This study aimed to understand how Collaborative Governance processes have been used to promote farmland ownership among racial minorities in Maryland. The ownership of farmland within the state of Maryland has been influenced by historical, political, and social dynamics, specifically those pertaining to racial and cultural minorities. The study attempted to gain clarity on this topic by incorporating a mixed-methods research methodology that included narrative interviews and an online survey. Over 200 potential participants were identified using internet-based sourcing, including personal websites, social media pages, and farming-related publications. The United States (U.S.) Department of Defense's (DoD) Defense POW/MIA Accounting Agency (DPAA) is the largest skeletal identification laboratory in the world and receives several hundred cases per year for identification related to Missing-in- Action (MIA) U.S. service members. While there are various sources for these accessions, by far the largest source is through unilateral or bilateral (done in cooperation with another governmental entity or nongovernmental organization) as well as public-private partnership excavations. The image attributes of sports star athletes demonstrate positive effects on sports fans' psychological factors. In the context of golf, fans are also influenced by the players they support, experiencing a range of emotions. Therefore, this study aimed to examine the effects of the image attributes of golf star athletes—supported by adult amateur golfers—on the desire for sports participation and the intention to continue. Survey researchers testing the effectiveness of arguments for or against policies traditionally employ between-subjects designs. In doing so, they lose statistical power and the ability to precisely estimate public attitudes. We explore the efficacy of an approach often used to address these limitations: the repeated measures within-subjects (RMWS) design. This study tests the competing hypotheses that (1) the RMWS will yield smaller effects due to respondents' desire to maintain consistency (the “opinion anchor” hypothesis), and (2) the RMWS will yield larger effects because the researcher provides respondents with the opportunity to update their attitudes (the “opportunity to revise” hypothesis). Discussions about artificial intelligence (AI) are gaining prominence in the recent revival of “cold war” narratives comparing US-China relations today to the historical rivalry between the US and the Soviet Union. Drawing on a review of existing academic and policy literature engaging with the “AI cold war” narrative, this paper examines how the narrative is justified, and numerous ways that it can be challenged. It finds that the framing is largely driven by the securitisation of AI, as state actors and policy pundits view AI innovations’ dual-use capabilities as key to national security and ideological competition. The Arts And Student Engagement: Correlational Insights For School Accountability Of Low Income, English Learners, And Foster Youth, Paul Treesuwan

This quantitative study examined the relationship between students’ engagement in the arts and their engagement in both academic classes and the broader school community within a diverse, urban, public charter high school. Using survey data from 251 students in grades 9–12, analyses explored whether arts engagement was associated with academic and school-community engagement and whether these relationships differed across English Learner (EL), low-income (F/R), and foster-youth subgroups. Results revealed that arts engagement was moderately and positively correlated with both academic engagement and school-community engagement confirming consistent cross-domain associations. Since the return of abortion policy to the states following Dobbs v. Jackson Women’s Health Organization (2022), sixteen states have considered ballot measures addressing core questions of abortion access. Distinct from pre-2022 initiatives, these recent measures present binary choices on issues such as viability-based access, six-week bans, and the existence or repudiation of a right to abortion in state constitutions. Although existing scholarship generally frames initiatives and referendums as mechanisms that enhance congruence between public opinion and policy outcomes, this focus overlooks the broader effects of direct democratic processes on voters. This thesis investigates how rural identity, environmental values, and place-based resentment interact to shape support for land use regulation in rural New England. Despite their vulnerability to climate change, rural communities often resist renewable energy development—a pattern commonly attributed to economic concerns or NIMBYism. Using an original survey of over 1,400 New England residents, this study tests six hypotheses through multivariate regression and subgroup analysis. Findings confirm that environmental identity is a strong predictor of support for land use regulation; however, this effect diminishes significantly among rural respondents. The reliance on private automobiles and commercial air travel for routes that can be served by high-speed rail is a uniquely American phenomenon. From Colony To Classroom: British Rule And Contemporary Educational Outcomes In India, Yashvita Shukla

This study analyzes the modern day legacy of British colonial ruling structures on Indian educational outcomes. In directly ruled areas, the British retained total control, while Indian princes in indirectly ruled areas had administrative agency. I find that directly ruled districts have higher literate population shares across both genders over three census years, but no significant difference by 2011 in primary, secondary, and tertiary education, controlling for colonial geographic conditions. Gender-disaggregated results generally find stronger colonial effects for women than men. The Point-in-Time (PIT) Count is a census of people experiencing both sheltered and unsheltered homelessness on a single night in January. The federal government requires this at least every other year as a condition of funding it distributes to Continuums of Care (CoCs), networks of government agencies and service providers that manage homelessness services and funding in specific regions. The unsheltered PIT Count is only required during odd-numbered years. Because of the cost and complexity involved, not all CoCs conduct an unsheltered count in even-numbered years. Communities throughout the nation use the Community Emergency Response Team (CERT) program to supplement the disaster response after hazard events as well as help build a culture of preparedness. Currently, practitioners and academics have limited knowledge about how CERTs promote enhanced preparedness postures. This qualitative study investigated the experiences and perceptions of caregivers for individuals with Parkinson's disease (PD) in rural versus urban settings, with particular emphasis on their access to and utilization of community resources. Through semi-structured interviews with 30 caregivers, the research explored how geographical location impacts caregiving challenges, support systems, and resource accessibility. Using Andersen's Behavioral Model of Health Services Use as a theoretical framework, the study revealed both universal caregiving challenges and location-specific barriers. While all caregivers reported significant emotional burden and healthcare system navigation difficulties, rural caregivers faced distinct challenges related to resource accessibility and specialized care availability. …

How performance informs budgeting and budgets is contentious and unclear. Applying punctuated equilibrium theory, this research seeks to understand if performance information once placed on the media and macropolitical agendas can lead to long term budgetary shifts. This research highlights how the accumulation of performance information punctuated the funding scheme and created a new equilibrium over time.

Low-lying deltas worldwide are extremely vulnerable to sea-level rise. As the risks of climate-induced flooding become increasingly clear, the thirst for infrastructure-driven adaptation increases. This highlights a patent need to understand the impacts of engineering adaptation solutions, especially those targeting built structures such as dykes and sluices, on farmers from a bottom-up, farmer-centred perspective. The study addresses this call by examining cases where dyke policies, while successful in some dimensions, have undermined small-scale farmer livelihoods in Ca Mau ― Vietnam’s southernmost rural province. The Officers’ Union of International Seamen (OUIS) commissioned the World Maritime University (WMU) to conduct the Work & Health Balance at Sea (WHEAB) project to examine some dimensions of seafarers’ working lives.

Building on exploratory interviews, a survey was designed and administered. The current report presents findings on work patterns (onboard and home periods), working hours, work-related stress, safety management system, shore leave, mental well-being, and career intention.

The survey gathered responses from 4,372 seafarers, mainly from India (n=1,098; 25.1%), the Philippines (n=690; 15.8%), the United States (U.S.) (n=501; 11.5%), and other worldwide regions (n=2,083; 47.6%). The overrepresentation of U.S. …

Shore leave for seafarers is generally accepted as a custom, if not a right, essential for well- being and pressure relief from the responsibilities of life on board. However, it is clear that the ability of seafarers to take shore leave has been seriously eroded and may even be facing extinction.

The combination of workload on board and limited time in port make it virtually impossible for seafarers to make time for shore leave. Commercial pressures have increased, and there is a serious risk that facilities available for seafarers will decline due to a lack of demand.

Using mixed methods, I assess the factors that contribute to the underreporting of sex harassment in elementary and secondary educational environments. I first use regional Title IX data to assess the impacts of Title IX resource access on several indicator variables, finding a positive impact on allegations and discipline cases when a harassment/bullying policy was made available online. Performance audits have become increasingly important across the world. Scholars know that a variety of practices are incorporated within performance audits and have mapped this diversity. However, few quantitative studies examine performance auditing as a practice. This study fills that gap. By analyzing the published performance audit documentation of the UK National Audit Office (NAO), the study explores the influences of governmental change and crises behind changes in a supreme audit institution's performance audit.
