In his 1961 farewell address, President Eisenhower cautioned against a future in which a powerful military-industrial complex manipulated policy to the detriment of American interests. Dunlap argues that, fifty years later, Eisenhower’s fears have not been realized; in fact, the military-industrial enterprise is in decline. Certainly, the U.S. military owes its continued preeminence to both the quality of its combatants and the superiority of its weaponry. Yet as the manpower-centric strategies in Afghanistan and Iraq replaced technology-centric operations; as complicated defense acquisitions laws deterred companies from obtaining contracts; and as the economic downturn and rising national deficit have strained budgets, …

Democratic Strength And Terrorism: An Economic Approach, Brian P. Winter

There has been much literature about the economic effects of terrorism in democratic countries, but this literature often considers democracy to be a binary variable. This paper sought to explore how the effects might differ depending on the strength of a democracy. In the end, I found that the numbers of attacks and the effects of those attacks do not follow a linear path. The results for autocracies and anocracies require further analysis, but democracies have revealed interesting results. It seems that democracies as a whole have more terrorist attacks, but, within this group, the more democratic a country is …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

To be successful, grand strategy requires objectives, concepts, and resources to be balanced appropriately with a view to defeating one’s enemy. The trouble is, of course, that Generals are always well prepared to fight the last war. In the words of Yogi Berra, predictions are always difficult, especially when they involve the future. Land rights in conflict and post-conflict contexts are an increasing area of concern within the humanitarian and development communities. Conflict can often result in dramatic changes to a country's land tenure regime and administration. Even when conflicts end, land rights may be threatened, especially for women, Internally Displaced People (IDPs), returning refugees, migrants and farm labourers. Secure land rights are, therefore, a critical issue for humanitarian response, sustainable peace-building and longer-term economic recovery, particularly in countries where a significant proportion of the population relies on agriculture as their main source of livelihood. This article explores the impact of counter-terrorism legislation and policy in Australia. In particular it explores how legislation facilitated prosecution and conviction of persons involved in home-grown terrorism, including analysis of investigation and prosecution policy surrounding the ul-Haque and Haneef cases. Particular attention is given to the terrorism trials involving Benbrika & Ors and Elomar & Ors. What makes these trials intriguing is the fact that most of those convicted could be more easily described as more vulnerable than menacing. Sentencing of those convicted was cognate with no policies for rehabilitation. The small number of convictions under the legislation when …

The recent attention of peace studies scholars to the role of the "public" parallels an increased interest of democratic theorists in the legitimacy of "mini-publics:" initiatives that bring small groups of citizens together to discuss policy issues. In fact, democratic activists and peace activists who seek to engage the public face similar theoretical and practical challenges. The purpose of this article is to contribute to an emerging dialogue between the disciplines of democratic theory and peace studies. The Khmer Rouge made Aki Ra a soldier when he was still a child. Now, close to 30 years later, he can be found working tirelessly to remove landmines and unexploded ordnance in Siem Reap, Cambodia—some planted by his own hands. As a result of his work, the Cambodia Landmine Relief Museum Facility houses thousands of detonated landmines and UXO, and provides a home for orphaned landmine victims. Aki Ra has received international recognition for his humanitarian efforts, including his recent selection as a Top 10 candidate for the CNN Hero of the Year award.

This article presents an analysis of different approaches to terrorist violence, with a particular focus on suicide terrorism, using the above mentioned levels of analysis as a conceptual framework to organize this study. In doing so, the article focuses primarily on four selected studies: Khashan's theory of collective Palestinian frustration operating at individual and structural levels; Pape's strategic theory of suicide terrorism, Devji's notion of global jihad, and Hammes' conceptualization of suicide terrorism as one of the strategies of Fourth Generation Warfare, all studied at a strategic level. As the world's governments become increasingly engulfed in economic and political strife, international leaders should step back and understand what historical realities enabled political extremism to surface in particular regions of the world. More important, these leaders need to recognize what past governments did to counter these movements. Global communities are currently witnessing a dynamic trend of populous uprisings that in some cases, like Greece and the United States, have the potential to severely disrupt the activities of local governments. Women have been serving in the military in steadily increasing numbers for decades. Nevertheless, the military remains one of the few areas in which the U.S. government decides what roles are open to women based on de jure exclusions. This Article examines the law governing de jure classification, noting that a mere normative belief about women’s proper place in society is an insufficient basis to justify a sex-based exclusion. It then probes the most common rationale advanced in support of the continued de jure exclusion of women: physical strength. Hussein Abdi Muhumed, driver for The HALO Trust, and HALO deminer Yousuf Xirsi Bashe were killed when their vehicle detonated an anti-tank mine while returning from work in the Dabogoroyaale minefield of Somaliland on 12 April 2010. Two other HALO staff, Section Commander Abdirahman Ismail Aden and deminer Hassan Dol Ali, were also injured in the accident. The explosion is HALO’s first mine-related death in their 10 years of clearance in Somaliland.

Violence is terror and terror is violence. Liberators, freedom fighters, revolutionaries and terrorists have all become labels of convenience. Terrorism, historically, has been institutionalized by some governments to their advantage. Academicians and politicians fail to agree on the issues surrounding terrorism hence defining terrorism has become an academic puzzle. The ambiguity in its definition has also contributed to lack of any universal comprehensive acceptable theory. The literature on terrorism by and large accused weaker nations of supporting terrorism. This paper contrasts the tradeoffs of modeling the same dynamic problem at a micro scale and at a macro scale of analysis: discrete system simulation (DS) versus continuous system simulation or system dynamics (SD). Both are employed to model the influence of entertainment education on terrorist system decay, with implications for field application. Each method optimizes different design, scope/scale, data availability/accuracy, parameter settings, and system sensitivities. Whether the research served by the computer model is applied or theoretical, DS tends to be useful for understand low-level individual unit/step influences on system change over time, whereas SD tends to shine when …

Aiding And Abetting: Human Rights Ingos And Domestic Protest, Amanda Murdie, Tavishi Bhasin

This article studies the effects of human rights international nongovernmental organizations (INGOs) on domestic antigovernment protest. Unlike mainstream scholarship, the authors argue that human rights INGOs are not simply the magic bullet in orchestrating nonviolent protests; different types of human rights INGO activity have varying effects on protest. Moreover, some human rights INGO activities may lead to higher levels of violent protest. The empirical tests use new data on the activities of over 400 human rights INGOs and domestic nonviolent and violent protest globally from 1991 to 2004. This study examines the relationship between popular support for the Kurdish Worker’s Party (PKK), which is an ethnic insurgent and terrorist organization mainly operating in Turkey, and its terrorist activities during the pre-and post-election periods in Turkey . Popular support has been measured through popular votes for the political party affiliated with the PKK in 1999 general, 2004 local and 2007 general elections. Two leading theories of social movements, Resource Mobilization Theory (RMT) and Relative Deprivation Theory (RD), were used as theoretical approach. This introductory article in the special issue on Peacebuilding, Reconciliation, and Transformation highlights some of the central themes within the emergent field of Peace and Conflict Studies (PACS). The article discusses how this transdisciplinary field contributes to our understanding of some of the key issues that confront the PACS field in terms of analysis, theory building, and praxis. The contributors to this special issue provide a broad array of perspectives that explores conflicts and its transformation from a multidimensional perspective.
