Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Continued Perseverance: What Causes Hamas To Stand Despite Constant Opposition, Matthew Jacobs

The Eastern Illinois University Political Science Review

The author uses qualitative methods to examine the reasons why Hamas has endured, despite facing constant military pressure from Israel and suffering substantial casualties. The author finds that the organization has survived because it has been underestimated and dealt with improperly. Now that it has experienced relative success, Hamas has succeeded in discrediting, to a certain extent, the Israeli government. The author recommends that Israel find more effective ways to turn Hamas’s supporters against it in order to weaken the organization and ensure its defeat.

Paul VI was the first reigning pope to travel via airplane. On one such trip, he addressed the UN General Assembly, emphatically declaring “War never again! Never again war!” During the same period, Paul VI also saw the Second Vatican Council through to its completion. Vatican II produced an articulation of substantive peace in one of its final documents, Gaudium et Spes. This article employs an analytical yardstick through reading Gaudium et Spes in conversation with a Peace and Conflict Studies perspective, as a means to assess Paul VI’s peacemaking efforts on the levels of insight and action. Grand strategy is about how states allocate resources and employ these resources to achieve desired political conditions. In examining the match between desired ends and available ways and means, an often-overlooked subject is how the specific tools of grand strategy are forged. One of these tools is the Littoral Combat Ship (LCS), a Major Defense Acquisition Program (MDAP) that started in 2000. The Nord Stream 2 pipeline proposes to connect Germany to the world’s largest natural gas reserves in Russia, allowing the state-owned Russian energy behemoth Gazprom to double its export capacity through the ‘Northern Corridor’ transit route to Europe. This project has been the subject of sharp disapproval from Central and Eastern European countries, as well as the United States, which fear the prospect of increasing dependence on gas imports from a Russia perceived as politically aggressive and unreliable. In today’s globalized world, contemporary maritime piracy presents a transnational threat. I base this paper primarily on my teaching of introductory international relations since 1979. Introductory international relations instructors need to give disability issues more attention. First, I look at participants in international relations: states and their leaders; global governance—particularly the Convention on the Rights of Persons with Disabilities; and transnational actors-particularly Disabled Peoples’ Organizations (DPOs). I then examine issues: rights, war and peace, and development. Second, I examine two approaches from the disability studies literature: disability as a deficit demographic category (based on a medical model), and disability as the basis for a social movement (based on a social model). …

Do Weapons Make Warfare? An Instrumental Variables Approach Towards Investigating The Relationship Between Small Arms Abundance, Civil Conflict Onset, And Civil Conflict Intensity, Gabriel S. Barrett

Scholars, journalists, and policymakers frequently attribute the intensity and onset of civil conflict to the abundance of small arms. However, the direction of causality has been difficult to assess due to a lack of data on the illicit small arms market and the plausibly endogenous relationship between the abundance of weapons and civil conflict. Using a new dataset of estimated small arms prices, I determine that a decrease in the price of small arms is significantly and negatively correlated with an increase in the intensity of conflict in the following year. The electromagnetic pulse (EMP) effects produced by the detonation of a nuclear weapon at high altitude are capable of causing widespread destruction in the U.S. homeland with few to no immediate casualties. The threat of nuclear EMP attack against the United States was recognized as probable during the Cold War but as time passed, the threat lost consciousness among U.S. policy makers as other issues and threats rose to the forefront. The September 11, 2001 (9/11) attacks on the United States caused a series of military events, including the planning and deployment of troops to Afghanistan. In less than a month after that infamous September day, military Special Forces (SF) members and officers from the Central Intelligence Agency (CIA) were operating in Afghanistan. The SF and CIA members were faced with not only the difficult geographical terrain but were hampered by inadequate time to prepare for the complicated human terrain of the Afghan culture.
