While nuclear deterrence theory may be well-suited to dealing with nuclear-armed states, its suitability for deterring nuclear terrorism has frequently been questioned since 9/11. While terrorist organizations do not necessarily act uniformly or according to the same underlying beliefs, many of the most aggressive organizations are motivated by an ideology that embraces martyrdom and an apocalyptic vision.1 This ideology may be based on religion or a desire to overthrow a government. Consequently, terrorists motivated by ideology who intend to use a stolen or improvised nuclear device against the United States or its interests may not care about the resulting military …

October 7, 2011, marked a decade since the United States invaded Afghanistan and initiated the Global War on Terrorism (GWOT). While most ten-year anniversary gifts involve aluminum, tin, or diamonds, the greatest gift U.S. policymakers can present American citizens is a reconsideration of the logic that guides America's counterterrorism strategy. Although the United States has successfully averted large-scale domestic terrorist attacks, its inability to grasp the nature of the enemy has cost it dearly in wasted resources and, more importantly, lost lives. The purpose of this research is to explore the conceptual background of agility in knowledge management, re-conceptualize it and extend it to military applications with a special focus on Counterinsurgency (COIN).

An initial qualitative exploration of agility in knowledge management was performed. Three different concepts and their interrelationships were analyzed: (1) knowledge management, (2) agility in operations, and (3) military organizations in the COIN environment. Findings from this initial qualitative analysis were used to inductively redefine, re-conceptualize and extend the concept of Agile Knowledge Management (AKM), as well as, to compare and adapt the AKM concept to the military environment …

This report examines 13 terrorist plots against public surface transportation that were uncovered and foiled by authorities between 1997 and 2010 and two failed attempts to carry out attacks. Certainly, this is not the total universe of foiled or failed terrorist plots in these years, but they were selected on the basis of what is known about them and the accessibility of information. The report focuses on terrorist plots in the West. Seven of the 15 plots took place in the United States, and four occurred in the United Kingdom. This thesis is an effort to mathematically model the nation building effort that is underway in Afghanistan. The thesis examines this nation building effort from the perspective of a local person who understands Afghan culture better than a foreigner. The thesis employs value-focused thinking to categorize the factors that we need to focus on for nation building in descending order of priority. This research adds a new dimension to the models already available in the literature and is likely to be more readily embraced by the local people who are sometimes in conflict with American priorities.

Disrupting, dismantling, and ultimately defeating al-Qaeda based and inspired terrorism is a declared policy of the U.S. Government. Three key strategic objectives have been identified for accomplishing this: attacking al-Qaeda’s terror network, undermining radicalization and recruitment, and hardening homeland defense. The present monograph proposes a distinct "jihad-realist" approach for undermining radicalization and recruitment to al-Qaeda. First, a brief discussion of six means for ending terrorist organizations is provided. Second, the premises of a jihad-realist approach are described. In response to the limited guidance on the topic of transition to national ownership, the GICHD commissioned nine country case studies in 2011 to highlight different contexts, processes, challenges, good practices and lessons learnt from the process of transition to national ownership. This case study assesses mine action and national development in Sudan.

Based on lessons learnt and the good practices highlighted in the case studies, the GICHD, in collaboration with UNMAS, produced a Guide on Transitioning Mine Action Programmes to National Ownership.

Transnational armed conflicts have become a reality. The increasing sophistication of terrorist organizations, their increasingly transnational nature, and their development of military strike capabilities, push and will continue to push States to resort to combat power as a means to defend against this threat. This chapter will provide an overview of adversary weaponry that will be utilized by criminals and opposing forces (OPFORs) which U.S. law enforcement personnel may encounter domestically. The projected time frame will cover the futures period from 2009 through 2025. Criminal weaponry use will be analyzed using a criminal threat continuum that starts with minimal threats and increases in severity. OPFOR weaponry use will be analyzed using a similar continuum. This article will discuss why the use of two types of red teams - analytical and physical - to identify and then simulate ‘suicide bomber threat scenarios’ is necessary for the force protection training of deploying Canadian military units. The contest-theoretic literature on the attack and defense of networks of targets focuses primarily on pure-strategy Nash equilibria. Hausken's 2008 European Journal of Operational Research article typifies this approach, and many of the models in this literature either build upon this model or utilize similar techniques. We show that Hausken's characterization of Nash equilibrium is invalid for much of the parameter space examined and provides necessary conditions for his solution to hold. The complete characterization of mixed-strategy equilibria remains an open problem, although there exist solutions in the literature for special prominent cases.

This work explores how authors employ literary modes to persuade readers towards one side or another of the environmental debate and whether the works promote constructive discourse on environmental issues. It uses two seminal works from each side of the environmental discourse, Silent Spring and The Population Bomb and The Ultimate Resource and The Skeptical Environmentalist, to analyze stylistic differences and similarities, to compare public reception, and to explain the increasing polarization of environmental discourse.
