Industrial and mining activities around Tomini Bay have significantly impacted marine ecosystems. This study aims to analyze the formulation process of the blue economy policy using an institutional approach, which includes the structure and process of decision-making, the role of key actors, and the impact of norms, rules, and regulations on the policy. In addition, this study evaluates the policy from a sustainable ecosystem perspective. Employing a qualitative approach combined with a research-action model, this study focuses on collaboration between researchers and stakeholders to identify problems, develop solutions, and implement practical changes. A Civic Resignation?: Generational Reactions To Government Data Breaches In Indonesia, Irnasya S. Hadi

This paper examines how different generations in Indonesia perceive and respond to government data breaches, a recurring phenomenon that undermines trust in state-led digital governance. Using a mixed-methods design, it draws on interviews with civil society organisations, focus groups, and a survey of 1,081 respondents across Baby Boomers, Generation X, Millennials, and Generation Z. Findings show that distrust in the government’s ability to protect personal data is widespread, but generationally stratified. Baby Boomers and Generation X largely treat breaches as bureaucratic inevitabilities, exhibiting high resignation and minimal engagement. In contrast, Millennials and Generation Z show stronger concern, digital literacy, and …

This study investigates the relationship between market-economic decentralization and governance within the Hargeisa Local Government in Somaliland. Market-economic decentralization, influenced by neoliberal principles, involves transferring decision-making authority to local levels to stimulate private sector engagement and economic efficiency. Despite comprehensive decentralization reforms initiated in 2001, Hargeisa continues to confront significant governance challenges, including institutional weaknesses, fiscal mismanagement, and corruption. Employing a mixed-methods approach, this research integrates quantitative surveys and qualitative interviews with 269 local officials to assess the impact of decentralization on key governance indicators: accountability, transparency, and e-governance. Development planning ideally requires accurate information to translate distant solutions, where actions and impacts are separated by significant delays. However, the attention theory suggests that the attention of planners is constrained by familiarity bias, shaped by organizational procedures and communication channels. This study argues that planners are less likely to prioritize distant solutions due to a stronger sense of perceived self-efficacy. Even when presented with favorable information, decision-makers tend to rely on heuristics that filter out unfamiliar information. The climate emergency is deepening and needs urgent attention involving radical, binding, and multilateral measures. Ecocide is the large-scale and deliberate destruction of ecosystems which undermines human security, destabilizes the fragile states and increases geopolitical tensions. It has been contended in this policy brief that ecocide needs to be internationally criminalized pursuant to the Rome Statute of the International Criminal Court (ICC) to place environmental destruction firmly within the scope of global peace and security. Climate Justice Across Borders: Responding To Ecocide And Displacement, Camila Micheletti Flores

This policy paper examines how climate change accelerates cross-border displacement, especially in regions most vulnerable to ecocide and environmental degradation. Climate refugees remain unprotected under international law, as the 1951 Refugee Convention excludes environmental grounds for asylum, leaving populations exposed to human rights violations and securitized responses. It analyzes legal and institutional gaps, highlighting failures in global climate governance and the disproportionate risks faced by SIDS and other affected regions. The paper calls for COP30 to mandate a high-level UNFCCC forum on climate displacement and ecocide to build a just, cooperative, and rights-based international framework.

Objective: Despite growing research on the potential mental health benefits of psychedelics, there has been limited study of these drugs in populations with obsessive-compulsive disorder (OCD) and with Hispanic and Latin American (H/L) ancestry.
Methods: Demographic and clinical assessments were conducted as part of the Latin American Trans-ancestry Initiative for OCD genomics (LATINO) Study in H/L participants with OCD living throughout the Americas. Self-reported data on the prevalence of naturalistic psychedelic use and associated outcomes on OCD symptoms were collected in a subsample of 2,639 adults. Background: Firearms are involved in more than 70% of U.S. Veteran suicides. Caregivers, defined as family members or concerned significant others, can play an important role in firearm suicide prevention through initiating conversations about secure firearm storage with Veterans. Our objective was to explore caregivers’ experiences with lethal means safety (LMS) conversations and identify perceived barriers to caregivers discussing LMS with healthcare providers and with Veterans. Methods: We conducted focus groups with 32 caregivers with experience caring for a Veteran at risk for suicide. Qualitative data were analyzed using thematic analysis. The transition to a low-carbon economy is an ethical imperative in the face of the climate crisis, demanding actions that encompass social justice, gender equity, and Indigenous leadership. Climate action is falling short where it matters most, on the ground, because those doing the work are often excluded from the system's tracking progress. The Global Stocktake (GST), meant to assess global climate efforts, remains focused on national governments, leaving out non-state actors (NSAs) who lead much of the real-world delivery. The climate crisis is here, and it demands that we act together — and act now. The reality is deeply unfair: the Global South, which contributes the least to global greenhouse gas emissions, is paying the highest price for climate change. Communities face floods, droughts, and other devastating impacts, yet they have the least access to the resources needed to adapt. Total energy-related CO2 emissions increased by 0.8% in 2024, hitting an all-time high of 37.8 Gt CO2, driven primarily by energy, transport, and industrial sectors. The healthcare sector, often overlooked in mitigation discussions, contributes 4.4% of total global GHG emissions, a footprint exceeding that of many countries. Disposal of petroleum-based plastics—especially through incineration—emits approximately 2.7 tonnes of CO2 equivalent (CO2e) per tonne of plastic burnt. Egypt’s dilemma is twofold: reduce emissions of greenhouse gasses in line with international commitments while safeguarding the livelihoods of workers and communities dependent on fossil-fuel industries. Egypt’s continued subsidies on fossil fuels, natural gas powered electricity generation, and regional skill and energy access gaps could lead to an inequitable and politically unstable transition. This paper analyzes the evidence, reviews lessons from Spain and Indonesia, and proposes a hybrid, actionable policy package: (1) a National Green Jobs Training & Reskilling Program, (2) a phased, socially-protected removal and reallocation of fossil-fuel subsidies, and (3) a rooftop-solar mandate for public buildings. In 2015, 195 United Nations’ Parties adopted the Paris Agreement at COP21, marking a historical milestone in the Climate Negotiations to limit global warming to well below 2°C above the pre-industrial levels by 2030.
