This report discusses and explores a series of scenarios regarding the end of the Russo-Ukrainian war, which began in February 2022. The three scenarios are a continued stalemate, where neither side gains an upper hand in the conflict, a Ukrainian victory, and a Russian victory. Each scenario also explores several factors that could impact their likelihood, including international support, battlefield prowess, etc. This paper aims to provide readers with the necessary context to understand the situation in Ukraine and the likely outcomes of the conflict. Throughout the United States, there are hundreds of metropolitan areas. For myriad reasons, the number of local governments within each metropolitan area varies. Some scholars argue that having too many local governments leads to inefficiencies and inequities for the metropolitan area as a whole and for its central city in particular (e.g., Wood, 1958; Dreier et al., 2014). Others maintain the opposite. They contend that having more local governments leads to greater competition between municipalities for citizens and businesses. Representation in education has been studied for decades by experts and scholarly researchers. Most researchers utilized the bureaucratic representation framework to analyze the impact of representation in education and the public sector. The framework incorporates three levels that are examined through a standard analysis referred to as street, managerial, and political (elected officials). I conducted a cross-sectional analysis to assess the impact of representation on students’ educational outcomes across the 32 school districts located in Wayne County, Michigan. In June of 2022, the United States Congress passed the Bipartisan Safer Communities Act (BSCA) after nearly 30 years of inaction. This dissertation analyzes why after decades of status quo maintenance (lack of gun control action), Congress decided to act following the shooting at Robb Elementary in Uvalde Texas. This research uses hypotheses generated from Punctuated Equilibrium Theory (PET) to compare six different mass shootings to examine what set the Uvalde shooting apart from other similar shooting within the last 15 years. Antibiotic resistance (AR) has become a critical global health crisis, threatening the efficacy of antibiotics and increasing healthcare costs, morbidity, and mortality. The One Health approach, which emphasizes the interconnectedness of human, animal, and environmental health, is increasingly recognized as an essential framework for addressing the complex drivers of AR. This review explores the mechanisms of resistance, such as genetic mutations, horizontal gene transfer, and biofilm formation, along with contributing factors such as the overuse of antibiotics in healthcare and agriculture. Policy incentives can significantly boost private sector investment in climate change adaptation, especially in developing countries. Leveraging private sector resources, including human capital, financial assets, and technological innovations, is crucial for enhancing adaptation efforts. However, many private entities are reluctant to invest due to the perceived business risks associated with climate change. This hesitancy increases vulnerability in developing nations. This study examines the private sector's views in Ghana on policy incentives for climate adaptation investments and the barriers impeding their involvement. This literature review examines the intersection of political partisanship and public health responses during pandemics, with a focus on the COVID-19 pandemic in the United States. Historically, pandemics such as the Venetian plague (1575-1577) and the Great Plague of London (1665-1666) have elicited responses driven by socioeconomic and health factors. In contrast, the COVID-19 pandemic in the U.S. was distinctly shaped by pre-existing political affiliations, particularly between conservative and liberal factions. Applying Social Identity Theory (SIT), this review explores how group identity and partisanship influenced pandemic-related behaviors and attitudes. The digital divide remains a persistent barrier to civic participation and social inclusion in urban America, particularly in historically underserved communities. This mixed-methods study investigates how digital lack of access affects civic engagement, social capital, and community cohesion in U.S. cities, with a focus on Chicago’s South Side, Harlem New York, St. Louis, and Orlando. Drawing on quantitative data from recent surveys and qualitative insights from peer-reviewed literature, the research applies four sociological frameworks, Urban Sociology, Social Capital Theory, Critical Race Theory, and Symbolic Interactionism. This study examines how financial crime enforcement decisions are socially constructed through a qualitative content analysis of news articles and government communications pertaining to two specific cases: the Enron scandal of 2001 and the subprime mortgage crisis of 2008. The study was guided by a theoretical framework that utilizes Barak’s (2017) theory of state-routinized crime control. The rigorous analysis of 394 news articles and government communication documents revealed that the media and the state rarely framed the subprime mortgage crisis as a criminal issue. This dissertation examines how exposure to social media and internet news videos depicting police misconduct influences college students' perceptions of campus police legitimacy, procedural justice, and willingness to cooperate. Although prior research has demonstrated the impact of media portrayals on perceptions of municipal police, limited attention has been given to campus policing contexts. Guided by Tyler’s process-based theory of police legitimacy and Gerbner’s cultivation theory, this quantitative study surveyed 400 students at a large public university in the Southeastern Mid-Atlantic region. This dissertation examines public administration leaders’ perceptions within the executive branch of the state government studied to determine if the components of radical candor, care personally and challenge directly, are associated with the sense of belonging in a public administration setting. Questions from surveys conducted by the state government studied were used to create the variables analyzed in this study. To the researcher’s knowledge, this is the first study to apply components from the Radical Candor® Framework to determine a relationship with sense of belonging in a public administration setting.

This study examines the impact of social media on the polarization of opinions regarding the Israel-Hamas war, particularly among U.S. college students. Following the outbreak of the war in October 2023, social media platforms such as Facebook, Instagram, X, and TikTok have facilitated the spread of highly partisan narratives, fueling ideological divides. This thesis examines how large-scale animal agriculture operations exercise disproportionate political influence to shape regulatory policy in their favor, often at the expense of environmental protection and public health. Through analysis of concentrated animal feeding operations (CAFOs), this study demonstrates how the animal agribusiness industry has systematically captured regulatory processes at federal, state, and local levels. The research traces industrial animal agriculture's development in the 21st century and its environmental consequences. In 2020, Oregon voters approved Measure 110, a groundbreaking policy that decriminalized possession of small quantities of controlled substances and redirected cannabis tax revenues to treatment and recovery centers. This article examines the passage, implementation, and rollback of Measure 110 with HB 4002, enacted in 2024. Drawing on state audits, legislative records, and public health data to contextualize Measure 110 within broader debates on public health, criminal justice reform, and policy-making, Albertson analyzes the progressive policy’s aspirational, reform-minded goals and the practical shortcomings in its enactment. As of 2024, Virginia’s Central Region continues to produce one of the highest rates of foster care emancipations in the state, despite having minimal infrastructure to support young adults transitioning out of care. Each year, dozens of foster youth in the region age out of the system without reunification, adoption, or other forms of permanency, disproportionately entering adulthood without the stability of housing, employment, or accessible services. Although permanent supportive housing (PSH) has emerged as a nationally validated model for housing and service integration, few PSH developments in Virginia are designed specifically for aged-out foster youth or their families.

This thesis explores how government and private funding structures and policy criteria influence community-based organizations (CBOs) engaged in urban greening projects, focusing on Southside Richmond, Virginia through a case study of a local CBO. Using a multi-method approach including document analysis, secondary data review, and autoethnographic reflection, the research suggests a gap between visibility and influence for CBOs, showing that their decision-making authority often varies while they are publicly recognized. Measuring flame, air, and soil temperatures during wildland fires, including wildfires and controlled burns in land management contexts, is crucial for research and applications in fire ecology, safety, and management in a wide array of ecosystems, from grasslands to forests. However, open-source and commercial systems are needed for measuring and logging flame and air temperatures that are user-friendly, economical, modular, and customizable. This paper details the design, development, and validation of the FireLog system. Book banning and censorship in school libraries remain a significant barrier to intellectual freedom. Drawing on ten years of experience as a Texas school librarian, this opinion article highlights how district policies and grievance procedures empower individuals to exclude books representing marginalized identities, particularly queer and Black experiences. Using Critical Race Theory (CRT), specifically the tenets of whiteness as property and counter storytelling, the article explains how these policies uphold white privilege and dominant narratives while silencing counter-stories that validate diverse student identities. Previous research has outlined trans histories within the United States and Europe, illustrating historic transphobia, oppression and the origins of gender identity clinics. This type of historical literature is limited in the Canadian context, with more contemporary research demonstrating that trans people experience significant barriers to accessing healthcare, aversive health outcomes, and high rates of discrimination. Trans activists and advocates have always been and continue to resist these oppressive systems and have worked to improve the social and physical wellbeing of trans people in Canada.
