The Case For The Flail: Mechanical Landmine Clearance For The Humanitarian Application A Manufacturer's View, William E. Green
The Case For The Flail: Mechanical Landmine Clearance For The Humanitarian Application A Manufacturer's View, William E. Green
The Journal of Conventional Weapons Destruction
The basic requirement for a Mechanical Landmine Clearance System is to assist the overall humanitarian program to achieve effective and affordable landmine clearance while minimizing the risk to those involved. It is well understood that complete landmine clearing must involve a variety of tools. Experience has shown that the flail system, used together with other classical techniques, represents the most effective approach that present technology allows.

Map-Driven Platforms For Moving Sensors In Mine Fields, S.H. Salter, C.N.G. Gibson
The Journal of Conventional Weapons Destruction
This paper discusses two unconventional and complementary systems for sensor movement. The first platform is the Dervish, originally designed to bypass the problem of mine detection by deliberately rolling over them with mine-resistant wheels. The second uses carbon-fibre cables to set the position of a payload supported by a balloon. Some desirable features of a sensor platform might be as follows.

Signing on as Editor of the Journal of Mine Action has been an interesting experience. Getting an online and print publication up and running, from start to finish, has been intense. Conversations with individuals from all areas of the land mine community have been enlightening, engaging and thought provoking. Many of the contractors I had an opportunity to talk with expressed sincere dedication to landmine removal. They also expressed concern. Many spoke of the differences between policy and reality, between feasibility and research and the daunting task of a 99.6% clearance rate as dictated by the United Nations.

Reclaiming The Land: A Veteran Revisits Vietnam, J.S. Chadwck
The Journal of Conventional Weapons Destruction
When is a war really over? When the peace treaties are signed and the armies withdrawn? Or, when ordnance left over from the fighting is no longer killing people? If the answer to the last question is yes, then the Vietnam War is still going on. In Vietnam today people are being killed, or wounded on a daily basis by ordnance left behind by a conflict that should have ended 24 years ago. Most of those people are children. Throughout the Vietnamese countryside there are tens of thousands of pieces of unexploded ordnance (UXO). These UXO run the gamut from …

Performance Report -The Minebreaker 2000, Thorsten Peter
The Journal of Conventional Weapons Destruction
At the end of 1995 a decision was taken within the Diehl Group to create technologies for humanitarian demining. A starting point for these considerations was the German government's firm political intention to make a significant contribution to combating the landmine plague and in particular - as one of the world's leading industrialized countries - to provide technology on an industrial scale for this purpose. The company Flensburger Fahrzeugbau GeselIschaft mbH (FFG) was commissioned to implement the project.

Thorsten Peter, of Flensburger Fahrzeugbau Gesellscaft, manufacturers of the MINEBREAKER 2000 offers insight into the challenges of mechanical landmine clearance. "Humanitarian demining has to be accelerated. We can't go on at the pace we are presently going. It will simply take too long." -Mr. Thorsten Peter.

The development of mechanical mine clearance systems has been a long and protracted affair. It is generally accepted that no single machine can solve all mine problems, and if such a machine were to be developed, its size would probably prohibit it from being of practical use in the field.

The United Nations Association of the United States (UNA-USA) officially launched Adopt-A- Minefield in 1998, in partnership with the Humpty Dumpty Institute (HDI). It was at that time that Adopt-A-Minefield received the first list of minefields available for adoption from the United Nations. This summer they will launch a comprehensive website on landmines and Adopt-A-Minefield at www.landmines.org. This extensive website will contain mine information, corresponding links; mine afflicted community profiles, maps, children's information, and more.

The Journal of Conventional Weapons Destruction
One of those wonderful little anecdotes in the mine action community that everyone quotes and misquotes allegedly came from a 13-year old school girl in Halifax, Nova Scotia. When hearing of the technical challenges in locating and destroying antipersonnel mines she asked, "Why is it that we can run a mechanized shoe box around the surface of Mars but can't seem to locate a dangerous tin can just a few centimeters below the surface of the earth?" Out of the mouths of babes...

Magnetic Fragment Collection, James Trevelyan
The Journal of Conventional Weapons Destruction
In a typical manual mine clearance operation, deminers often spend nearly all of their time finding metal fragments in the search for anti-personnel mines. Often there is too much metal to be able to use metal detectors: then the deminers have to probe an entire minefield by hand, every 25 - 50 mm apart, or even dig through thousands of square metres of ground by hand.

An Analysis Of Implementation Issues Relating To Chip Cost-Sharing Provisions For Certain Targeted Low Income Children, Sara J. Rosenbaum, Anne Rossier Markus, Dylan Roby
Health Policy and Management Issue Briefs
This analysis, prepared for the Health Care Financing Administration and the Health Resources and Services Administration, examines issues that arise under laws designed to avert excessive cost-sharing in the case of low income families whose children participate in the State Children’s Health Insurance Program (CHIP). High cost-sharing has been shown to significantly affect children’s participation in insurance programs, as well as their utilization of health services. As a result, the Federal CHIP legislation, while permitting cost-sharing under certain circumstances, also places limitations on the total amount of cost-sharing to which families can be exposed for services covered by State CHIP …

IIMB Management Review
Let the market resolve it' is India's new mantra, ever since globalisation and liberalisation ushered in a new economy, and with it, a new philosophy. Our bureaucrats have shifted from the jargon of doctrinaire socialism to the far more glamorous jargon of the bornagain capitalist. But is the market really as omniscient and just as we have begun to believe it is? The market has operated for most of this century in a world where poverty, hunger, disease and need are endemic; a world poised on the precipice of war, civil disorder and anarchy. America's Changing Attitudes Toward Welfare And Welfare Recipients, 1938-1995, Laurie Macleod, Darrel Montero, Alan Speer
The Journal of Sociology & Social Welfare
This paper examines American national public opinion on welfare, welfare recipients, and the government's role in welfare programs. The data were gathered from published public opinion polls of national samples of adults taken between 1938 and 1995. The findings indicate that public opinion has remained relatively stable over this 57-year period, with the majority of Americans believing that the government has a responsibility to help those in need. At the same time, the majority of those polled believed that the government spends too much on welfare. The findings also show that the public is in favor of reducing income differences …

Social Security And The Incremental Privatization Of Retirement Income, Neung-Hoo Park, Neil Gilbert
The Journal of Sociology & Social Welfare
This study examines the process of "incremental privatization" of retirement income--a slow decline in the proportion of retirement income from Social Security relative to retirement income derived from employerprovided pensions (private and government) and IRA-type Accounts. The findings reveal that since the mid 1970s the elderly in the bottom 40% of the income distribution experienced a minimal increase in retirement income from pensions other than Social Security, while those in the upper ranges showed steady gains in income from private sources. This trend is accompanied by increasing inequality in the ratio of retirement income of those in the lower quintiles …

The primary cause of this accident is listed as a "Management/control inadequacy" because the system of sending out Level 1 survey teams without protection is inherently and obviously dangerous. To expect the surveyors to always be able to correctly assess an area prior to entering it implies a lack of knowledge and/or thought on the part of those who devised the system. The parameters of survey seem to have been confused, with inadequate SOPs and the surveyors having no clear idea of the limitations of their work. With the work ill defined, the training cannot have been appropriate, so the …
Globalization, Stateless Capitalism, And The International Political Economy Of Tonga’S Satellite Venture, Anthony Van Fossen
Globalization, Stateless Capitalism, And The International Political Economy Of Tonga’S Satellite Venture, Anthony Van Fossen
Pacific Studies
Globalization has led some Pacific Islands countries into ventures that use their sovereignty to advance private interests against regulation by metropolitan states. Tongasat, Tonga’s innovative satellite enterprise, is one such recent initiative in “stateless” capitalism that has deep structural similarities with flags of convenience and offshore tax havens. The microstate has claimed a disproportionate percentage of geostationary slots and succeeded in filling a number of them. Tongasat’s emergence is analyzed in terms of the contemporary world-system, declining U.S. hegemony over the global satellite regime (creating opportunities for independent entrepreneurs), and the end of the cold war (making inexpensive Russian satellites …
The Role Of Access In Evaluating Distance Learning Program Effectiveness, Carole A. Richardson
The Role Of Access In Evaluating Distance Learning Program Effectiveness, Carole A. Richardson
Dissertations
Distance learning technologies are increasingly used within public post-secondary institutions as a way to deliver courses to students remote from the home campus. Many proponents of distance learning argue that its use provides a method for reaching the educationally undeserved, i.e., those who lack access to higher education. If a distance learning program decreases access barriers, then it is congruent with traditional American values of providing universal access to education to all citizens. Distance learning program evaluation strategies, therefore, need to include a means of measuring the extent to which access goals are met.

This is the final report of the Lloyd District transportation management program and the subsequent survey.
During the one year that had elapsed between the implementation of the Lloyd District transportation and management programs and the survey information collected in this study, the drive alone mode for the trip to work by employees in the Lloyd District had decreased by 7 percent. For the District as a whole, the drive alone commute share is about 56 percent. These are remarkable achievements.
Development And The Environment: A Case Study About The First Attempted Creation Of A Texas Coastal Conservation District, Rene De La Rosa
Development And The Environment: A Case Study About The First Attempted Creation Of A Texas Coastal Conservation District, Rene De La Rosa
Theses and Dissertations - UTB/UTPA
In 1991, the American General Insurance Corporation desired to create a $2.5 billion ``ecotourism'' resort in Willacy County, Texas. Unfortunately, the land the Corporation owned was located within the Coastal Barrier Resource System which does not allow federal flood insurance for any construction in the area due to it's proximity to ``Hurricane Alley''. American General's plan to build hinged on a three-pronged attack at the federal, state, and county levels. At the federal level, AG was shut out except for some minor concessions. At the county level, a municipal utility district (MUD) was established to help with building the infrastructure …

Globalisation And Singaporean Transmigration: Re-Imagining And Negotiating National Identity, Lily Kong
Research Collection School of Social Sciences
Within the context of globalisation that confronts the world today, I aim in this paper to illustrate one particular state's attempts at constructing a 'nation' amidst efforts to encourage its citizens to globalise, actions which are ostensibly, or at least, potentially, contradictory; and to analyse how these citizens who became transmigrants construct and negotiate their sense of 'nation' and national identity. Specifically, my empirical questions centre on Singaporean transmigrants working in China. I ask the following questions. What happens to the sense of national identity among Singaporeans and their relationship with the 'nation' when confronted with transnational conditions? What are …

Space, Culture And Power: New Identities In Globalizing Cities By AyşE ÖNcü; And Petra Weyland, Lily Kong
Research Collection School of Social Sciences
The book is tantalizingly titled, promising to draw together between the covers of a single volume empirical analyses of several key notions, namely, space, culture, power, identity and globalization. It is attractive precisely for its empirical orientation, especially towards several cities that do not often enter the English language literature, particularly Istanbul, Cairo and the former East German cities. Concerned with globalization and localization, the book has a particular emphasis on social and cultural dimensions while situating the discussions within the larger networks and circuits of global trade and finance.
Social Work And Downsizing: Theoretical Implications And Strategic Responses, Samuel J. Rosenberg
Social Work And Downsizing: Theoretical Implications And Strategic Responses, Samuel J. Rosenberg
The Journal of Sociology & Social Welfare
The economic, political and social changes of the past 25 years have undermined most working American's assumptions about job security. Large segments of the population now find their jobs threatened by "downsizing" -which results from the reduction of staff by employers, usually for economic reasons. Downsized individuals typically experience personal and familial crises of major magnitude, and have increasingly been turning to social workers for assistance. Social workers, however-who have had relatively little experience delivering services to this clientele--are themselves being threatened by downsizing. Given this situation, the present study assesses-through interviews and participant observation-(a) how social workers are conceptualizing …
