The most famous seaport in the country houses a 305-foot-tall statue of a woman bearing a torch with words from the poem The New Colossus by Emma Lazarus etched at her feet: “‘Give me your tired, your poor, /Your huddled masses yearning to breathe free.’”^[1] The Statue of Liberty is a symbolic representation of open arms to immigrants from all walks of life. This dissertation examines the ideational background of Russian foreign policy, with a particular focus on ideas relevant to Russia’s conflicts with Georgia in 2008 and Ukraine in 2014. Two broad approaches to Russian foreign policy – nationalism and pragmatism – present distinct views on Russia’s international role. Nationalism incorporates strong anti-Western and neo-imperialistic ideas with emphasis on Russia’s unique international mission and advocates a confrontational stance. Pragmatism conceptualizes Russia as a great world power but proposes a concert-based foreign policy that avoids a direct military confrontation. Both schools of thought are prevalent in Russia’s foreign policy discourse, and their ideas …

This dissertation is an international history of the role of the United States in the process of decolonization in Angola, a former colony of Portugal. I argue that the United States embraced Portugal, Angola, and neighboring Democratic Republic of Congo as irreplaceable Cold War allies. Decolonization in Africa challenged America’s relationship with all three countries, as competing forces within the American public called for Washington to adopt an anti-colonial, anti- racist ideology, while others demanded their government to support white supremacy at home and abroad. As cyber vulnerabilities proliferate with the expansion of connected devices, wherein security is often forsaken for ease of use, Special Operations Forces (SOF) cannot escape the obvious, massive risk that they are assuming by incorporating emerging technologies into their toolkits. This is especially true in the maritime sector where SOF operates nearshore in littoral zones. As SOF—in support to the U.S. Navy— increasingly operate in these contested maritime environments, they will gradually encounter more hostile actors looking to exploit digital vulnerabilities. As such, this monograph comes at a perfect time as the world becomes more interconnected but also more vulnerable.

Problem Statement: High rates of mental illness and poor treatment seeking have plagued the military for decades. As an organization that demands resilience, sacrifice, strength, and courage from its members, many servicemembers develop deep-seated self-reliance and self-efficacy. To realize how the United States is motivated to help, humanity’s predispositions must be well-defined, alongside their established geopolitical interests. Failure To Launch: Evaluating The Costs And Benefits Of America’S Strategy For Building Afghanistan’S Air Force, Alexander Smith

The United States has been at war in Afghanistan for twenty years. For eighteen of these years, it has spent precious time, money, and resources to modernize the Afghan Air Force (AAF). In my thesis, I conduct a cost-benefit analysis of this strategy to determine whether the net benefits and the overall outcome of the program justify the level of U.S. investment. I compare U.S. efforts with the AAF to those with the Iraqi Air Force while exploring the idea of path dependency. My analysis reveals that U.S. efforts to modernize the AAF have been a failure. In contrast to historical examples in which urban increase is accompanied by the pull factors of wealth and development, post-industrialized sub-Saharan African urbanization patterns are characterized by a lack of economic growth, confounding experts. Simultaneously, African conflict scholars have observed a major geographical shift in African conflict onset, moving out of rural regions and into urban centers. Recognizing the effects of increasing climate variability and threatened agricultural livelihoods, this study hypothesizes perceived economic advantage in cities induces human movement with potential for over-urbanization dynamics that exacerbate civil unrest.

This article will examine the proposed space operations structure by first outlining the historical foundations for differences in maritime and air domain military capabilities, specifically brown-w­ater versus blue-w­ater navies, and “local/ regional” versus “global” airpower. Next, the article will present the concept of black space and blue space in terms of an environment-­specific definition, as well as an examination of the technical capability requirements, mission types, and national prestige and geopolitical considerations underpinning the proposed operation types. Finally, the article will explore how the USSF might support future space exploration within the black-­space and blue-s­pace operations structure.

The post–World War II liberal international order, upheld by organizations such as the United Nations, the North Atlantic Treaty Organization, and similar alliances, aspired to ensure decades of collective security, economic stability, and the rule of law. Terrorism has taken root in almost all corners of the world with terrorist organizations thriving in both rich and poor countries. In the Philippines, the Human Security Act of 2007 came into force to address the threat of terrorism to the national security of the country. However, the law has never been fully utilized. Previous studies analyzing disability compensation have decried its $76 billion annual budget or warned of its perverse ability to incentivize veterans not to work. This study focuses on the impact of this moral hazard on the US Army profession. If soldiers continue to capitalize on an extremely permissive disability system, the trust between society and the military may be threatened, and future Army readiness may be jeopardized should disability compensation be added to the marginal cost of a soldier. This study probes the limits and possibilities of U.S. military efforts to facilitate the transition from warfighting to nation-building. Most comparative studies conceive the complexity of this transition along a spectrum from conflict to humanitarian assistance to post-conflict stabilization. While the last two stages have often been interpreted as a coordinated act of civil-military ‘nation-building’, the spectrum, in fact, represents an ideal type simplification.
