Cost Comparison Of Congregate, Motel, And Village-Type Shelters For People Experiencing Homelessness, Jacen Greene, Todd Ferry, Emily Leickly, Franklin H. Spurbeck
Homelessness Research & Action Collaborative Publications and Presentations
Village and motel shelters exemplify the expanding field of “alternative” shelters for people experiencing homelessness, largely defined in contrast to “traditional” congregate shelters. Little research compares the financial costs of alternative and traditional shelter models. The research team analyzed cost data for 13 alternative shelters (six villages and seven motel shelters) and nine traditional congregate shelters in Portland, Oregon. Costs were assessed per “unit” (i.e. shelter bed or motel room) to account for differences in shelter sizes. Village shelters had the highest per-unit set-up costs ($99,630), followed by motel shelters ($88,462), while congregate shelters had the lowest ($43,692). Congregate shelters …

After experiencing the COVID-19 pandemic, social unrest, and the migration wave in the post-2019 era, Hong Kong has undergone a rapid change in its social context. This study explores the complexity in the trade-offs between military expenditure, healthcare expenditure, and GDP growth across select Asian nations and major weapon-exporting countries, examining how nations allocate finite resources between national security and human well-being over the past two decades. Using a systems science approach, the research integrates Granger causality testing to analyze temporal and directional relationships among GDP growth, military expenditure, and healthcare expenditure, uncovering their dynamic interdependencies. The methodology includes trend and slope analysis, Granger causality testing, outlier detection, and clustering to identify heterogeneity in resource allocation strategies. An effective fight against climate change requires both a “top-down” approach and “bottom-up” changes; that is, adopting sustainable practices at the individual and household levels, which requires knowledge, belief, and willingness to engage in climate action. Extant research has shown a number of challenges in bringing about persistent changes in human behavior. We propose to bring about mindful energy consumption behavior at the household level by using children as the conduit for behavior change. Insufficient investment by the private sector, especially in manufacturing, has been a major cause of worry for policy makers in India. Not only does such underinvestment affect macroeconomic growth negatively, but it also affects job creation adversely which is a serious concern for a country like India with a growing working age population. This paper studies the impact of economic policy uncertainty on underinvestment by Indian manufacturing firms. Economic policy uncertainty is found to encourage underinvestment by Indian firms significantly, but the relationship is not linear. The Jeepney Modernization Program involves the replacement of traditional jeepneys with more efficient alternatives, including modern enclosed electric vehicles, alongside operational improvements to the public transportation system. This study aims to assess the environmental, health and socio-economic factors impacting drivers’ willingness to shift to e-jeepneys. Feedback-Guided Analysis was used as a framework for designing an interdisciplinary approach towards understanding the decision-making paradigms of drivers plying a specific route in Quezon City, Metro Manila. Accessibility disclosure is a core principle of the Project IRIS Best Practice Framework. This instructional resource-- Accessibility Disclosure Statements: Best Practices for Documenting Inclusive Web-Based Research Design-introduces options for reporting accessible web-based research design efforts in scholarly and professional publications. The three forms of accessibility disclosure statements are introduced: summary statements, reports of analysis--both general and specific-, and detailed process descriptions. Each of these strategies including terms, conceptual definitions, and examples are provided. The instructional resource may be of interest to undergraduate and graduate course instructors teaching research methods courses in a variety of social science disciplines.

This study examines housing affordability in United States Combined Statistical Areas (CSAs) and counties from 2010 to 2020, using American Community Survey and Building Permits Survey data. It evaluates theoretical frameworks from George Galster and Kwan Ok Lee. Using a multiscalar approach, affordability is assessed through a costs-over-income ratio, incorporating both supply- and demand-side factors. A novel contribution is the integration of elder dependency rates, which limit housing turnover and exacerbate supply constraints. Findings indicate that rising full homeownership—particularly among older households—has reduced tenure mobility. The study also shows that CSAs offer a stronger analytical resolution than counties. Design thinking is a human-centered design framework which combines the considerations of feasibility, viability, and deep human empathy. This framework can be applied within the tourism and experience industry, specifically during the brand repositioning of a tourist destination. This report is an exploration of literature and frameworks for local community-driven funding strategies to improve Maine’s public health outcomes. The authors present a number of community-led funding theories such as place-based funding models and participatory grant making, examine lessons learned from recent public health events, and discuss reflections from interviews with key stakeholders. The report looks at examples of community-led models and makes recommendations for next steps such as improving collaborative relationships, strengthening peer-to-peer networks, expanding availability of flexible funding that includes backbone support, and conducting a cost-benefit analysis of collaborative community health capacity investment options.

This integration is an ongoing effort to ensure that both work together with minimal conflicts. This study follows a 2022 evaluation report UMass Boston researchers conducted for MART of a pilot program whose measurable aims were to demonstrate (pre/post) an increase in ridership, destinations, trips provided, and shared rides coordinated across the participating COAs. The pilot with four participating COAs was ambitious and while the results indicated some early successes (rider satisfaction), more areas for improvement were noted (software and transition to the use of digital technology). Transit Signal Priority is an intelligent transportation system strategy introduced to enhance the operational efficiency of public transit. The operations of TSP adjust the existing traffic signal timing plan to give preferential treatment to buses, streetcars, or other transit vehicles. Using rapid expansion of the Beijing subway from 2000 to 2018, we analyze its impact on collaborative matches in innovations. We find that an hour reduction in travel time between a pair of locations in Beijing brought 14.85% to 37.69% increase in collaborated patents. Far-apart location pairs were more affected, and the local average causal response is approximately 34.92% to 82.29%. The effect is mainly driven by increased matches among highly productive innovators. The entry of new innovators, relocation of existing innovators, and collaborations among low-productive innovators also contribute to the increase in collaborative matches, especially in the long run.

Pacific Islands under U.S. jurisdiction are highly vulnerable to natural disasters, yet many lack the infrastructure to effectively respond and recover. Clear communication during and after such events is critical for evacuation, hazard awareness, and first responders’ coordination. This research explores a simulation-based approach using Bluetooth communication to relay messages across Guam, assessing its efficiency through statistical analysis. By examining regional differences and geographic impacts on Bluetooth messaging, the study aims to identify key factors that enhance peer-to-peer communication for timely and effective disaster response.

Turbo roundabouts are multilane roundabouts with helical pavement markings and raised structures. While they have seen widespread use in Europe, California is only the second state in the U.S. (after Florida) to have installed a turbo roundabout. Turbo roundabouts separate the ingress and circulating roadways. The concept was proposed and implemented in the Netherlands to mitigate congestion by improving traffic flow efficiency and addressing safety concerns on conventional multilane roundabouts. In 2022, 7,522 pedestrians and 1,084 bicyclists were killed and approximately 67,000 pedestrians and 46,195 bicyclists injured in motor vehicle crashes on public roadways in the United States, according to the Insurance Institute for Highway Safety (IIHS). The transportation industry is faced with a pressing need to bolster the safety of these vulnerable road users. Breaking Up Male-Dominated Collusive Arrangements: Women's Representation In Bureaucracy And Corruption, Beomgeun Cho, Heeun Kim

We investigate the impact of women's representation in bureaucracy on corruption. In this study, we demonstrate how women bureaucrats' experiences in male-dominated workplaces contribute to curbing corruption. To do this, we investigate three dimensions of women's representation (average share, average rank, and hierarchical dispersion) in South Korean regional governments. Empirical evidence shows that the higher women bureaucrats are ranked, the more bureaucrats are disciplined against misbehaviors and the lower the corruption risks are in public procurement. The findings imply that having women bureaucrats at higher ranks reduces corruption risks because they disrupt male-dominated collusive arrangements and abide by ethical standards …

Given the need for enforceable guardrails for artificial intelligence (AI) that protect the public and allow for innovation, the U.S. Government recently issued a Blueprint for an AI Bill of Rights which outlines five principles of safe AI design, use, and implementation. One in particular, the right to notice and explanation, requires accurately informing the public about the use of AI that impacts them in ways that are easy to understand. Yet, in the healthcare setting, it is unclear what goal the right to notice and explanation serves, and the moral importance of patient-level disclosure. We propose three normative functions …
