While not widely appreciated today, there were once 1,997 minefields in the United Kingdom containing between 338,500–350,000 landmines. If you were to walk today on a beach suitable for amphibious landing on either the south or east coasts of the United Kingdom, chances are that you would be walking on a former 1940s minefield. This article briefly explores the story of the United Kingdom’s coastal minefields, from their hasty installation through their costly clearance. Many of the lessons from this period remain relevant today, as countries seek to apply land release principles to reduce the risk of explosive contamination to …

The Apocalyptic Imagination And The Fundamentalist Mindset, Charles B. Strozier

This article explores the psychological meanings of the apocalyptic imagination in what I call a fundamentalist mindset. That mindset has its own long history but is newly relevant in the nuclear age. We no longer need God to bring about ultimate destruction. There are many facets of the fundamentalist mindset (for example, its intense literalism), but the focus in the article is on two: its kairotic sense of time and its rampant paranoia. These two facets interact synergistically around violence that is experienced by those who revel in it as moral in a totalistic sense. Killing becomes healing. The evil …

This article explores the relationship between the social psychology of the individual and the final abyss of suicide terrorism. The boy on the high dive is a metaphor for the fearful pause before the leap. For a young child, the dive is exciting and dangerous: the fearful pause is somewhat analogous to thoughts and feelings before the terrorist’s catastrophically destructive contemplated homicidal/suicidal behavior. If we think about the leap itself, there may be a better analogy. Is there any corollary to a specific group of suicide completers? The Center for the Resolution of Intractable Conflict (CRIC) was formally established at Harris Manchester College by a decision of the Governing Body of the College in 2013 to facilitate research, teaching and training, seminars and conferences, and direct engagement in situations of political violence and long-standing community conflict in various parts of the world.
The CRIC is a very young institution, but already it is having an impact out of proportion to its size and modest resources. This is because the issues we are addressing have a heightened public profile and also because of the quality and leading-edge of …

A Policy-Oriented Framework For Understanding Violent Extremism, Wael Haddara

Violent extremism represents a serious challenge to open and democratic societies. This article presents a framework for understanding violent extremism in the context of “lone-wolf” attacks in Western societies. The framework combines social, political, and psychological factors and highlights the importance of integrating the available evidence from multiple disciplines to develop cogent, effective policy. Specifically, in addition to a broad survey of motivational factors, the article draws on terror management theory to provide insight into the interaction between religiosity and violence.

In November 2015, the United States and the Russian Federation convened the main international stakeholders engaged in the Syrian conflict to broker the Vienna Accords. The unfolding political process culminated in the issuing of UN Security Council Resolution 2254. Since then the situation has evolved rapidly, ushering in a new outlook for the resolution of the six-year-old civil war. The conflicting parties in Syria have not yet fathomed the momentum of this deal. Some progress has been made as part of successive attempts to establish a “cessation of hostilities,” but there have not yet been any major breakthroughs because the …

The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. This work explains the importance of these and other DOD reports for those studying ECS developments, examines how DOD has documented Beijing’s military activities within these publicly accessible reports, and describes how members of Congress have reacted to ECS developments during the Obama …

Does Kipp Grow Advantaged? Analyzing Kipp Campuses Over Time, Robert Maranto, Sarah B. Moore, Gary Ritter

Knowledge Is Power Program (KIPP) charter schools are regarded as among the most academically successful schools serving high poverty populations. KIPP schools serve students that are more likely to be poor and from racial minorities than their peers in nearby traditional public schools. Nevertheless, it is possible that, as parents become aware of KIPP’s seemingly successful track record, the student population at KIPP might become less disadvantaged over time. Using Common Core data, we examined demographic changes in 81 KIPP schools that opened between 1995 and 2011, finding no quantitative evidence that KIPP students are growing more advantaged over time. …

An Examination Of John Burton’S Method Of Conflict Resolution And Its Applicability To The Israeli-Palestinian Conflict, John Kenneth Steinmeyer

This paper argues that the interactive problem-solving workshops created by political scientist John Burton and applied to the Israeli-Palestinian conflict by social psychologist Herbert Kelman, while not, as yet, resulting in a just and permanent peace agreement, are effective in resolving intractable conflict, and, if persistently used, can significantly help to produce such an agreement. This is done by closely examining two books of Burton and a series of articles by Kelman to describe their process; the characteristics of intractable conflict are also reviewed from the work of social psychologist Daniel Bar-Tal. Improvised explosive devices (IEDs) present significant risks to mine action (MA) operators and the programmes within which they work. Such risks can be managed through well-informed risk identification and assessment, the avoidance of some activities, and the procurement/development of the necessary skills, equipment and procedures to address others.
This study focuses primarily on improvised devices of the types that are currently encountered by MA organisations during humanitarian operations. All political communities set normative limits to the acceptable use of force. A threshold of atrocity indicates the point at which acceptable violence meets the boundaries of the unacceptable. In liberal democratic states such norms are ostensibly set higher. Hence, there is a theoretical threshold to the modern state’s ability to act in ways that violate norms it claims to uphold. Paradoxically, thresholds of atrocity are almost never breached and unconscionable violence occurs regularly. The increased use of cyber warfare, accomplished by both state and non-state actors, raises questions about traditional approaches to security and what can be done to stop threats in a technology-driven society. This thesis analyzes how cyber actions interact with geopolitics and how that relationship can provide a foundation for states to approach creating a cyber security strategy. Terrorists see transit and passenger rail as an attractive target. Designed for public convenience, trains and stations offer terrorists easy access to crowds of people in confined environments where there are minimal security risks and attacks can cause high casualties. This report examines the unique attributes of the terrorist threat, how security measures against terrorism have evolved over the years, and their overall effectiveness.

On December 9, 2016, President Barack Obama directed the Intelligence Community to conduct a full review and produce a comprehensive intelligence report assessing Russian activities and intentions in recent U.S. elections. We have completed this report and briefed President Obama as well as President-elect Trump and Congressional leadership. We declassified a version of this report for the public, consistent with our commitment to transparency while still protecting classified sources and methods. In the aftermath of the Cold War, several scholars were of the opinion that primitive modes of fighting, such as close combat, would cease to be used.
