For the past 20 years, attacks against humanitarian staff have drawn increasing attention in the media and among academics and practitioners. Recently, high profile attacks against organizations such as Médecins Sans Frontières in Syria and Afghanistan have underscored the insecurity confronting humanitarian organizations. While most attention has focused on how external actors have increasingly targeted humanitarian organizations, few studies have examined the security decision-making processes within organizations. In October of 2001, an American unmanned aerial vehicle was credited with the first 'kill' by a drone strike, setting off an enduring debate on the role of unmanned systems in warfare. Over a decade later, the number and capability of unmanned systems have grown and are rapidly expanding in use worldwide, the proliferation of weaponized ‘drones' now extending to non-state actors as well as nation-states. Much analysis on Asian strategic challenges facing the U.S. has justifiably emphasized the South China Sea (SCS). This has also been reflected in 2016 presidential campaign debate on the SCS as an emerging area of U.S. foreign and national security policy concern. Leadership decapitation -- the practice of removing a leader from a position of authority through targeted killing (i.e. assassination) or arrest -- has long been a feature of counter-terrorism and counter-insurgency strategies the world over. Still, how effective is the practice of leadership decapitation in actually bringing a halt to, or even impeding, terrorist activity? U.S. competitors pursuing meaningful revision or rejection of the current U.S.-led status quo are employing a host of hybrid methods to advance and secure interests contrary to those of the United States. These challengers employ unique combinations of influence, intimidation, coercion, and aggression to incrementally crowd out effective resistance, establish local or regional advantage, and manipulate risk perceptions in their favor. So far, the United States has not come up with a coherent countervailing approach. Indicators Of Variance In The Frequency Of Terrorist Attacks Across Egyptian Governorates, Kamal Eldin Hesham Kamal Eldin Salah

This paper explores different factors associated with the apparent urban concentration of terrorist attacks in Egypt (outside Sinai) since July 2013. The effect of socio-economic variables such as unemployment and poverty on terrorism are assessed in addition to other variables like multitude of targets, logistical considerations, and Islamist support base. Using data collected from local media sources, the results presented in this paper show that support for Islamist parties correlates positively with the number of terrorist attacks. Socio-economic factors like poverty and overall unemployment rate appear to have little explanatory value. The results also suggest that the urban-rural divide in …

Long Term Care facilities preparedness for disasters has been questioned, and evacuation before or during disasters is crucial for life saving. This thesis attempted to develop a systematic triage methodology based on the use of the Minimum Data Set (MDS), which is a powerful resource for gathering residents’ vital information including physical ability, cognitive functioning, and other health related conditions. Our assumption was that 90% of caregivers’ triage categorization will match with the categorization generated from the MDS dataset. During the Cold War, both the United States and the Soviet Union developed nuclear weapons as tools of warfare and diplomacy. Immediately following the Second World War, American attitudes toward the atomic bomb were overwhelmingly positive. Once the Soviet Union developed their own atomic bomb and the United States lost the atomic monopoly, attitudes started to shift. After the first hydrogen bombs tests, public sentiment, as demonstrated in film, became markedly negative. To counter these negative attitudes and portray their nuclear weapons as peaceful tools instead of weapons of mass destruction, both the United States and the Soviet Union developed …

This paper aims to outline the existing policies aimed at providing protection for sexual abuse survivors in the Democratic Republic of the Congo. In an attempt to provide justice for the survivors of sexual abuse, an analysis of the 1992-1995 Bosnia and Herzegovina post-conflict reconstruction is included. In particular, prosecution of sexual violence and rape as a weapon of war will be provided in order to weigh the benefits and weaknesses of international criminal law. The U.S. Army’s operating environment continues to become increasingly complex and unpredictable, where U.S. technological advantage continues to erode. The complexities stem from the Army’s doctrinal assumption that the future operating environment is unknown and constantly changing (Department of the Army [DA], 2014a). Diminishing technological advantage results in more reliance on soldiers’ cognitive capability, and less on high technology weapons systems (McMaster, 2015).

Space and cyber operations have changed national security for both nations and non-state actors worldwide. The low barriers to entry have allowed less sophisticated nations and actors to have an impact on the U.S. and near-peer nations. The lack of attribution and the ability to obfuscate the source of the space or cyber weapon will make the case for wartime retaliation difficult. Wartime sexual violence is a critical human rights issue that usurps the autonomy of its victims as well as their physical and psychological safety. It occurs in both ethnic and non-ethnic wars, across geographic regions, against both men and women, and regardless of the “official” position of commanders, states, and armed groups on the use of rape as tactic of war. Australia released the newest edition of its Defense White Paper, describing Canberra’s current and emerging national security priorities, on February 25, 2016. This continues a tradition of issuing defense white papers since 1976. This work will examine and analyze the contents of this document as well as previous Australian defense white papers, scholarly literature, and political statements assessing their geopolitical significance. Terrorism in the new millennium has morphed drastically since the 1970s. The terrorist organizations of today are a hybrid between the insurgent group models of the 1960s and modern terrorist organizations such as Al Qaeda. This hybrid model has created what has become a transnational insurgency recruited, trained, and led by major terrorist networks such as the Islamic State of Iraq and the Levant (ISIL). Even smaller regional groups such as Boko Haram have surpassed merely conducting terrorist attacks. These smaller groups are also focused on controlling territory. “Why So Serious?” Threat, Authoritarianism, And Depictions Of Crime, Law, And Order In Batman Films, Brandon Bosch

Drawing on research on authoritarianism, this study analyzes the relationship between levels of threat in society and representations of crime, law, and order in mass media, with a particular emphasis on the superhero genre. Although the superhero genre is viewed as an important site of mediated images of crime and law enforcement, cultural criminologists have been relatively quiet about this film genre. In addressing this omission, I analyze authoritarian themes (with an emphasis on crime, law, and order) in the Batman film franchise across different periods of threat. The question that this report will address is whether or not global economic expansion has led to a decline in the prevalence of militarized interstate disputes (MIDs) and what factors influence the prevalence of MIDs. This report will take an in-depth look at Thomas Friedman’s “Golden Arches Theory of Conflict Prevention”.
