To help the Army redefine operations in failed states, I propose a new politico-military model. This operational environment model would be composed of a four-cell matrix that would include "war and crime," "war," "crime" and "peace." Three of the cells - war, crime and peace - would pertain to traditional Clausewitzian issues; the fourth - war and crime - would pertain to an emergent neo-Clausewitzian one. The United States has been less affected by this process than most other Western nation-states; we seem to prosper despite such challenges. However, the breakdown of the family, increased drug use among our children, the growing specter of gang violence, and other forms of social terrorism suggest that our own institutions are not immune to a degree of chaos. Having trained journalists who are knowledgeable about military operations is a crucial first step to obtaining the trust of military leaders and improving military/media relations (Offley, 1994). The purpose of this study is to assess the progress, if any, that has been made since the Gulf War in better educating and training journalists to cover the military. It will also attempt to identify the obstacles, if any, that are preventing this education from taking place and recommend ways to overcome those obstacles.

A ground-swell of interest in information as a weapon of warfare is growing within the U.S. armed services. Military strategists are looking at information as a tool to leverage our forces and make them irresistible in battle. This fundamental disagreement is serving as an impediment to unified actions as the Air Force seeks its role in this arena. This thesis analyzes information warfare--that emerging form of warfare that attempts to destroy, degrade and exploit the information systems of another, while protecting one's own--in the context of the technology of warfare. Just as one might peel an onion, the analysis proceeds from a general analysis of technology in warfare to the more specific analysis of information warfare as it is currently defined. This article argues that the traditional perception of the battlefield reveals the limiting assumptions upon which Force XXI is built, that it is constrained by its three dimensions, and that it is most likely outmoded. My article "Generations, Waves, and Epochs: Modes of Warfare and the RPMA" (Spring 1996)—which I wrote in the summer of 1995—made reference to two lesser-known theories of future warfare not debated at the time in the military journals. However, these two theories have now begun to actively influence military thinking. Commercialisation is the product of a government deciding to address the perceived inadequate performance of public agencies by forcing civil servants to pursue a results-oriented approach to their management using business principles and practices. Its implementation brings into focus a variety of policy issues that governments must address. Moreover, effective commercialisation of a public agency requires the adoption of a commercial framework that then sets the context for the necessary structural, cultural and procedural changes. The United States employs security assistance as an instrument of foreign policy. This thesis examines how security assistance was used to achieve U.S. foreign policy objectives in Latin America since the end of World War II. Qualitative analysis was used consisting of historical and archival research of government documents and secondary sources. A literature review was conducted to discover general trends concerning security assistance to include its establishment as an arm of foreign policy, its problems, and its purpose. Since the 'Truman Doctrine' was enunciated in 1947, the United States has pursued its foreign policy objectives using various forms of economic and military assistance. With the majority of this assistance aimed at containing communist expansionism, the United States' allies became increasingly dependent upon large amounts of grant military assistance. As President John F. Kennedy assumed office the economic burden of this grant assistance came under increasing scrutiny.
