This article looks at military innovation through a political, social, and economic lens. Contrasting Japan and Russia in the interwar years as case study, it demonstrates the importance of political, social, and economic variables as the critical determinants. This begs the question of how these factors affect U.S. military innovation in the coming years.

The underlying premise of this essay is the hypothesis that quality and significance of scientific research in any given society could be used as mirrors reflecting its true prosperity. By comparing the two cases of comparatively prosperous scientific management of South Korea and Slovenia, with the example of Serbia, illustrating the poor scientific and industrial productivity typically faced by the developing countries, a few general guidelines for the evolution of a society towards higher scientific and social prominence are outlined. Arbitrary arrest and detention, oftentimes used to curtail the freedom of opinion and expression, as well as the right to association and peaceful assembly, has continued to characterize Iranian regimes since the 1979 Islamic Revolution. Such arrest and detention of human rights defenders (HRD)–who individually or with others act to protect and promote human rights—has demonstrated the repressive nature of the Iranian regime. Human rights lawyers, civil society representatives, journalists, and women’s rights movements and trade union activists are among the most commonly targeted HRD.

Somalia is approaching a daunting anniversary: in 2011, the country will begin its twentieth consecutive year without an effective centralized government. The fall of the Soviet supported Siad Barre government in 1991 created a power vacuum that was filled by warlords, clans and, most recently, Islamists. Fourteen interim governments have failed to supplant those forces. Health infrastructure and the general health of the population have been devastated as a result. Precious few organizations are still providing health-related services. Unfortunately, recent events suggest that this crisis is going to get worse before it gets better.

As the war on terrorism approaches its second decade, the open-ended nature of the 2001 Authorization for the Use of Military Force (AUMF) has given rise to the legal question of when, and how, the conflict will end. The indeterminate nature of the conflict has raised fears that the war powers will continue to be exercised indefinitely-a prospect noted with concern by the Supreme Court in Boumediene v. Bush. The prevailing view among legal scholars is that under existing precedents, the AUMF and the concomitant war powers will continue indefinitely in force until the political branches officially declare the …

This book examines the relationship between women, gender and the international security agenda, exploring the meaning of security in terms of discourse and practice, as well as the larger goals and strategies of the global women's movement.

Today, many complex global problems are being located within the security logic. From the environment to HIV/AIDS, state and non-state actors have made a practice out of securitizing issues that are not conventionally seen as such. We analyze Berle’s overall corporate governance project in accordance with what we see as its four core sub-themes: (A) the limitations of external market forces as a constraint on managerial decision-making power; (B) the desirability of internal (corporate) over external (market) actors in allocating corporate capital; (C) civil society and the public consensus as a continuous informal check on managerial decision-making power; and (D) shareholder democracy (as opposed to shareholder primacy or shareholder wealth maximization) as a socially instrumental institution. The resolution of multiple use conflicts through place-based (national forest-specific) legislation has recently received increased interest. Most of these proposals combine wilderness designation, restoration objectives, economic development, funding arrangements, and other provisions, in a conservation package to be considered by Congress. Interest in the place-based legislative approach is precipitated by numerous factors, including perceptions of agency gridlock, problems related to forest planning, unresolved roadless and wilderness issues, and the embrace of collaboration. Though the national forests have a more unified governing framework than other federal land systems, the U.S. Forest Service has implemented place-based legislation in a few cases. This …

The Department of Homeland Security (DHS) has requested that the Mineta Transportation Institutes National Transportation Security Center of Excellence (MTI NTSCOE) provide any research it has or insights it can provide on the security risks created by the highway transportation of hazardous materials. This request was submitted to MTI/NSTC as a National Transportation Security Center of Excellence. This article seeks to elucidate the recent changes to the Chinese military by examining the new characteristics of the People’s Liberation Army (PLA) and its newly adopted approaches for modernization between 2003 and 2008. It includes diachronic discussions to explore various social and political factors for the changes, domestic and international constraints on the implementation of military modernization, and the outcomes of these endeavors. The main findings indicate that the Chinese military has changed its main feature as two important transitions have emerged: first, the PLA has been transformed from a manpower intensive army to a technology oriented force; and …

An Emerging South-South Coalition Strategy: China, Africa And Latin America, Tricia Gray

Peace and Conflict Studies

Concomitant with the astronomical rise of China in international politics, there has been an increased frequency and intensity of foreign relations between Global South states. This research attempts to, first, illuminate these largely overlooked foreign policy activities, and, second, to evaluate the implications of the trends. A South-South strategy is based on improving the position of developing countries in multilateral organizations, struggling against international marginalization, enhancing economic and technical cooperation, and challenging hegemonism and imperialism. This study concludes that a South-South coalition framework is a useful model for understanding Global South states’ foreign policy behavior and for addressing future conflicts.

Despite the signing of a 2006 peace agreement by the Nepalese government and the Maoists, Nepal’s mine clearance remains a work in progress due to the after-effects of its decade-long Maoist conflict and the emergence of small, armed groups. Ban Landmines Campaign Nepal (NCBL) is at the forefront of the country’s mine-risk-education efforts. This article examines NCBL’s MRE program objectives, expectations, methods and achievements, as well as the many challenges it faces.

The United States Africa Command, created in 2007, is responsible for military relations in 53 African countries. Having assumed responsibilities formerly housed in three other combatant commands, USAFRICOM is now tasked with a broad range of humanitarian, military and policy objectives on the continent, including conducting mine action and remediating the dangers posed by explosive remnants of war. This article explores the massive tasks facing USAFRICOM as it stands up, and the ways in which the command is already making a much-needed difference.

A major mine-action program has been underway in Sri Lanka since 2002, when a cease-fire agreement between the government of Sri Lanka and the Liberation Tigers of Tamil Eelam was signed. However, after a seemingly inexorable escalation in violence between the LTTE and the government forces, open warfare resumed, and in May 2009, the government announced that it had achieved military victory over the LTTE. This article traces the various ways that the increase in conflict affected mine-action activities in Sri Lanka.

The historical relationship between the Kenyan state and women provides lessons and insight as to how women in a colonized state relate to the government and the gains, or lack thereof, that exist. Kenyan women were critical in the nationalist movement that intensified in the 1950s, culminating in independence in 1963. Some women fought in the forests and others were information and food distributors. Many women played a role in furthering the nationalist movement.
