Flooding: Risk Assessment And Its Interaction With Population & Environmental Health, Shivendra Srivastava
Flooding: Risk Assessment And Its Interaction With Population & Environmental Health, Shivendra Srivastava
Dissertations and Doctoral Documents, University of Nebraska-Lincoln, 2023–
Flood events have significant implications for both population and environmental health. This dissertation aims to explore flood risk and its interaction with humans and the environment. The key questions addressed in this dissertation include improving the existing flood risk framework to better assess population vulnerability and associated risk. Additionally, it explores how interactions among risk components vary across spatial scales and regions, and how these variations influence overall flood risk. The dissertation also investigates how to design a vulnerability component specific to flooding within flood risk estimation. Finally, it answers whether flood-specific vulnerability differs for a population compared to vulnerability …
Application Of Distributed Fiber Optic Sensing (Dfos) For Monitoring Asphalt Pavement Strains Under Accelerated Loading Conditions, Sebastian Morales
Application Of Distributed Fiber Optic Sensing (Dfos) For Monitoring Asphalt Pavement Strains Under Accelerated Loading Conditions, Sebastian Morales
Open Access Theses & Dissertations
This thesis presents a study on the application of Distributed Fiber Optic Sensing (DFOS) technology for detecting pavement's strain response with high spatial resolution. Using a Rayleigh-based optical frequency domain reflectometry (OFDR) system, DFOS sensors were calibrated and embedded in full-scale asphalt slabs subjected to accelerated loading using a Model Mobile Load Simulator 3 (MMLS3). Calibration of the DFOS sensors was conducted using a three-point bending flexural test with known load conditions and reference strain gauges to validate theoretical and numerical models. The results demonstrate DFOS's capability to detect pavement response under static and dynamic loading, as well as changes …

Readiness Of Universitas Indonesia To Be An Inclusive Campus For People With Disabilities, Dumilah Ayuningtyas, Tri Auri Putri Ayuningtyas, Anita Pebrina Lubis, Anindya Naila Sabahat, Ratih Oktarina, Afaf Jauhar
Masyarakat: Jurnal Sosiologi
Ensuring equal education rights remains a challenge in Indonesia, despite constitutional mandates and the global commitment to “no one left behind.” The Disability Participation Rate remains low; in 2023, only 21.03% of individuals aged 19–23 were included. This reflects, among other factors, the limited preparedness of educational institutions. This study evaluates Universitas Indonesia’s readiness to develop inclusive education for persons with physical, sensory, mental, and intellectual disabilities. Using the capability approach, it assesses whether institutional resources can be translated into capability-enhancing conditions for students with disabilities. The study draws on literature review, targeted document searches, SWOT analysis, IFE-EFE matrices, and …
Exploring Commuter Cyclists' Experiences Commuting In And Around Clemson University, Trevor S. Romans
Exploring Commuter Cyclists' Experiences Commuting In And Around Clemson University, Trevor S. Romans
All Theses
Climate change is a global issue, and high rates of automobile usage contribute to substantial social, environmental, and economic issues. One potential partial solution is creating bicycle-friendly communities. Research suggests that bicycle use leads to benefits in physical health, environmental sustainability, economic savings, and social justice. Research supports the roles of infrastructure development, safety policies, and other transportation planning initiatives in increasing bicycling, but less research has been completed about what is needed to develop bicycle-friendly communities. While physical infrastructure affects willingness to commute by bicycle, research suggests that understanding psychological factors and other behavioral aspects is also important for …
Promoting Understanding Of Soft Power Theory : A Case Study Of Confucius Institutes Along The Belt And Road, Dan Yang
Lingnan Theses (Doctoral degree)
This dissertation explores the function of Confucius Institutes (CI) as key tools within China’s soft power approach, particularly in the framework of the Belt and Road Initiative (BRI). It provides a detailed and empirically based analysis of how these institutes operate within various national contexts. Drawing upon Joseph Nye’s soft power theory and supported by literature on public diplomacy, this study assesses the ways in which CIs translate cultural, linguistic, and educational assets into international influence. Despite the rapid expansion of CIs globally, their actual effectiveness in achieving cultural diplomacy and tangible soft power outcomes remains uncertain. Advocates emphasize the …

Research Collection School Of Computing and Information Systems
This paper examines the role of the Extended Producer Responsibility (EPR) scheme in electronic waste (e-waste) management in Singapore. It investigates the policy drivers and challenges of e-waste management, using data from an online survey to explore the attitudes and behaviors of young consumers, with a particular focus on youth. We employ the Theory of Reasoned Action (TRA) and the Theory of Planned Behavior (TPB) frameworks to develop a model that examines the relationships among attitudes, perceived norms, awareness, and perceived convenience in relation to EPR awareness and perception. The findings highlight the need for customized policies tailored to different …

Black Women Policymakers And Black Feminist Approaches In United States Gender-Based Violence Policies: Analyzing Policy Making, Institutional, And Social Media Discourse Through The Narrative Policy Framework, Gugu Selela
All Dissertations
This research study examines how gender-based violence (GBV) policy in the United States marginalizes Black women through race-neutral language and punitive frameworks. Despite facing disproportionate violence, Black women are often excluded from policy narratives, debates, and institutional priorities. Grounded in Black Feminist Thought and the Narrative Policy Framework, this study investigates how exclusion operates across legislative, digital, and institutional domains, and how Black women in public service resist and reshape GBV policy through care-centered, survivor-informed practices. Focusing on the U.S. South, the study uses a qualitative, multi-method design. It analyzes ninety-three Senate committee transcripts from South Carolina, North Carolina, and …

Female veteran unemployment remained unchanged at 4.4 percent, and male veteran unemployment increased slightly to 2.9 percent. Across most demographic groups, veterans continued to experience lower unemployment rates than their nonveteran peers, though monthly fluctuations remained common.
Listening As An Adaptive Practice To Transform Philanthropy, Nitya Venkateswaran, Kate Szczerbacki, Jay Feldman
Listening As An Adaptive Practice To Transform Philanthropy, Nitya Venkateswaran, Kate Szczerbacki, Jay Feldman
The Foundation Review
A growing number of grantmaking institutions (GMIs) recognize that listening to communities in which they invest—especially those to, and most affected by, the challenges being addressed—is crucial to achieve their equity goals. Despite investments and intent to listen, there is a gap in implementation.
Genuine listening for equity requires that foundation leaders view the shift as adaptive and not merely technical. A technical change entails adoption of specified methods whereas adaptive changes require a fundamental shift in values and beliefs. Solely implementing new “listening” techniques without shifting values and beliefs could leave gaps between intention and action. But current resources …

The Trouble With Community Engagement: From Power Sharing To Power Shifting Through The Community Bill Of Rights, Jessica Lee, Patrick Mcneal, Malikah Garner, Katya Fels Smyth, Tanya Tucker, Shemekka Stewart Isaacs, Jasmaine Shaphon Henry, Miranda Rabuck
The Foundation Review
Reflecting a growing consensus that meaningful change doesn’t come without the involvement of those most impacted, funders have signed on to efforts to “listen,” “get proximate,” and “empower.”
In this article, the authors draw on their lived expertise and research to describe how even well-intentioned community engagement efforts can become extractive, tokenizing, and undermine existing community assets. As a meaningful alternative, the authors suggest “centering community” as an orientation to all philanthropic work and the Community Bill of Rights (CBR) as a tool to guide the required change (Black et al., 2022).
Drawing on case examples from healthcare, urban planning, …
Funder Listening To Shift Power: Definitions And Context, Melinda Tuan, Rick Moyers, Gita Gulati-Partee
Funder Listening To Shift Power: Definitions And Context, Melinda Tuan, Rick Moyers, Gita Gulati-Partee
The Foundation Review
Listening in the context of philanthropy is a common colloquial term that can have many definitions, ranging from everyday conversations that inform foundation work to more formal opportunities for community engagement. Most foundations say they listen, but all forms of listening are not equally beneficial, and listening alone does not inherently advance equity. Listening, done poorly, can be performative and extractive. Listening well, in ways that advance equity, is done in partnership, requires a response from the listener to acknowledge what’s been heard and what will be done as a result, and ultimately shifts power to the community.

A New Opportunity For Funder-Nonprofit Partnership: Advancing Shared Listening Efforts To Learn From Community, Valerie Threlfall
A New Opportunity For Funder-Nonprofit Partnership: Advancing Shared Listening Efforts To Learn From Community, Valerie Threlfall
The Foundation Review
Funders lack scalable tools and processes for advancing their community listening efforts. As foundations explore this work, there is an opportunity to leverage the nonprofit sector’s experience in listening and to partner more actively with grantees to learn from community.
Nonprofits have embraced community listening more rapidly than funders over the past 10 years. Over 40,000 organizations have affirmatively described their listening practices via How We Listen, a feedback self-assessment that is part of Candid and Charity Navigator’s nonprofit profiles, and approximately 1,400 organizations have participated in Listen4Good’s capacity-building programs. This momentum has enabled the development of tools such as …
Listening And Responding Lead To Better Outcomes: Building The Evidence Base For High-Quality Listening Practice, Penelope Huang
Listening And Responding Lead To Better Outcomes: Building The Evidence Base For High-Quality Listening Practice, Penelope Huang
The Foundation Review
In 2019, Fund for Shared Insight made grants to six research teams to test the hypothesis that if direct-service organizations gain a deeper understanding of how well their programs are serving clients by listening and actively responding to client feedback, they can increase the likelihood of positive outcomes. This body of research explores the case for incorporating participant voice to improve program effectiveness.
As philanthropy seeks to become more responsive to the people and communities most impacted by their decisions, this research has important implications for philanthropic practice, including the selection of grantees, learning in partnership with grantees and community, …

Community Engagement: A Core Practice On The Journey To Power Sharing, Elizabeth Jordan, Tryphena A. Clarke, Raquel R. Robinson
Community Engagement: A Core Practice On The Journey To Power Sharing, Elizabeth Jordan, Tryphena A. Clarke, Raquel R. Robinson
The Foundation Review
In this article, the authors posit that equity and power-sharing are foundational considerations for responsible philanthropy given the inherently unequal balance of wealth. These considerations may be magnified for family and place-based foundations where philanthropy has an outsized impact within a particular community.
Community engagement is a core practice tied to equity and power-sharing that can bring philanthropy into closer alignment with democratic and social equity values. This article examines the 15-year journey of a place-based family foundation as a reflection on how grantmaking organizations may shift their governance, giving priorities, staffing model, and operating practices to support the tenets …
Listening And Participation Prime Funders To Honor And Build Community Ownership, Gita Gulati-Partee, Katy Love
Listening And Participation Prime Funders To Honor And Build Community Ownership, Gita Gulati-Partee, Katy Love
The Foundation Review
Funder listening is an essential complement to community participation to disrupt white dominant culture habits that entrench the status quo of hierarchy and power. Community-centered listening, combined with participatory processes, offers funders an opportunity to shift in deep and sustainable ways from an individualistic, “power over” orientation to interdependent relationships with community partners.
In this article, two practitioners of equity and participatory philanthropy share how funder listening and community participation form a potent combination to help funders confront their own power and use it intentionally to honor and bolster community ownership and agency.
Drawing on the authors’ direct experience, this …
Evaluating Efforts To Shift Power Through Listening: Defining Power And Listening To All Sides, Sarah Stachowiak, Juan Clavijo
Evaluating Efforts To Shift Power Through Listening: Defining Power And Listening To All Sides, Sarah Stachowiak, Juan Clavijo
The Foundation Review
There are a variety of ways funders and nonprofits are trying to shift the power dynamics between those who typically have held it (i.e., funders and organizations) to those who have unique and important expertise: those most affected by the problems the social sector is trying to solve.
In this article, we share lessons from two evaluations that sought to understand how those who were being listened to experienced the listening process, exploring the degree to which people felt heard and their experiences of how, and in what ways, power shifted for them. One evaluation focused on the experiences of …
The Intersection Of Makeup And Recreation: A 21st Century Overview Of Makeup Participation And Its Recreational Benefits, Jason Morgan
The Intersection Of Makeup And Recreation: A 21st Century Overview Of Makeup Participation And Its Recreational Benefits, Jason Morgan
All Dissertations
This dissertation critically reconceptualizes makeup participation as a legitimate, multidimensional form of recreation. Through a comprehensive rapid review using the SPIDER framework of 102 peer-reviewed studies published between 2000 and 2025, the research investigates whether and how makeup fulfills the psychological, affective, and symbolic criteria of meaningful leisure. Drawing on the Serious Leisure Perspective (SLP) and broader recreation theory, the study positions makeup not merely as aesthetic behavior or consumer habit, but as a sustained, emotionally generative practice embedded in identity, creativity, personal growth, and well-being.
Findings reveal that makeup is consistently linked to confidence-building, emotional regulation, self-expression, and psychological …
Constructing A State: Canals And The Transformation Of The Economy, Politics, And Finance In Nineteenth-Century New York, Youwei Xing
All Dissertations
This dissertation consists of three essays in economic history, unified by a focus on one of America's earliest transportation infrastructures, the canal system, in nineteenth-century New York. Each chapter explores a different aspect of the state's transformation: its economy, politics, and finance, each of which helped construct New York as the Empire State.
The first chapter studies the economic impact of canals on economic modernization from three aspects: sectoral transition, urbanization, and banking development. Contrary to much of the modern literature finds transportation infrastructure leads to decentralization, I find the opposite-evidence of centralization. Specially: (1) canal towns experienced a transition …
Public Preferences For Flood Warning Improvements: An Inferred Valuation Approach Addressing Social Desirability Bias, Katsuya Tanaka, Kazuhide Akaishi, Takashi Yokota
Public Preferences For Flood Warning Improvements: An Inferred Valuation Approach Addressing Social Desirability Bias, Katsuya Tanaka, Kazuhide Akaishi, Takashi Yokota
Center for Public Service Publications and Reports
Despite the crucial role of flood warning systems in mitigating disaster impacts, their economic value—particularly the value of specific attributes—remains poorly understood. This study evaluates public preferences and willingness to pay (WTP) for three flood warning attributes: advance notice, warning reliability, and geographical precision, using a choice experiment conducted in Tokyo's Koto 5 Wards. To address social desirability bias, the study employs both standard and inferred valuation methods, with the latter asking respondents to predict their neighbors' choices. The findings reveal that warning reliability is the most highly valued attribute, with an inferred WTP of ¥2,345 per household annually for …

Link Between Adverse Childhood Experiences And Parenting Styles Of African American Fathers, Tatianna P. Johnson
Dissertations
African American fathers may be more susceptible than fathers of other races to having a negative parenting style due to their high levels of adverse childhood experiences (ACEs). ACEs are traumatic experiences during childhood that can affect a person’s mental and physical health, income and adult parenting style. African American adults tend to have experienced multiple levels of ACEs at a higher rate than White and Asian adults (Maguire-Jack et al., 2021). ACEs can lead to adults experiencing higher levels of alcoholism, depression, health-related issues, mental illness, substance use, and academic problems. The purpose of this cross-sectional study was to …
Leaning Into The Messiness Of Authentic Engagement: Fostering Reciprocity In Foundation Strategy, Learning, And Evaluation, Sonia Taddy-Sandino, Jennifer Ho, Kim Ammann Howard, Clare Nolan
Leaning Into The Messiness Of Authentic Engagement: Fostering Reciprocity In Foundation Strategy, Learning, And Evaluation, Sonia Taddy-Sandino, Jennifer Ho, Kim Ammann Howard, Clare Nolan
The Foundation Review
Over the last several years, numerous foundations have endeavored to forge deeper relationships with grantees and challenge the status quo in strategy development and evaluation design. Encouraged by efforts such as the Trust-Based Philanthropy Project and the Equitable Evaluation Initiative, some funders are seeking to redefine how they engage grantees and field partners by navigating the nuances of power dynamics, mutual interests, and genuine collaboration. While there are encouraging signs of progress, there are also plenty of examples of foundation and nonprofit leaders getting stuck or reverting to the modus operandi. Competing agendas, the lack of sustained political will, and …
Oriented Data-Generating Processes: A Categorization Of Roc Curves, Claude Fluet, Murat C. Mungan
Oriented Data-Generating Processes: A Categorization Of Roc Curves, Claude Fluet, Murat C. Mungan
Faculty Scholarship
Decision makers attempting to classify a binary state of the world may commit two types of errors. Even when the two alternative states have equal prior probabilities and when the two types of errors are equally costly, a classification criterion may be chosen which leads to one type of error being committed more frequently than the other, because of asymmetries in the data that informs their decisions. We formalize this possibility through a categorization of data-generating processes (DGPs), which may be ‘oriented’ towards evidence favoring one of the two alternatives, or which may be ‘unoriented’. We identify the shape properties …
Centering Community Voice In Strategic Design: The Build Health Challenge Model, Melissa Monbouquette, Jessica Mulcahy
Centering Community Voice In Strategic Design: The Build Health Challenge Model, Melissa Monbouquette, Jessica Mulcahy
The Foundation Review
It is commonplace today for philanthropies to require grantee partners to have a community engagement strategy to ensure that the institution reflects the community that it serves. It is also incumbent on foundations to embrace the same intent. Alongside participatory practices, listening is an opportunity to level the power dynamics inherent to philanthropic practice.

Evaluating Demand-Responsive Scheduling In Public Transportation Service Offerings To Retirement Communities, Steven D. Silver
Mineta Transportation Institute
This project addresses alternatives to fixed schedule local transportation service offerings to members of retirement communities. The project design measures the effects of the contrast between fixed schedule (Fixed) service and demand-responsive services (DRT) in retirement communities in Santa Clara County that are closely matched in demographic profiles and geographic location. The research team investigates the effects of scheduling alternatives in a diary format with a within-person variable of four recent trips. The measure of public transportation usage under the Fixed schedule and DRT service offerings is supplemented by a measure of subjective well-being (STS) for each trip—in other words, …
