Books
While the usual discussion about the poverty of the minimum financial security speaks, the authors ask what it could mean for to be living in a secure socio-cultural minimum. The fact is that poverty can be both "caused" by various forms of exclusion, as well as the socio-cultural exclusion promotes or "causes".

Monte Carlo Simulation In Environmental Risk Assessment--Science, Policy And Legal Issues, Susan R. Poulter
RISK: Health, Safety & Environment (1990-2002)
Dr. Poulter notes that agencies should anticipate judicial requirements for justification of Monte Carlo simulations and, meanwhile, should consider, e.g., whether their use will make risk assessment policy choices more opaque or apparent.

Urbanization In Sha Tin And Tuen Mun : Problems And Coping Strategies, Hong Kin Kwok, Shing Tak Chan
Centre for Public Policy Studies : CPPS Working Paper Series
This paper examines the urbanization experiences in two communities of Hong Kong, namely, Sha Tin and Tuen Mun. Owing to the comparative locations and infrastructure concerned, the development of Sha Tin is much faster and more effective than that of Tuen Mun. In this paper, governmental new town development planning, resident population change, internal migration, class and family composition, labour force participation as well as the pull-push factors in implementation of housing policies and in shifting of supporting networks will be discussed.

Defending Against The Non-State (Criminal) Soldier: Toward A Domestic Response Network, Robert J. Bunker
CGU Faculty Publications and Research
Increasingly, national security scholars recognize that the world in which we were born is passing away and, with it, many of the premises, conventions and structures of modern civilization. Research suggests that the transition into the post-modern era will usher in scientific, economic, social, political and military changes of a magnitude never before experience in American history. Equivalent in scale to the European Renaissance and the Dark Ages, this revolution in political and military affairs, offers both great potentials and dangers for the American public. One of the more fundamental challenges we ill face concerns the protection of citizens. Traditional …

Information Operations And The Conduct Of Land Warfare, Robert J. Bunker
CGU Faculty Publications and Research
This paper focuses on the implications of information operations (IO) on the U.S. Army's conduct of land warfare over the next decade. This transitional period from the experimental Force XXI to the digitized Army XXI offers many promises, potentials and even pitfalls for the world's predominant land power force. BG James M. Dubik, USA, has recognized this in his earlier Institute of Land Warfare paper Creating Combat Power for the 21st Century.

In Western history, cyclical patterns of weapons development are readily evident if one is willing to take the time to look. As we begin a great new cycle based upon non-lethal weapons, the prior cycle based upon firearms is worth highlighting because of the many valuable insights and lessons its provides.

Turnout And Partisanship In Tennessee Elections, Lillard E. Richardson Jr., Grant W. Neeley
Turnout And Partisanship In Tennessee Elections, Lillard E. Richardson Jr., Grant W. Neeley
Political Science Faculty Publications
To understand the forces shaping current Tennessee politics, we discuss two fundamental concepts of Tennessee's electoral system: voting turnout and partisanship. These two concepts are easily illustrated by two questions. First, how many people participate in elections in the state? Second, whom do Tennesseans elect to represent them? While we use a historical perspective to inform the analysis, we are generally more interested in the forces shaping politics in Tennessee today.
Nonlethal Weapons: A British Review, Robert J. Bunker
Nonlethal Weapons: A British Review, Robert J. Bunker
CGU Faculty Publications and Research
Hundreds of documents and articles have been published about nonlethal weapons (NLW) since the 1960s. However, few books had been published on the subject. As NLW significance becomes more recognized for the operational advantages they provide in the Western urban and "failed-state" settings, more books are appearing. Malcolm Dando's book A New Form of Warfare: The Rise of Nonlethal Weapons and Nick Lewer and Steven Schofield's book Nonlethal Weapons: A Fatal Attraction? Military Strategies and Technologies for 21st-Century Conflict are two of the first books to appear. All three authors are academics with ties to the fields of peace studies …

La Pine North: Two Futures, Deborah A. Howe, William A. Rabiega
Center for Urban Studies Publications and Reports
This paper provides a vision of how accommodating such high growth may affect one rural residential area of the county, La Pine North. It will first draw a profile of La Pine North as it exists currently. Then, two possible futures for that space and its residents will be depicted. These futures represent the minimal and the most radical responses to the present and intensifying problem of nitrate/nitrogen pollution of ground water in the area. The "Restricted Growth" scenario assumes that the only response to the pollution problem will be the requirement of sand filter septic systems for replacement and …

Differentiating Regulation Of Public And Private Institutions: A Preliminary Inquiry, Jonathan G.S. Koppell
Differentiating Regulation Of Public And Private Institutions: A Preliminary Inquiry, Jonathan G.S. Koppell
Publications from President Jonathan G.S. Koppell
Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. These profiles include information on the structure of the regulator, the intent of the regulation, the enforcement tools …

1996 Welfare Reform: Effects On Single-Parent Families In Rural Minnesota, Philip M. Kern
1996 Welfare Reform: Effects On Single-Parent Families In Rural Minnesota, Philip M. Kern
Honors Theses, 1963-2015
In 1996, historic legislation redirected and changed our national system of welfare, a structure that had been in place for over 60 years. Despite minor tinkering in various years since the 1960s, the distribution of welfare in this country for the most part has fallen under the same guidelines since its creation. However, the recent changes, at both the national and state levels, will have a profound impact on the lives of the most disadvantaged Americans. In this thesis, I will explain the 1996 national and state welfare reform laws and how they fail to provide the necessary solutions for …
