Vicki A. Freedman
Coresidence With An Older Mother: The Adult Child's Perspective, Beth Soldo, Douglas A. Wolf, Vicki A. Freedman
Center for Policy Research
We estimate models of coresidence between adult children and their elderly unmarried mothers, using data from the National Survey of Families and Households. The models include controls for women’s wages, along with other variables representing competing demands on their time. Among married couples we explicitly represent the “competition” for residential space between a child’s mother and mother-in-law. The information necessary to identify the observations of interest— respondents with a living, unmarried older mother— is missing in most cases. We address this problem using a multiple imputation strategy. The results indicate that wages, income, and parental health are related to parent-child …
Public Spending On Income-Tested Social Welfare Programs For Investment And Consumption Purposes, Martha N. Ozawa
Public Spending On Income-Tested Social Welfare Programs For Investment And Consumption Purposes, Martha N. Ozawa
The Journal of Sociology & Social Welfare
The Clinton administration contends that public spending for investment should be increased, but public spending for consumption should be decreased. This article reports findings from a study that investigated the trend in public spending from 1975 to 1992 for social welfare programs that are targeted to low-income families and individuals. The study found that public spending for social welfare programs for investment purposes declined generally during that period and public spending for consumption purposes increased primarily because of the increase in medical benefits.
What We Know About Multifamily Mortgage Originations And Why We Care, Amy D. Crews, Robert M. Dunsky, James R. Follain
What We Know About Multifamily Mortgage Originations And Why We Care, Amy D. Crews, Robert M. Dunsky, James R. Follain
Center for Policy Research
The three publicly available data sets on multifamily mortgage originations are examined and compared in an attempt to resolve the more than $20 billion discrepancy between the published estimates of the size of the conventional conforming multifamily lending market. The data are from the Survey of Mortgage Lending Activity, the Home Mortgage Disclosure Act data, and the 1991 Residential Finance Survey. The analyses show that all three data sets have substantial weaknesses, and that the primary source of the differences in estimates is due to differences in the populations covered. The 1993 multifamily mortgage originations volume is estimated to be …

From Welfare State To Social Compacts: Welfare Transformation In Poland, David Stoesz, Mark W. Lusk
From Welfare State To Social Compacts: Welfare Transformation In Poland, David Stoesz, Mark W. Lusk
The Journal of Sociology & Social Welfare
Recent social, political, and economic development have strained the credibility of conventional constructs for organizing social welfare. In contrast to the "welfare state" construct that evolved during the industrial era, a "Social Compact" model is presented as more consonant with a postindustrial context. Features of the social compact are discussed, as well as its applicability to Poland.

Demographic Differences Between Sheltered Homeless Families And Housed Poor Families: Implications For Policy And Practice, Alice K. Johnson, Kay Young Mcchesney, Cynthia J. Rocha, William H. Butterfield
The Journal of Sociology & Social Welfare
This study compares homeless families with a representative sample of low income family households in St. Louis city and county to determine how they differ on key demographic variables. The research addresses methodological problems in prior research by comparing the findings of this study's random sample to the findings of four previous comparison studies. Findings from this study's random comparison sample are presented. Homeless families are significantly younger, never married, female-headed families of color. Housed and homeless families are not significantly different in the number of children or in the educational level of the head of household but housed families …
