Failed States And Fragile Societies: A New World Disorder?, Ingo Trauschweizer, Steven M. Miner

Since the end of the Cold War, a new dynamic has arisen within the international system, one that does not conform to established notions of the state’s monopoly on war. In this changing environment, the global community must decide how to respond to the challenges posed to the state by military threats, political and economic decline, and social fragmentation. This insightful work considers the phenomenon of state failure and asks how the international community might better detect signs of state decay at an early stage and devise legally and politically legitimate responses.

While the mention of common purpose is prevalent in leadership studies, there are few attempts to explore the relationship between common purpose and leadership. This study delves into the questions of if and how common purpose and leadership inform one another. How leaders adapt purpose and leadership approaches in response to evolving and turbulent conditions may foster the depth and sustainment of immediate and subsequent accomplishments. Detainees in the War on Terror have been at Guantanamo Bay for over a decade. The justification for these detentions has been, at least in part, the on-going hostilities in Afghanistan. However, President Obama’s announcement in his 2013 State of the Union address that “By the end of [2014] our war in Afghanistan will be over” may undercut the continuing detention authority for at least some of these Guantanamo detainees. Despite limited legal victories—particularly in the realm of companion animal protections—the animal rights movement has failed to make substantial progress in other focal areas, including the acquisition of increased rights for food animals on factory farms. The public image of the movement has taken a hit in recent years, due in part to effective campaigning by opposing lobbies and corporate entities and in part to self-inflicted damage from failed messaging and tactics. The perceived alignment of animal rights advocacy organizations with extremism and the public distrust of activists leaves the movement in need of a critical public image makeover. However, …

This book is the result of an analysis of existing literature related to the marine environment and maritime activities in the Sound, of interviews with key stakeholders in the region and of a workshop held in the spring of 2013. It is being produced as part of the ARTWEI project (Action for the Reinforcement of the Transitional Waters’ Environmental Integrity), an initiative aimed at strengthening the transnational management of transitional waters funded by the EU South Baltic Programme.

This essay is grounded in two basic propositions. The first is that the greatest strategic challenge facing the United States is extricating its foreign policy from a well-worn but deeply counterproductive quest for hegemonic dominance in critical areas of the world, especially the Middle East. The second is that Washington’s handling of its relations with the Islamic Republic of Iran constitutes a crucial test of America’s capacity to put its foreign policy on a more productive and realistic trajectory. In 1971, the New York Times released the first installment in a series later referred to as the Pentagon Papers that would eventually have significant political, social, and historical impacts that are felt even in the 21st Century. Following the first release, President Nixon’s administration sought an injunction against the publication of the remaining contents of the classified study, ultimately becoming an extensive legal process that culminated in the Supreme Court. In a per curiam opinion, the Court ruled that in accordance with Organization for a Better Austin v. Keefe and Near v. Minnesota that the federal government did not …

The Egyptian Islamic Group’S Critique Of Al-Qaeda’S Interpretation Of Jihad, Paul Kamolnick

A specific branch of Islamic jurisprudence (fiqh al-jihad) regulates the waging of the jihad of the sword (jihad bis saif). In this article, a detailed exposition is presented of the Egyptian Islamic Group’s (IG; Al-Gama’a Al-Islamiyya) use of fiqh al jihad against Al-Qaeda. The present author’s ‘jihad-realist’ approach is first briefly described; the IG’s critique of AQ systematically outlined; and in conclusion, implications are derived for counter-radicalisation strategies.

This issue of the journal publishes the proceedings of the two “Youth at Risk” seminars the Family Impact Institute conducted at the Massachusetts State House in April 2012 and March 2013, for state policy makers, including legislators, legislative aides, the governor’s staff, and agency representatives. What makes these seminars unique is that they focus researchers’ attention on what policy makers want and not on what researchers think they should want.

Information sharing between public safety organizations and communities is critical in emergency situations, especially large-scale events such as floods, earthquakes, and hurricanes. In recent years, according to the U.S. Department of Homeland Security (DHS), “Social media and collaborative technologies have become critical components of emergency preparedness, response, and recovery.” Through the use of social media, members of the public who witness incidents can provide public safety organizations with timely, geographic-based information. This information can be used by decision-makers in planning response strategies, deploying resources in the field, and, in turn, providing updated and accurate information to the public.
