The Welfare Lifetime Ban imposed severe restrictions on women’s access to essential resources during the critical period following incarceration. By denying housing assistance, food aid, and employment services, the policy created significant barriers to reintegration and undermines both criminal justice and social welfare reform. Little is known about the long-term impacts of the ban or the absence of effective rehabilitative policy alternatives. Few studies have examined its outcomes within the framework of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). Despite decades of investment in agricultural research and rice development, the Philippines continues to face stagnation in domestic rice production. This persistent trend, occurring despite a sizable arable land base and large rural workforce, has contributed to the country’s growing reliance on rice imports to meet national food needs. Transportation infrastructure is critical for our communities and economies, but the roadways we depend on for travel have significant negative impacts on wildlife populations. Roadkill is the most visible consequence, with tens of millions of animals injured or killed on Oregon’s roadways each year. Beyond direct mortality, transportation corridors fragment habitat and can alter wildlife behavior, creating barriers that disrupt wildlife movement and access to critical resources, contributing to population declines. Growing evidence suggests the Rosenwald schools of the American South, which anchored thousands of Black communities for a half century before desegregation, boosted academic outcomes for generations of Black students and helped fuel the civil rights movement. The research literature, however, is thin on what specifically made these schools successful. My research attempts to narrow the gaps by asking the Rosenwald alums themselves. Through semi-structured interviews, 10 alums in Florida identify defining features of their schools, including seamless community connections; a culture of high expectations for academic achievement and character development; and especially caring and committed teachers. “Just cause” policies aim to discourage the arbitrary firing of employees. Recent efforts at passing such laws in the U.S. have been motivated by deterring discrimination. This paper presents a framework to study the effects of just cause when managers engage in taste-based discrimination. The framework generates predictions on whether just cause will ease achievement and retention of stable employment by exploiting the timing of separations around a probationary period. Since probationary periods are a typical feature of protections, the approach is generalizable. We test predictions using New York City’s 2021 just cause law for fast-food employees. If “no action” is the alternative for the federal government, it will be up to the states to develop measures to counteract this challenge. These measures — in response to a trend in Supreme Court rulings that restrict or deny federal environmental action without explicit congressional approval – could include, among other things, new air and water quality standards, fishing restrictions, and changes to water allocations in our rivers. This submission to the Inquiry into the Thriving Kids initiative advocates for an evidence-based, inclusive approach to supporting children up to eight years with developmental delay, disability and autism within mainstream early childhood and school settings. It recommends embedding foundational supports within a Multi-tiered System of Supports (MTSS) framework that integrates universal, targeted and intensive interventions according to children's needs rather than diagnosis. The submission highlights the importance of workforce capability, collaborative practice, effective leadership, high-quality assessment and screening tools, and embedded allied health support. Adequately resourcing MTSS implementation will strengthen inclusion, early intervention and educational outcomes for all children.

Transit-Oriented Development And Affordable Housing: Lessons From Portland, Nathan Mcneil

The seminar will cover surveys of residents at recently built Transit-Oriented Developments (TODs) focused on affordable housing sites. This study builds off of an ongoing partnership between Portland State University and the Portland Metro regional government to understand the travel choices of people who move to recently constructed Metro supported TODs. Since 2018, Metro has focused their TOD investment on affordable housing; this survey, conducted in 2024, offers a lens into how TOD works for these low-income Portlanders, how their travel differs from prior TOD residents, and what opportunities exist to improve the TOD - affordable housing combination.

This paper seeks to enhance understanding of how low-income students navigate financial stress by integrating the asset-based concept of financial well-being and including a focus on the institutional context. Data collected from 378 interviews with students from low-income backgrounds illustrate complex ways that students experience financial stress and financial well-being. By centering students’ perspectives in analysis while also accounting for programmatic and institutional contexts, the authors aim to push theory and practice toward a more nuanced understanding of how to best support students from low-income backgrounds as they navigate affording college and fostering financial well-being.

In recent year anti-LGBTQ policy has been cropping up at the state level across the United States. While these policies have been described as unprecedented, they signal a period of retrenchment for the rights of queer and transgender individuals in the United States. This critical policy analysis of North Carolina state legislation that is decidedly homophobic and transgender examines the discursive tactics of policy actors (i.e. North Carolina Legislators) as they argue these policies during legislative sessions. Ex-offenders possibly felt excluded when private landlords or property managers conducted background checks and decided to immediately deny ex-offenders housing opportunities. The problem this study addressed was how landlords and property managers’ exclusion of ex-offenders impacted reentry post-incarceration. There was a gap regarding how Michigan private landlords impacted ex-offenders’ success factor in securing safe housing upon reentry back to society. The key findings related to the literature in ways that showed how landlords acknowledged outside biases, yet described ex-offender tenants as appreciative, positive, and respectful. The purpose of this quantitative study was to examine the organizational factors that influenced volunteer motivation and satisfaction in a youth sports nonprofit. The practice focused research question for the study was: what factors within the organization either motivate or demotivate current individuals to volunteer in youth sports? China’S Turn To Domestic-Led Growth: Replacing Consumption Taxes With Land Taxes?, Yilin Hou, Michael Kumhof, Lei Shao

As part of its turn towards domestic-led growth China plans to stimulate consumption, including through a reduction in consumption taxes. We compare two model-based scenarios in which the revenue losses from lower consumption taxes are replaced by higher income taxes or higher land taxes. The model is carefully calibrated to recent Chinese data, including detailed fiscal data. We find that higher income taxes lead to significant losses in output and incomes, while higher land taxes lead to significant gains. These gains are increasing in the share of land in net wealth, a statistic for which better data would be invaluable.

Weak institutions, irregular enforcement, and power imbalances often leave marginalised communities more vulnerable to eviction than others. This article examines the design and effectiveness of Public Land Protection Cells (PLPCs)—a judicially mandated grievance redressal mechanism in Rajasthan—in addressing common land encroachment disputes. Consequently, there was a rapid increase in the occurrence of road accidents from the 1940s onwards. Infanticide is one of the key factors in explaining changes in human populations since the antiquity. This paper examines dynamics of infanticide practices among the Ngoni of Tanzania from the late pre- colonial to the end of German colonial rule in 1916. Relying on primary and secondary sources, it argues that while infanticide remained a critical problem in Songea from the 19th century to the end of German colonialism in 1916, the context in which it was practiced and the interventions devised to alleviate it changed over time.
